  • [01] Commission report shows inadequate implementation of environment Directive

    In a report, published today, the European Commission highlights that differences still exist in the way environmental impact assessments (EIA's) are carried out across the EU. Presenting the report at a press conference in Brussels, Environment Commissioner Margot Wallström said : "This report shows that Member States need to do more to properly implement the EIA Directive and it reveals what the weaknesses in implementation are."

    [02] L'UE contribue pour 19 millions d'€ à la promotion des produits agricoles

    La Commission européenne a approuvé 20 programmes établis dans neuf Etats membres pour faire connaître les produits agricoles et pour en promouvoir la commercialisation dans l'Union européenne. Ces programmes sont dotés d'un budget total de 38,4 millions d'€, cofinancé pour moitié par l'UE.

    [03] EU-US Summit (Washington, 25 June 2003)

    On 25 June 2003 leaders from both sides of the Atlantic will gather at the EU-US Summit in Washington. The President of the European Commission, Romano Prodi, together with the President-in-office of the European Council, Greek Prime Minister Constantine Simitis, will meet US President George W. Bush. On the EU side, Vice President and Commissioner for Transport and Energy, Loyola de Palacio, as well as Commissioners for Enterprise and Information Society, Erkki Liikanen, for Trade, Pascal Lamy, together with the High Representative for CFSP, Javier Solana, the Greek Foreign Minister and President-in-office of the Council, Georgios Papandreou, and Greek Minister for Justice, Philippos Petsalnikos, will also participate. President Bush will be accompanied by an unprecedented number of Senior Administration officials including Vice President, Dick Cheney, Secretary of State, Colin Powell, National Security Adviser Condoleezza Rice, Attorney General John Ashcroft, Trade Representative Bob Zoellick, Secretary of Agriculture, Ann M. Veneman, Secretary of Energy, Spencer Abraham, Secretary of Transportation, Norman Mineta, Secretary of Treasury, John Snow, Secretary of Commerce, Don Evans, Secretary of Homeland Security, Tom Ridge, and Chief of Staff, Andrew H. Card. In the run up to the summit, President Prodi has declared : "I am confident this summit will reflect the strength of the Transatlantic Partnership, underlining our determination to tackle common threats and pursue shared goals".

    [04] EU and Norway sign farm trade liberalisation deal

    The Kingdom of Norway and the European Union agreed to a further deepening of bilateral trade in agricultural products by granting each other, on a reciprocal basis, increased preferential trade concessions. Negotiations took place in 2002, in the framework of Article 19 of the Agreement on the European Economic Area (EEA). After completion of their respective domestic procedure, the two parties formally endorsed today the result of these negotiations, by signing an exchange of letters. The agreement will enter into force as from 1 July 2003. The agreement provides for the elimination of duties in a number of custom tariff lines, especially plants and fruits and vegetables, as well as for various duty free quotas. The agreement provides in particular for the consolidation of enlarged cheese quotas on both sides. Parties also agreed to resume bilateral trade negotiations in agriculture in two years time so to continue their efforts of progressive liberalisation of agricultural trade in the framework of the EEA.

    [05] Accord sur les procédures de consultation de l'EFSA

    Le Comité Permanent de la chaîne alimentaire et de la santé animale a adopté à l'unanimité un avis favorable à l'adoption par la Commission européenne d'un règlement sur la procédure appliquée par l'Autorité européenne de sécurité des aliments aux demandes d'avis scientifiques dont elle est saisie. Ce règlement établit des règles pour l'application de l'article 29 du règlement 178/2002, sans préjudice des règles spécifiques en matière de demandes d'avis prévus par certains textes sectoriels. L'article 29 du Règlement 178/2002 introduit un changement majeur par rapport à la pratique actuelle. Non seulement la Commission, mais aussi le Parlement européen et les Etats membres, peuvent demander des avis scientifiques à l'Autorité. En outre, l'Autorité peut s'auto-saisir sur toute question relevant de sa mission. Le règlement d'application précise les modalités selon lesquelles l'Autorité peut gérer des demandes d'avis scientifique ou proposer qu'elle soit assortie de modifications. En effet, la plus grande multiplicité des demandes d'avis ne doit pas aboutir à des travaux inutiles par exemple dans les cas où il y a répétition non justifiée de demandes d'avis sur la même question scientifique ou lorsqu'il y a plusieurs demandes différentes sur une même question scientifique ou lorsque les questions ne présentent pas d'intérêt communautaire. La procédure adoptée organise une procédure ouverte et transparente notamment par la création d'un registre des demandes d'avis et des auto-saisines accessibles au public.

    [06] Pour contribuer à la sécurité alimentaire liée aux animaux et aux produits animaux, la Commission publie un manuel destiné à assister les partenaires commerciaux

    Dans le cadre d'une démarche visant à faciliter les échanges de denrées alimentaires sûres avec les pays tiers, l'Office alimentaire et vétérinaire (OAV) de la Commission européenne a publié des orientations expliquant les règles de l'Union européenne en matière d'importation d'animaux et de produits animaux. Ces orientations se fondent sur les dispositions législatives en vigueur et sur les besoins particuliers relevés par les inspecteurs de l'OAV lors de leurs contacts avec les partenaires des pays tiers. Il s'agit de rendre service à ceux-ci en leur expliquant une législation européenne parfois complexe. Un soin particulier a été consacré à exposer clairement les démarches à accomplir par les pays en développement, ce qui facilitera l'accès de leurs produits au marché de l'UE.

    [07] Commission launches EU-Latin America cooperation on ICT standards

    Within the framework of the @LIS Programme, the European Commission has launched an action to promote cooperation between Europe and Latin America in the standardisation field. The objectives of the action are to achieve economies of scale and interoperability among both regions in the information and communication technologies (ICT) field and therefore to strengthen commercial and cultural links, as well as to foster the integration of Latin American countries into the global Information Society through the adoption of open and global standards. The activities will be coordinated by the Telecommunications Standards Institute (ETSI). Further information can be obtained on: http://europa.eu.int/alis

    [08] Anna Diamantopoulou visiting Bulgaria (23-24/06)

    Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, will today pay a working visit to Bulgaria. This is her second visit to the country and its aim is to review progress made by the Bulgarian government in the field of social policy and employment. Commissioner Diamantopoulou will be received by the President of the Republic, Georgi Parvanov, as well as meeting the Deputy Prime Minister and Minister of Labour and Social Policy Lydia Shouleva, the European Integration minister Meglena Kuneva and other senior officials. She will also visit projects funded by the European Union including a shelter for women, adolescents and children that have been victims of violence.
