  • [01] Commission adopts an instrument for European economic governance

    For the first time, the European Commission has adopted its proposals for the broad economic policy guidelines and for the employment guidelines and recommendations on the same day, and in streamlined form, in order to ensure greater cohesion and effectiveness of the EU reform agenda in the medium term (2003-2005). President Prodi declared : "This package constitutes the first step towards a European economic governance aimed at strengthening economic integration in the Union as the second leg of our monetary integration. It reflects the need for consistent policies to enable Member States to reap the full benefits from the Economic and Monetary Union and also takes account of the constraints imposed by the interdependence of our economies. In the context of the present economic and geopolitical uncertainty and of the imminent EU enlargement, the creation of a more dynamic, resilient Europe becomes all the more important. Despite laudable progress in creating a Single Market and raising employment rates, much remains to be done to make the EU truly entrepreneurial and innovative and to create more and better jobs. The agenda has been set. It is now time to deliver." The Spring Report was the main Commission message to the European Council. These Guidelines package translates the agreed principles and objectives into operational economic and employment actions for the Union and for each Member State that can be properly monitored.

    [02] Prévisions économiques de printemps pour la zone euro et l'Union européenne en 2003-2004

    L'économie de la zone euro et de l'UE a terminé l'année 2002 sur une note sombre compte tenu d'un contexte international incertain et de la persistance de rigidités structurelles qui réduisent notre capacité à réagir aux bouleversements. Ce climat morose devrait encore marquer le premier semestre de cette année. Dans l'hypothèse d'un apaisement des tensions géopolitiques avant l'été, le rétablissement de la confiance et la diminution des prix pétroliers amorceraient une reprise modérée au cours du deuxième semestre de 2003. Il est peu probable que l'on assiste à une relance vigoureuse car l'accroissement du chômage freine la consommation, la crise qui se prolonge sur les marchés boursiers pèse sur la situation financière des entreprises et les prix pétroliers continuent d'exercer des pressions sur l'inflation. Dans ces conditions, la croissance risque d'être décevante pour la troisième année consécutive, et de se limiter à un taux moyen de 1% dans la zone euro (1,3% pour l'UE). Un taux de croissance moyen plus élevé (2,3-2,4%) est attendu pour la zone euro et pour l'UE l'an prochain, sur la base d'une nouvelle phase de création d'emplois, d'une reprise des investissements et d'une amélioration du climat international. Toutefois, compte tenu du degré élevé d'incertitude, il n'est pas exclu de devoir attendre la relance plus longtemps.

    [03] Spring 2003 economic forecasts for the Candidate countries

    Acceding countries and other candidate countries have, on average, sustained solid growth despite the worsened international economic climate. Economic growth has only slightly slowed down during 2002. Due to strong domestic demand, most candidate countries showed resilience and the extent of the slowdown remained limited. The outlook for the current and the next year is subject to particularly high political and economic uncertainties. In the current year, growth should amount to 3.1% for the ten acceding economies and 3.5% for all candidate countries. This represents a slight downward revision from the Autumn 2002 forecast. An expected return to more favourable international conditions should allow to reach average growth of around 4% in 2004 in acceding countries and of 4.3% in all candidate countries. Lower international commodity prices and weaker growth have contributed to a further fall in inflation in 2002. Higher oil prices and, in some countries, a cyclical recovery should lead to a slight rise of inflation in the current and next year, to levels up to and, in 2004, somewhat above 3% for the ten acceding countries. Over the forecasting period, employment losses due to continued enterprise restructuring should be progressively compensated by higher employment creation and should lead to a slightly improved overall labour market situation up to 2004. Weak export demand should translate in a deterioration of external balances in the current year, which should be reversed in 2004. General government deficits, although set to decline, remain high, as the combined result of lower growth and counter-cyclical fiscal policies in some countries and continued transition-related expenditures over the forecasting period.

    [04] La Commission demande à la France l'égalité de traitement pour des réseaux câblés dans la fourniture des services de télécommunications

    Le 8 avril 2003, la Commission européenne a décidé d'adresser un avis motivé à la France pour n'avoir pas respecté la directive "câble" et la directive "pleine concurrence" en maintenant un régime spécial pour la fourniture de services de télécommunications par câble. L'effet combiné de ces deux directives est, pour les cablo-opérateurs, de lever les restrictions à la fourniture de services de télécommunications sur les réseaux câblés, naguère essentiellement dédiés à la distribution de programmes de télévision.

    [05] Commission adopts €9.5 million funding decision for emergency humanitarian aid to Iraq

    The European Commission has adopted a humanitarian aid decision for €9.5 million (part of the €21 million immediate assistance announced on 20 March IP/03/416) to provide emergency relief for victims of the war in Iraq.

    [06] Middle East : Commission provides €15 million in humanitarian aid for the Palestinian victims of the crisis

    The European Commission is providing a further relief package worth €15 million to Palestinian victims of the ongoing crisis in the Middle East. The aid will support provision of food, medicines, water and sanitation to meet the needs of the most vulnerable Palestinians in the West Bank and the Gaza Strip as well as in Jordan, Lebanon and Syria. The funds will be made available through the Humanitarian Aid Office (ECHO) which comes under the responsibility of Commissioner Poul Nielson. The relief package will be channelled through the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the World Food Programme (WFP), Non Governmental Organisations (NGO) and the International Committee of the Red Cross (ICRC). This decision brings to nearly €100 million the amount allocated for the region since the outbreak of the second Intifada in September 2000.

    [07] Bien-être animal : des critères plus stricts pour les restitutions à l'exportation de bovins vivants

    Le nouveau règlement adopté aujourd'hui par la Commission européenne, qui abroge et remplace les règles en vigueur, prévoit des exigences plus strictes en matière de bien-être animal pour les restitutions à l'exportation d'animaux vivants de l'espèce bovine. Ce règlement s'appliquera aux déclarations d'exportation acceptées à partir du 1er octobre 2003. Des contrôles plus sévères seront effectués aux points de sortie de l'Union européenne et sur le lieu de déchargement dans les pays tiers, et les sanctions actuelles seront renforcées. En outre, une nouvelle sanction, sous forme d'un refus de la restitution pour tous les animaux mentionnés dans la déclaration, pourra être appliquée si un pourcentage ou un nombre donné d'animaux sont morts, ont mis bas ou ont avorté durant le transport, ou ne répondent pas à l'un ou l'autre des critères d'inspection. Le nouveau règlement s'inscrit dans la politique de la Commission visant à renforcer les conditions et contrôles relatifs à l'octroi des aides à l'exportation d'animaux vivants, qui a été annoncée en juillet dernier dans les propositions de réforme de la PAC. Les restitutions à l'exportation de bovins vivants sont déjà soumises aux règles communautaires de bien-être animal, mais l'expérience a fait apparaître la nécessité de renforcer les critères existants. Dans le cadre de la politique susmentionnée, les restitutions à l'exportation de bovins vivants ont été considérablement réduites, en application des nouvelles règles qui sont entrées en vigueur le 3 février.

    [08] Michaele Schreyer welcomes granting of the 2001 discharge and thanks the European Parliament for its support for reform

    On 8 April, the European Parliament gave the European Commission discharge for its budget for the financial year 2001 and agreed on closing the related accounts. This regular procedure, starting with the transmission of the annual statement of accounts in May by the Commission to the Court of Auditors, Council and European Parliament, followed by the Court of Auditors' annual report in November, provides the budget control and for the European executive's financial management. The discharge decision has been taken during the April session, as foreseen in the rules. Budget Commissioner Michaele Schreyer said : "I thank the general rapporteur Mr Casaca, all other rapporteurs and the Budgetary Control Committee in general for their work. The Commission has done what it was asked in the discharge procedure, to high standards and in time. This timely discharge decision is a strong support for the reform work of the Prodi Commission".

    [09] Enlargement financial framework agreed

    The European Parliament, the Council, and the Commission, have found agreement, after long and difficult negotiations, on the three year financing framework for the enlarged Union. Ms Michaele Schreyer, Commissioner for the Budget, welcomed this result : "Faced with this historic step, we had an obligation to find a satisfactory outcome in the negotiation on finance for the enlarged Union. With this question resolved, all financial decisions are taken so that enlargement becomes a successful reality in 2004."

    [10] Egypt formally ratifies the Euro-Mediterranean Association Agreement signed in June 2001

    European External Relations Commissioner Chris Patten stated today : "I warmly welcome Egypt's formal ratification of the Euro-Mediterranean Association Agreement that we signed in June 2001. The Association Agreement is now well on track to enter into force in 2004 when ratification by all Member States of the European Union should be completed. Completion of the ratification process by Egypt's People Assembly is a clear statement of confidence by Egyptian parliamentarians in the future of EU-Egyptian relations." Solid EU-Egypt relations are not only important in their own right but also stand at the heart of the Euro- Mediterranean partnership. The Commission stands committed to enhanced bilateral relations with Egypt. Discussions have already taken place with the government of Egypt on ways to explore the full potential of the Association Agreement for the benefit of Egyptian and European business, consumers and societies at large.

    [11] L'Organe d'appel de l'OMC confirme globalement les mesures de l'UE sur le linge de lit en provenance d'Inde

    Le 8 avril 2003, l'Organe d'appel de l'OMC a confirmé globalement les décisions prononcées en 2002 par le Groupe Spécial sur les mesures antidumping de l'UE relatives aux importations de linge de lit en coton. Le Groupe Spécial avait estimé que l'UE était en complète conformité avec les recommandations de l'Organe de Solution des Différends de l'OMC (DSB) émises en mars 2001. Dans son rapport, l'Organe d'appel rejette deux des trois motifs avancés par l'Inde qui a fait appel contre les conclusions du Groupe spécial. Il inverse, néanmoins les conclusions du Groupe spécial sur une question technique relative à la détermination du préjudice de l'UE. Le commissaire européen au commerce Pascal Lamy a déclaré : "La décision de l'Organe d'appel d'aujourd'hui confirme largement le niveau élevé d'application des instruments de défense commerciale par l'UE. Nous allons maintenant analyser attentivement les implications de ce rapport et nous en tirerons les conclusions appropriées pour sa mise en oeuvre."

    [12] Commission's reaction to the results of PIRLS international report on reading literacy

    Internationally how well do fourth-grade students read ? The first results of the PIRLS (Progress in International Reading Literacy Study) international report on reading literacy for children aged 9 and 10 in 35 countries in the world were published in Boston yesterday. Among the participating countries, 8 are already part of the European Union (England, Germany, Greece, France, Italy, Netherlands, Scotland and Sweden) and 12 are candidate or EEA countries (Bulgaria, Cyprus, Czech Republic, Iceland, Hungary, Latvia, Lithuania, Norway, Romania, Slovak Republic, Slovenia and Turkey). 150,000 students were tested.

    [13] Deuxième réunion du groupe des Sages sur le dialogue entre les peuples et les cultures à Bruxelles aujourd'hui

    Le Groupe des Sages sur le Dialogue entre les Peuples et les Cultures, créé à l'initiative du Président de la Commission européenne Romano Prodi, tient sa deuxième réunion plénière ce jeudi 9 avril 2003, sous la co-présidence de Mme Assia Alaoui Bensalah et de M. Jean Daniel, en présence de Mme Viviane Reding, Commissaire en charge de l'Education et de la Culture. Engagée à un moment décisif pour l'Union européenne (Convention sur l'Avenir de l'Europe, Elargissement), cette réflexion de nature politique se développe également à un moment crucial pour la stabilité en Méditerranée. Les Sages seront conduits à préciser leur vision quant aux perspectives des relations euro-méditerranéennes. Ces relations devraient être basées sur une plus grande compréhension mutuelle surtout à un moment où les événements amènent à s'interroger sur leurs possibles répercussions sur les perceptions réciproques des peuples du pourtour méditerranéen. Cette vision partagée, en cours de définition, revêt une importance particulière au moment où l'UE définit une politique de voisinage qui a pour objectif stratégique d'entourer l'Europe d'un "cercle d'amis", avec lesquels tous les intérêts sont mis en partage "sauf les Institutions" de l'Union. Dans cette deuxième réunion, et au service de cette vision partagée, les Sages ont prévu d'examiner spécifiquement la "dimension Nord- Nord" de ce dialogue entre Peuples et Cultures. Il s'agit de définir les concepts d'action et les moyens concrets ayant pour effet de favoriser une intégration réussie des populations immigrées dans l'UE : une intégration qui soit fondée à la fois sur un sentiment d'appartenance à l'égard de l'intégration européenne, et un rôle de "pont" avec les cultures d'origine.
