[01] Un plan d'action de l'UE pour intensifier l'effort de recherche en
Europe
La Commission européenne présentera demain une feuille de route précisant
les mesures destinées à encourager les acteurs du secteur public et du
secteur privé de toute l'Europe à intensifier leur effort de recherche. La
communication, intitulée "Investir dans la recherche : un plan d'action
pour l'Europe", expose les initiatives nécessaires pour porter de 1,9% à 3%
du PIB le niveau des investissement dans la recherche au sein de l'UE et à
deux tiers la part financée par le secteur privé, comme l'a préconisé le
Conseil européen de Barcelone en mars 2002. La réalisation de l'objectif
des 3% devrait normalement entraîner un surcroît de croissance de 0,5% du
PIB et la création de 400.000 emplois supplémentaires chaque année après
2010. Les mesures clés consistent notamment à créer des plates-formes
technologiques européennes, renforcer les liens entre le secteur industriel
et la recherche publique, réorienter les dépenses publiques vers la
recherche et l'innovation, rendre les carrières de chercheur plus
attrayantes et améliorer les incitations fiscales en faveur de la
recherche.
[02] WTO Services : EU proposes to improve trading opportunities giving
developing countries a better deal
Today the EU tabled in the WTO a detailed list of sectors where it is
offering companies and individuals in third countries further opportunities
to offer services in the already very open EU market. Services already
accounts for two thirds of EU employment and economic activity, and the
further opening of trade in a number of areas, ranging from telecommunications,
to banking, insurance, environmental services or distribution will
contribute to growth and employment in the EU. At the same time, the EU
offer should encourage other WTO Members to table ambitious offers. A
particular focus of the offer aims to give developing countries a better
deal especially in sectors of interest for them via the temporary entry of
foreign nationals into the EU to provide services. "Services are an
essential part of both developed and developing country economies and
therefore vital to making the Doha Development Agenda really worthy of the
name. This EU offer is a substantial one", European Trade Commissioner
Pascal Lamy said. "It contains real improvements for foreign services
providers in terms of access to the EU market and takes particular account
of developing countries' interests."

de favoriser la navigation fluviale
A partir du 29 avril 2003, les entreprises de navigation fluviale qui
désirent mettre en service un nouveau bateau ne devront plus payer une
indemnité ou déchirer un certain tonnage de cale. La flotte étant
restructurée et assainie, la Commission européenne a décidé aujourd'hui de
supprimer les ratios "Vieux pour Neuf" pour tous les types de bateaux
fluviaux de marchandises. "Ainsi se termine une régulation du marché
fluvial qui a duré plus de dix ans et qui a permis de réaliser un véritable
assainissement de la flotte fluviale communautaire", a déclaré Loyola de
Palacio, Vice-Présidente de la Commission. "La promotion du transport
fluvial et d'autres modes de transports plus efficaces et respectueux de
l'environnement est un des objectifs majeurs de l'UE", a-t-elle ajouté.
[04] Electronic piracy must be stamped out to protect Europe's
competitiveness, says Commission report
Protecting Europe's fast-growing electronic pay-services (paid for services
provided via TV, radio and internet) against piracy will be an important
contribution to making the EU more competitive as 21st century knowledge-
based economies are expected to rely increasingly on electronic pay
services, says a report published today by the European Commission. Piracy
is far from a victimless crime: legitimate users end up paying higher
prices, operators can go bankrupt and governments are deprived of tax
revenue. The report assesses the implementation of the 1998 Directive on
legal protection for electronic pay services. It urges Member States to
work together to fight piracy, for example through training enforcement
personnel, improved cooperation between industry and enforcement
authorities and exchanging best practice and information. The Commission
will assist in this and consult existing and future Member States in order
to identify any legal loopholes, with a view to proposing further action at
EU level if necessary. The report encourages providers to make more pay-TV
services legitimately available across EU borders, thus removing one
incentive for otherwise law abiding people to resort to pirate decoding
material.
[05] Fourth quarter of 2002 : EU15 current account surplus €15.8 billion ;
€8.8 billion surplus on trade in services
According to the Eurostat latest revisions, the EU15 external current
account recorded a surplus of €15.8 billion in the fourth quarter of 2002,
as compared with a surplus of €9.6 billion in the fourth quarter of 2001
and a surplus of €22.0 billion in the third quarter of 2002. In the fourth
quarter of 2002 the EU15 external balance of trade in services recorded a
surplus of €8.8 billion as compared with a surplus of €2.9 billion in the
fourth quarter of 2001 and a surplus of €6.2 billion in the third quarter
of 2002.
[06] Février 2003 par rapport à février 2002 : les ventes du commerce de
détail ont augmenté de 0,7% dans la zone euro ; hausse de 1,3% dans l'UE15
Selon Eurostat, le volume des ventes du commerce de détail a augmenté de 0,
7% dans la zone euro et de 1,3% dans l'UE15 au mois de février 2003, par
rapport à février 2002. Par rapport au mois de janvier 2003, les ventes ont
baissé de 0,8% dans la zone euro et de 0,6% dans l'UE15. En février 2003 et
par rapport à février 2002, le commerce de détail de "l'alimentation,
boisson, tabac" a augmenté de 2,4% dans la zone euro et de 2,6% dans
l'UE15. Le secteur non alimentaire a augmenté de 0,1% dans la zone euro et
de 0,9% dans l'UE15.
[07] Commission and United Nations strengthen partnership
European Commissioner for Development Cooperation and Humanitarian Aid Poul
Nielson and Deputy Secretary-General of the United Nations Louise Fréchette
have signed today in New York an updated Financial and Administrative
Framework Agreement (FAFA), designed to facilitate a closer partnership
between the two bodies. This Agreement will pave the way for a closer
strategic partnership between the Commission and the UN in the fields of
development and humanitarian aid, lowering costs for projects and
programmes.
[08] EU-US relations : renew commitment to Trans-Atlantic Business Dialogue
The European Commission and the US Administration agreed on 28 April 2003
on details for a renewed commitment to the Trans-Atlantic Business Dialogue
(TABD) as a key forum for government and industry discussions on
transatlantic commercial matters.
[09] Irish list of sports events to be broadcast on free TV has been
published in the Official Journal
The Irish measures according to Art 3a of the Television without frontiers
directive have been published in the Official Journal C 100 of 26th April
2003. The consequences are the following : the Member States shall ensure
by appropriate means that broadcasters within their jurisdiction do not
exercise exclusive rights so that a substantial proportion of the Irish
public is deprived of the possibility of following the events which are
designated by the Irish authorities. A qualifying broadcaster has to reach
at least 90% of the population of Ireland. The listed events are : The
Summer Olympics ; The All-Ireland Senior Inter-County Football and Hurling
Finals ; Ireland's home and away qualifying games in the European Football
Championship and the FIFA World Cup Tournaments ; Ireland's games in the
European Football Championship Finals Tournament and the FIFA World Cup
Finals Tournament ; The opening games, the semi-finals and final of the
European Football Championship Finals and the FIFA World Cup Finals
Tournament ; Ireland's games in the Rugby World Cup Finals Tournament ; The
Irish Grand National and the Irish Derby ; The Nations Cup at the Dublin
Horse Show. Viviane Reding, European Commissioner for Audiovisual policy
and Sport said : "I am happy that EU law provides Irish citizens with the
opportunity to gain access on free TV to events, notably sport events, of
major importance for them."
[10] António Vitorino à la cérémonie d'inauguration du siège d'Eurojust
Le Commissaire européen chargé de la Justice et des Affaires Intérieures,
António Vitorino, participe ce mardi 29 avril à La Haye à la cérémonie
d'inauguration du siège d'Eurojust, l'organe de l'Union européenne créé en
mars 2001 pour favoriser la coopération et la coordination judiciaires
entre les Etats membres. Participeront également à l'inauguration les
ministres de la justice et les ambassadeurs des Etats membres et des pays
candidats à l'adhésion, ainsi que des représentants des différentes
institutions de l'UE. Le champ de compétence d'Eurojust recouvre les types
de criminalité suivants : terrorisme, trafic des êtres humains, trafic de
drogues, criminalité informatique, fraude, corruption ainsi que toute
infraction pénale touchant aux intérêts financiers de l'UE, blanchiment des
produits du crime, contrefaçon de l'euro, criminalité au détriment de
l'environnement, participation à une organisation criminelle. (Un
