[01] Protecting our children's health by cutting back pollution
The European Commission whole-heartedly endorsed the theme of this year's
World Health Day on 7 April, which is devoted to "Shape the future of Life
: Healthy Environments for Children". A detailed European action plan will
soon be unveiled to deal with the growing problem of illness and disease
caused by environmental pollution. Special focus will be given to children
who are most vulnerable to environmental hazards. On 7 April, Environment
Commissioner Margot Wallström will visit a specialist hospital for children
and young people with allergies and asthma in Oslo. Diseases like allergies,
asthma and other respiratory illnesses, development disorders and diarrhoea
diseases - linked to environmental risk factors - are increasing,
especially among children. According to WHO, the prevalence of asthma
symptoms in children in Europe increased by 200% between the 70s and the
90s.
[02] La Commission se félicite des arrêts du TPI dans les affaires
SEB/Moulinex et TotalFinaElf
Le 3 avril 2003, le Tribunal de Première Instance a confirmé plusieurs
aspects importants du contrôle européen des concentrations pour ce qui
concerne la négociation de remèdes, les renvois aux Etats Membres ainsi que
la prise en compte d'effets de gamme par la Commission européenne (le fait
qu'une fusion peut avoir des effets anticoncurrentiels de par la
combinaison de marques). Les jugements ont été rendus dans le cadre de deux
affaires françaises, d'une part la fusion des fabricants d'électroménagers
SEB et Moulinex et, d'autre part, la fusion dans le secteur pétrolier de
TotalFina et Elf. "Je me félicite de ces arrêts qui confirment la pratique
de la Commission en matière de renvoi de l'examen d'une fusion à un Etat
Membre ainsi qu'en ce qui concerne l'acceptation d'engagements tardifs.
L'arrêt concernant SEB/Moulinex a également souscrit à la théorie qu'une
fusion peut porter tort aux consommateurs de par la force des marques
qu'elle combine", a dit Mario Monti, le Commissaire à la Concurrence.
[03] Commission opens probe into General Electric's purchase of Finnish
medical equipment maker Instrumentarium
The European Commission has decided to open a detailed investigation into
the proposed acquisition by the US company General Electric Company (GE) of
the Finnish medical equipment maker Instrumentarium Oyj. During the
investigation, the Commission will particularly investigate the impact of
the transaction in the markets for patient monitors, C-arms (mobile X-ray
machines) and mammography equipment bought by hospitals. The opening of an
in-depth investigation does not prejudge the final outcome. The Commission
must now take a final decision within four months.
[04] Commission clears acquisition of British cooking oil firm Pura by
Archer Daniels Midland
The European Commission has authorised the acquisition of British cooking
oil Pura Plc by US agribusiness firm Archer Daniels Midland International
Ltd.
[05] Législation sur l'eau : la Commission engage une procédure judiciaire
contre la France et le Royaume-Uni
Déterminée à garantir un niveau élevé de protection des ressources en eau
de l'UE, la Commission européenne a officiellement demandé à la France et
au Royaume-Uni de se conformer aux arrêts de la Cour de justice en ce qui
concerne la législation de l'UE en matière de qualité de l'eau. L'arrêt
prononcé contre la France concerne la pollution par les nitrates des eaux
superficielles en Bretagne, alors que celui prononcé contre le Royaume-Uni
concerne des zones vulnérables à la pollution par les nitrates provenant
des activités agricoles. Les demandes prennent la forme d'avis motivés
conformément à l'article 228 du traité. Les Etats membres qui ne se
conforment pas aux arrêts de la Cour peuvent se voir imposer des amendes
substantielles. Le non-respect de la législation de l'UE en matière d'eau
signifie que des lacs, des rivières et des régions côtières peuvent
souffrir de pollution ou être exposés à un plus grand risque de pollution
une pollution qui pourrait autrement être évitée ou réduite. Il s'ensuit
que les bienfaits pour la société d'eaux superficielles propres sont
compromis.
[06] February 2003 : industrial producer prices up by 0.4% in euro-zone and
EU15
The euro-zone industrial producer price index increased by 0.4% in February
2003 compared with the previous month, Eurostat estimates today. EU15
prices also grew by 0.4%. In January 2003 prices increased by 0.9% in the
euro-zone and 0.8% in the EU15. In February 2003 compared to February 2002,
industrial producer prices rose by 2.7% in the euro-zone and 2.5% in the
EU15.
[07] Enregistrement de cinq dénominations de produits agricoles
La Commission européenne a ajouté cinq dénominations de produits agricoles
et alimentaires à la liste des indications géographiques protégées (IGP) et
des appellations d'origine protégées (AOP). Les cinq dénominations sont :
Carne dos Açores (IGP), Borrego do Nordeste Alentejano (IGP) et Carne de
Porco Alentejano (AOP), trois noms de viandes portugaises, Pomodoro di
Pachino (IGP), tomate italienne et Uva da tavola di Mazzarrone (IGP),
raisin italien. Les cinq dénominations s'ajoutent à la liste d'environ 600
produits déjà protégés en vertu de la législation sur la protection des
indications géographiques, des appellations d'origine et des spécialités

[08] €13 million scheme to boost Candidate Countries' participation in EU
research
The European Commission today launched €13 million worth of "specific
support actions" to stimulate, encourage and facilitate the participation
of the 13 Associated Candidate Countries in the EU's €17.5 billion 6th
Research Framework Programme (FP6) (2002-2006). The call for project
proposals is open until 26 June 2003. Candidate countries enjoy the same
rights and obligations as EU Member States. They can be project leaders and
even create research consortia made up exclusively of partners from
Candidate Countries. Research is therefore the first area in which EU
enlargement has become a reality. Candidate Countries associated with FP6
and eligible to apply for funding are Bulgaria, Cyprus, the Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia,
Slovenia and Turkey.
[09] La Commission alloue une aide de €6 millions pour le retour des
déplacés internes du Sri Lanka et des Tamouls réfugiés au Tamil Nadu (Inde)
Le conflit opposant cinghalais et tamouls depuis 1983 a provoqué des
mouvements massifs de populations. A la suite du cessez-le-feu de février
2002, le retour d'exil de plus de 230.000 personnes déplacées au Sri Lanka
au nord et au nord-est du pays et la présence de 65.000 tamouls toujours
exilés dans des camps de réfugiés au Tamil Nadu en Inde nécessitent un
soutien rapide. Ainsi la Commission européenne, via son Office d'Aide
Humanitaire (ECHO) placé sous la responsabilité directe du Commissaire Poul
Nielson, a alloué €6 millions pour venir en aide aux réfugiés. Les
objectifs majeurs de cette aide sont la sensibilisation aux risques des
mines antipersonnel pour 610.000 personnes, l'aide d'urgence à la
population la plus vulnérable, et la poursuite de l'assistance humanitaire
aux 65.000 réfugiés tamouls vivant dans des camps en Inde.
[10] Caribbean : Commission adopts €2.5 million for disaster preparedness
The European Commission has approved a €2.5 million Action Plan to help
vulnerable groups in the Caribbean prepare for and respond to natural
disasters. The decision will support disaster preparedness initiatives and
response mechanisms. Funds will be allocated to international agencies
operating in the region, via the European Commission's Humanitarian Office,
ECHO, under the responsibility of Commissioner Poul Nielson. Since 1998
ECHO has provided some €6.8 million to the Caribbean through its disaster
preparedness programme (DIPECHO). ECHO allocates about €8 million world-
wide through DIPECHO each year. The programme's principal objective is to
reduce the impact of natural disasters by strengthening local physical and
human resources in high-risk areas. The Caribbean region is particularly
vulnerable to a wide range of natural disasters, including hurricanes,
volcanic activity and earthquakes. The present funding decision will focus
on Haiti, Cuba, Dominican Republic, Jamaica, St. Kitts and Nevis, St. Lucia,
St. Vincent and the Grenadines. This decision will fund early warning
equipment, disaster preparedness training, small scale mitigation actions,
and will help develop emergency response mechanisms.
[11] Co-existence of genetically modified and conventional crops:
roundtable on latest research results
A roundtable meeting to examine the latest research results on the co-
existence of GM and non-GM crops will be hosted by the European Commission
on Thursday 24 April. A wide range of stakeholders, representing industry,
NGOs, consumers and other players, will attend the meeting. The aim of the
roundtable is to discuss the scientific basis for any agronomic and other
measures that may be necessary to facilitate the sustainable co-existence
of these different agricultural practices. Following this roundtable, the
Commission will hold a public meeting to propose guidelines on how to
address the issue of co-existence.
