[01] Les temps sont durs pour les professionnels malhonnêtes : la
Commission propose l'interdiction des pratiques commerciales déloyales dans
toute l'UE
La Commission européenne a adopté une proposition de directive relative aux
pratiques commerciales déloyales des entreprises vis-à-vis des
consommateurs. Les droits des consommateurs seront clarifiés et les
échanges transfrontaliers seront simplifiés par ce texte, qui établit une
interdiction unique, commune et générale des pratiques commerciales
déloyales altérant le comportement économique des consommateurs. Cet
ensemble unique de règles communes remplacera les multiples volumes de
textes législatifs nationaux et de jurisprudence qui régissent actuellement
les pratiques commerciales. Les consommateurs bénéficieront ainsi de la
même protection contre les pratiques commerciales déloyales et les
professionnels malhonnêtes, qu'ils effectuent leurs achats dans un magasin
local ou sur un site web hébergé dans un autre Etat membre. Les pratiques
déloyales se répartissent en deux catégories principales : les pratiques
trompeuses et les pratiques agressives. Des études économiques
indépendantes prévoient que la directive aura pour effet d'accroître le
choix du consommateur, de favoriser la concurrence et d'élargir les
horizons des petites et moyennes entreprises européennes. La proposition de
la Commission fait suite à une consultation menée pendant plusieurs années
auprès des associations de consommateurs, des entreprises et des
administrations publiques ; elle s'accompagne d'une évaluation d'impact
approfondie. Cette proposition va à présent être transmise au Parlement
européen et au Conseil pour être adoptée par la procédure de codécision. Le
texte pourrait entrer en vigueur début 2005.
[02] Integrated Product Policy : Commission outlines its strategy to
stimulate greener products
The European Commission has adopted a Communication on Integrated Product
Policy (IPP), outlining its strategy for reducing the environmental impact
caused by products. The Commission will take a number of actions to
stimulate continuous improvement in the environmental performance of
products throughout their whole life-cycle. The Commission will also
initiate work towards identifying those products with the greatest
potential for environmental improvement, working with industry, business
and consumers to green those products.

[03] Commission clears acquisition of Belgian aluminium firm Remi Claeys
Aluminium by Sweden's Sapa
The European Commission has granted regulatory approval to the proposed
acquisition of Belgian aluminium producer Remi Claeys Aluminium NV by Sapa
AB of Sweden. The operation does not give rise to competition concerns.
[04] Commission clears acquisition of insurer Toro by De Agostini
The European Commission has granted clearance under the Merger Regulation
to the acquisition of sole control of Italian insurance company Toro
Assicurazioni S.p.A. by Italian publisher De Agostini S.p.A. from the Fiat
Group. (The operation, notified on 12 May 2003, was examined under the
simplified merger review procedure).
[05] Commission clears acquisition of CLFC by Great-West Lifeco
The European Commission has granted clearance under the Merger Regulation
to the acquisition of full control of Canada Life Financial Corporation
(CLFC), a Canadian holding company active in the life and health insurance
as well as reinsurance and asset management, by the Canadian financial
services holding company Great-West Lifeco Inc. The latter company is
controlled by the Power Corporation of Canada. (The operation, notified on
08 May 2003, was examined under the simplified merger review procedure).

Le taux d'inflation annuel de la zone euro a baissé de 2,1% en avril à 1,9%
en mai 2003, indique aujourd'hui Eurostat. Un an auparavant, le taux était
de 2,0%. Le taux d'inflation annuel de l'UE15 est passé de 2,0% en avril à
1,8% en mai 2003. Un an auparavant, le taux était de 1,8%. En mai 2003, les
taux annuels les plus élevés ont été enregistrés en Irlande (3,9%), au
Portugal (3,7%) et en Grèce (3,5%). Les taux les plus bas ont été relevés
en Allemagne (0,6%), en Belgique et en Autriche (0,9% chacun).

trade surplus €3.0 billion in April 2003 ; €0.4 billion deficit for EU15
According to Eurostat, the first estimate for euro-zone trade with the rest
of the world in April 2003 was a €3.0 billion surplus, compared with +4.6
billion in April 2002. The March 2003 balance was +2.0 billion, compared
with +11.0 billion in March 2002. In April 2003, exports, seasonally
adjusted, increased by 1.6% compared to March 2003, while imports decreased
by 1.2%. The first estimate for April 2003 extra-EU15 trade was a €0.4
billion deficit, against a deficit of 3.9 billion in April 2002.
[08] Emergency measures approved to stop import of carcinogenic hot chilli
The Standing Committee on the Food Chain and Animal Health (SCFCAH),
comprised of representatives of the Member States, agreed on 17 June 2003
to take emergency measures proposed by the European Commission to stop the
import into the EU of hot chilli products containing "Sudan red 1". Sudan
red 1 is a chemical dye and is not permitted in food. It has been
classified as a carcinogen by the International Agency for Research on
Cancer. It is not found naturally in food. In May, France found products
containing Sudan red 1 in imports of hot chilli products. France
immediately took interim protective measures and simultaneously informed
the Commission and the other Member States of the risk through the Rapid
Alert System for Food and Feed. SCFCAH agreed today to extend these
protective measures to the whole of the EU. Following the decision, the
Member States must ensure that imports of crushed or ground hot chilli are
tested to ensure that Sudan red 1 is not present. Random checks will also
be carried out on products already on the market. As follow-up, Member
States must inform the Commission through the Rapid Alert System for Food
and Feed of any Sudan red 1 that is found in such products. Progress on
verifying the absence of Sudan red 1 in hot chilli products on the EU
market shall be reported to the Commission on a three-monthly basis.
[09] The Thessaloniki Summit : a milestone in the European Union's
relations with the Western Balkans
The European Council and the EU-Western Balkans Summit of Thessaloniki, to
be held on 19-20 June and 21 June, respectively, will mark an important
step in the deepening relationship between the EU and the Western Balkan
countries (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav
Republic of Macedonia, Serbia and Montenegro). The European Union will
underline once again the prospect of EU membership offered at the European
Councils of Feira and Copenhagen, and will outline the concrete ways in
which it is willing to support the countries of the Western Balkans as they
move towards European Integration. The rate of progress will depend on the
performance of the countries themselves in a wide range of reforms of their
economies, standards of democracy, human rights, good governance and
respect for rule of law. It is hoped that the Summit will see an
intensified commitment from the whole region to step up the pace of
reforms. Ahead of the Summit, the Commissioner for External Relations,
Chris Patten, said : "Thessaloniki will send two important messages to the
Western Balkans. The prospect of membership of the EU is real, and we will
not regard the map of the Union as complete until you have joined us. We in
the European Commission will do all we can to help you succeed. But
membership must be earned. It will take the sheer hard work and applied
political will of those in power in the region. How far you proceed along
the road towards European Integration, and how fast, will be up to you."
[10] Ouverture à Dublin des Jeux olympiques pour handicapés mentaux,
soutenus par l'Union européenne
Viviane Reding, Commissaire aux Sports, sera demain et samedi à Dublin pour
représenter la Commission européenne à la cérémonie d'ouverture des 11èmes
"Special Olympics", Jeux pour handicapés mentaux qui se déroulent en
Irlande du 20 au 29 juin. C'est la première fois que ces Jeux, qui ont lieu
tous les quatre ans, l'année précédant les Jeux olympiques et paralympiques
(qui concernent les handicapés physiques), ont lieu en Europe. L'UE apporte
un soutien important aux "Special Olympics", avec plus de 6 millions d'€.
En particulier, l'UE a financé l'envoi à Dublin pour ces Jeux de 200 jeunes
volontaires venus de toute l'Europe. Viviane Reding signera la convention
de mise à disposition de ces jeunes volontaires vendredi à Dublin, en
présence du ministre irlandais des Sports, M. John O'Donoghue.
[11] Télévision sans frontières : seconde série d'auditions publiques la
semaine prochaine
Oeuvres d'art, protection des mineurs, droit de réponse seront à l'agenda
de la seconde série de consultations publiques organisées les 23, 24 et 25
juin à Bruxelles par les services de la commissaire européenne à la Culture
et à l'Audiovisuel, Viviane Reding. Ces auditions s'inscrivent dans le
programme de travail en vue d'une possible révision de la directive
"télévision sans frontières" adopté en janvier dernier (Cf. IP/03/6 du 7
janvier 2003). Les questions posées dans ce programme de travail sont
soumises à une vaste consultation publique, sur la base de documents de
discussion, qui se termine le 15 juillet. Sur la base des résultats de
cette consultation publique, la Commission rendra publique à fin de l'année
2003 ou au début de l'année 2004 une communication sur l'avenir de la
politique audiovisuelle.
