[01] Internal Market Scoreboard shows worsening national delays in
implementing EU laws
The latest Internal Market Scoreboard shows that the implementation deficit
for Internal Market Directives is now an average of 2.4% per Member State,
up from 1.8% a year ago. The implementation deficit is the percentage of
Directives which have not been written into national law after the deadline
for doing so has passed. Only five Member States (Denmark, Sweden, Finland,
Spain, UK) meet the European Council's target of a 1.5% deficit or less.
Italy currently has the worst record, closely followed by Portugal and
Ireland. The number of open infringement cases has also gone up by 6%
compared to last year. This Scoreboard also presents data on prices in the
future Member States which are on average almost 50% below the EU 15
average. Services are in general much less expensive in the future Member
States while consumer electronics prices for example are closer to the EU15
average. Previous enlargements have sparked off price convergence and this
enlargement may well do the same.
[02] Premier rapport d'un groupe d'experts indépendants sur la protection
des droits fondamentaux dans l'Union
Dans son premier rapport qu'il vient de transmettre à M. António Vitorino,
Commissaire européen chargé de la justice et des affaires intérieures, le
réseau d'experts indépendants en matière de droits fondamentaux, créé par
la Commission européenne en 2002, se penche sur les mesures prises par les
Etats membres de l'Union européenne suite aux attentats du 11 septembre
2001 en vue de combattre le terrorisme. Il préconise une grande vigilance
entre la protection des droits fondamentaux, dont le droit à la sécurité,
et les mesures adoptées, même si elles visent à prévenir des situations de
violation de ces droits.
[03] Le Conseil Education adopte les critères de référence européens
Aujourd'hui, le Conseil Education a franchi une nouvelle étape ambitieuse
vers la réalisation de la stratégie de Lisbonne dans le domaine de
l'éducation et de la formation, en adoptant les conclusions sur les
"niveaux de référence de la performance moyenne européenne" ou critères de
référence européens. Il s'agit d'une contribution importante à la mise en
œuvre d'objectifs communs pour nos systèmes d'éducation au sein de l'UE,
qui incluent les échanges de bonnes pratiques et la définition de critères
pour mesurer nos efforts et les renforcer. Les cinq critères de référence
enrichiront le rapport conjoint que la Commission et le Conseil Education
préparent pour le sommet européen du printemps 2004.
[04] L'ensemble du cheptel européen suivi à la trace grâce au marquage
électronique
La Commission européenne a présenté ce jour dans une ferme à Monterotondo,
près de Rome, les résultats du projet IDEA (identification électronique des
animaux), un projet à grande échelle réunissant six pays et qui confirme la
faisabilité du marquage électronique des bovins, des ovins et des caprins.
Les systèmes classiques tels que les boucles, le tatouage et le marquage
auriculaires peuvent être modifiés et ne sont pas toujours fiables, ce qui
peut les rendre inefficaces. L'enregistrement manuel des données est lent
et occasionne des erreurs. La Commission a d'ores et déjà proposé un
règlement sur l'identification et l'enregistrement des ovins et des
caprins.
[05] Commission to frontload €210 million in financial support to Jordan
and Egypt to alleviate the negative economic effects of the war in Iraq
The European Commission announced today that it intends to make available
an accelerated package of €210 million financial assistance in support of
Jordan and Egypt to offset the economic impact of the war in Iraq. This
emergency assistance will be drawn from existing commitments and is
scheduled for quick disbursement to help the two countries most affected by
the war to stabilise their economic situation. Chris Patten, Commissioner
for External Relations, said : "We are bringing forward this package of
financial assistance to support those Euro-Mediterranean partner countries
most directly affected by the war. We intend to alleviate the negative
social and economic consequences of the conflict, thereby helping to
maintain momentum for economic and political reform in the region." €175
million of the total amount will be disbursed as budgetary assistance to
Egypt while the remaining €35 million will help to restore the stability of
the Jordanian balance of payments.
[06] Commission approves €57 million package to reinforce regional
cooperation with the Mediterranean area
The European Commission has approved a number of actions to reinforce the
EU's regional cooperation with its Mediterranean neighbours in 2003. With a
total budget of €57 million, funded under the MED Regional Programme, the
approved activities will encourage cooperation and dialogue between the 27
Euro-Mediterranean Partners in areas such as the Middle East Peace Process,
training of public officials, water information systems, the South-South
free trade area (Agadir Process), investment facilities and cultural
heritage.
[07] Avenir de la politique régionale : la Commission présente une étude
sur les régions insulaires et ultrapériphériques
M. Michel Barnier, membre de la Commission européenne chargé de la
politique régionale, a présenté aujourd'hui les résultats d'une étude
portant sur les régions insulaires ainsi que sur le groupe des sept
"régions ultrapériphériques". Cette étude se prête à un diagnostic objectif
de la situation de ces territoires et des problèmes de développement qui
leur sont propres ; ses résultats permettront de nourrir la réflexion sur
leurs spécificités dans la perspective des propositions de réforme de la
politique régionale que la Commission soumettra à la fin de l'année.
[08] Principaux résultats d'une enquête Eurobaromètre sur la perception
qu'ont les Européens de l'éducation et de la formation tout au long de la
vie
Les Européens considèrent que l'éducation et la formation tout au long de
la vie constituent un important outil de développement personnel et
professionnel. Ils perçoivent un écart entre ce qu'ils savent et les
compétences nécessaires pour s'épanouir dans l'Europe de la connaissance.
Néanmoins, à l'heure actuelle, plus d'un tiers des citoyens européens en
moyenne ne participe à aucune forme d'éducation ou de formation, et un
citoyen sur dix n'est pas désireux de le faire. Des problèmes de temps et
d'argent sont souvent évoqués comme faisant obstacle à la poursuite de
l'éducation et de la formation tout au long de la vie.
[09] SARS, tobacco control, etc. : high level meeting between Commission
and WHO in Brussels on 6 May
The European Commission and the World Health Organisation (WHO) have
established a very productive partnership since a formal exchange of
letters in December 2000 set a framework for cooperation between the two
institutions. A third high level meeting of the Commission and the WHO
takes place in the WHO office in Brussels on 6 May. WHO Director-General
Gro Harlem Brundtland will meet Commissioners David Byrne, responsible for
Health and Consumer Protection, Pascal Lamy, responsible for Trade,
Philippe Busquin, responsible for Research, Margot Wallström, responsible
for Environment, and the Head of Cabinet of Poul Nielson, responsible for
Development and Humanitarian Aid. They will discuss joint strategies to
address a wide range of health issues, including : communicable disease
control - and SARS in particular -, the Framework Convention on Tobacco
Control (FCTC), a global strategy on diet, physical activity and health,
the General Agreement on Trade in Services (GATS) and health, trade-related
aspects of access to medicines, global health research, environment and
health, and the strategic partnership between the EU and the WHO in the
field of development. A press conference with Gro Harlem Brundtland, David
Byrne and Marc Danzon, WHO Regional Director for Europe, will take place at
the UN Information Centre in rue Montoyer 14 in Brussels on 6 May at 12h00.
[10] Commission highlights women's key role in creating an Information
Society
The European Commission and the Greek Presidency of the European Union have
jointly stressed the importance of women playing a full role in building
and participating in the Information Society. The message comes prior to a
European Congress on Gender and the Information Society followed by an
informal ministerial meeting in Athens on 5 and 6 May. The Congress will
bring together representatives of the relevant sectors to analyse where and
how new technologies will impact on individuals' lives.
