  • [01] Accounting : Commission welcomes adoption of Directive partially exempting more SMEs from financial reporting rules

    The European Commission has welcomed the definitive adoption by the EU's Council of Ministers of a Directive which will allow thousands of small and medium-sized enterprises (SMEs) to be exempted from certain accounting requirements. The Directive amends the existing Accounting Directives by raising by about 17% the thresholds for turnover and balance sheet total under which Member States can apply the exemptions. The Council's move follows a Commission proposal in January 2003.

    [02] Commission clears CVC purchase of Danish building materials retailer Danske Trælast

    The European Commission has approved the acquisition of Danish building material wholesaler and retailer Danske Trælast A/S by UK-based investment group CVC. Although CVC is already active in the sector through some of its portfolio companies, the acquisition does not raise any competition concerns in Europe.

    La Commission européenne a autorisé la création d'une entreprise commune par le groupe Holding di Partecipazioni (HdP) et le groupe De Agostini, qui opèrent tous deux dans le secteur des médias en Italie. L'entreprise commune (RCS Diffusione) fera office de distributeur national pour les distributeurs locaux de quotidiens et de périodiques et distribuera également une série de produits non éditoriaux (recharges de téléphones portables, piles et produits pour hygiène personnel). La création de l'entreprise commune ne soulève pas de problèmes de concurrence.

    [04] Commission clears control of Scientific Design by Süd-Chemie and Saudi Basic

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of Scientific Design Company, Inc., a US company currently controlled by Germany's Linde AG, by Süd-Chemie AG and Saudi Basic Industries Corporation. Scientific Design is active in the licensing of process technology, particularly in the petrochemical business, and in the manufacture and sale of proprietary catalysts for the production of basic chemicals. (The operation, notified on 3 April 2003, was examined under the simplified merger review procedure).

    [05] L'Europe se positionne pour accueillir ITER

    Aujourd'hui à Bruxelles, Philippe Busquin, Commissaire européen en charge de la Recherche, a présenté au Conseil des Ministres l'état des négociations concernant la construction et l'exploitation du projet international de démonstration de l'énergie de fusion, ITER. La Communication de la Commission aborde la question du choix du site européen d'implantation (Cadarache en France ou Vandellòs en Espagne) et l'état de la situation suite à l'entrée de la Chine et des Etats-Unis. La Russie, le Canada et le Japon participent aussi à ce projet international. Ces deux derniers ont aussi présenté une candidature. L'accord international pour lancer la phase opérationnelle d'ITER, y compris l'identification du site et la répartition des coûts, devrait être bouclé pour la fin 2003. Pour négocier cet accord dans les meilleures conditions, et pour maximiser les chances qu'ITER se réalise en Europe, l'Union devrait maintenant s'accorder sur le choix d'un seul site candidat européen. Pour faciliter la recherche d'un tel accord, la Commission va mettre en place un groupe d'experts de haut niveau pour obtenir un avis technique qui prenne en compte tous les enjeux.

    [06] Commission's seventh report on shipbuilding emphasises problematic market situation

    The difficulties in world shipbuilding are growing, as evidenced by a further decrease in orders for new vessels in the major shipbuilding regions in 2002, says the European Commission in its seventh report to the Council on the situation of the world shipbuilding market. This report, which completes the Commission's analysis of the shipbuilding market in 2002, attributes the slow market to past over-supply, slowing economies around the world, the effects of 11 September and political insecurity in the Middle East. In particular the most important market segments for EU yards developed negatively. For EU producers, order intake in 2002 was down by over 50% compared to 2001 and over 70% compared to 2000. As a result, EU shipyards are now rapidly running out of work and a number of bankruptcies and lay-offs have already occurred. The overall market share of EU shipyards has dropped to 7%, from 13% in 2001 and 19% in 2000.

    [07] Libre circulation des services : la Commission invite l'Italie à appliquer un arrêt de la Cour de Justice en matière des foires

    La Commission européenne a décidé de rappeler à l'Italie son obligation de se conformer à un arrêt de janvier 2002 de la Cour de justice européenne exigeant qu'elle modifie ses législations nationales et régionales en matière d'organisation de foires et expositions. La Cour avait jugé ces législations incompatibles avec les principes de liberté d'établissement et de libre prestation des services prévus dans le Traité de l'Union européenne. Une nouvelle loi cadre, adoptée entre-temps par l'Italie, ne permet pas d'éliminer toutes les entraves qui avaient été condamnées par la Cour. L'effet de ses entraves est d'affecter le droit des opérateurs non- italiens de prester leurs services en Italie, de limiter les choix disponibles aux exposants italiens qui souhaitent promouvoir leurs produits ou leurs services par le biais de foires ou d'expositions et, potentiellement, d'augmenter les coûts de cette promotion et donc les prix finaux que doivent payer les acheteurs des produits et des services concernés.

    [08] Commission adopts control measures to contain possible avian influenza outbreak in Germany

    Following a possible outbreak of avian influenza in Germany on 9 May, the European Commission adopted a decision, on 12 May, to reinforce the control measures already put in place by the German authorities. Avian influenza is a highly contagious poultry disease that can cause severe economic damage to the poultry industry.

    [09] Launching of a new EU-Central America political dialogue and cooperation agreement in Panama (12-15 May 2003)

    Against the background of the XIX San Jose Dialogue Ministerial meeting that took place yesterday in Panama City, the EU and Central American countries have opened a first round of negotiations today with the goal of concluding a new Political Dialogue and Cooperation Agreement. The decision to negotiate a new EU-Central America agreement was taken by Heads of State and Government at the Madrid EU-Latin America and Caribbean Summit in 2002. The new Agreement will strengthen relations and cooperation between the two regions. In addition it should help to create the conditions under which a feasible and mutually beneficial Association Agreement, including a free trade agreement, could be negotiated between the parties. On the EU side, negotiations will be led by Francisco da Camara Gomes, Director for Latin America of Directorate-General for External Relations of the Commission.

    [10] Festival de Cannes 2003 : une Journée de l'Europe le 15 mai, 15 films soutenus par MEDIA et la 4ème édition du Prix MEDIA de l'UE

    Le Festival de Cannes et la Commission européenne organisent cette année pour la première fois une Journée de l'Europe, qui réunira ministres de la Culture et professionnels du cinéma des Quinze et des nouveaux Etats membres, autour d'une réflexion sur les moyens de mieux promouvoir le cinéma européen et d'intensifier ses relations avec les autres cinémas du monde. Cette Journée du 15 mai se terminera par la remise de la quatrième édition du Prix MEDIA de l'Union européenne, un prix qui récompense la circulation des films, dans l'esprit du programme MEDIA. 15 films soutenus par ce programme sont dans la sélection cannoise de cette année.

    [11] Pat Cox and Anna Diamantopoulou to launch campaign on dangerous substances

    European Parliament President Pat Cox and European Commissioner for Employment and Social Affairs Anna Diamantopoulou will today launch a campaign to raise awareness of, and to reduce, the risks of working with dangerous substances at work. One fifth of EU employees around 32 million people are exposed to carcinogenic agents at work. 22% of workers inhale fumes and vapours for at least a quarter of working time. The campaign will make it clear that risks exist not only in heavy industry but also in jobs such as garage mechanics, printers, tanners and hairdressers. Commissioner Diamantopoulou will stress that legislation is important but that it is a dead letter without proper implementation on the ground in individual businesses.
