  • [01] Euro area : economic activity on a slow-growth path

    According to the latest Quarterly Report on the Euro Area, economic growth has turned out to be significantly weaker than anticipated in the Commission's Autumn forecast. Recent indicators suggest that activity in the euro area, which failed to accelerate in the second half of last year, will remain sluggish during the first half of 2003.

    D'après Eurostat, en 2002, le déficit public de la zone euro et de l'UE15 a augmenté par rapport à 2001, alors que le ratio de la dette par rapport au PIB a légèrement diminué. Ces résultats sont basés sur les données relatives au déficit et à la dette publics de l'année 2002 transmises par les Etats membres de l'UE15 à la Commission européenne (première notification de l'année 2003). Cette notification est fondée sur le système de comptabilité nationale SEC 95. Les données sont conformes aux décisions d'Eurostat sur le traitement des licences UMTS et sur les opérations de titrisation mises en oeuvre par les administrations publiques.

    [03] Commission clears public lighting services JV between Nuon and Stadtwerke Leipzig

    The European Commission has granted clearance under the Merger Regulation to the creation of a joint venture called Stadtlicht GmbH, which will manage public lighting services for municipalities in Germany, by Nuon Deutschland GmbH and Stadtwerke Leipzig GmbH. (The operation, notified on 12 february 2003, was examined under the simplified merger review procedure)

    The European Commission has granted regulatory clearance under the Merger Regulation to the joint acquisition of the UK bingo and casino operator Gala by investment companies Candover and Cinven.

    [05] Performance de l'UE en matière de recherche : des progrès considérables, mais des défis importants à relever

    La performance de l'Europe dans le domaine de la recherche est en point de mire aujourd'hui avec la publication du troisième rapport européen sur les indicateurs en science et technologie (S & T) de 2003. L'UE produit le plus grand nombre de diplômés d'université et d'étudiants du troisième cycle en sciences et est également le plus grand producteur mondial de publications scientifiques. Les scientifiques européens restent forts dans des secteurs tels que la recherche médicale et la chimie. L'Europe excelle également dans des domaines de haute technologie comme l'aéronautique et les télécommunications. Toutefois, l'UE investit toujours beaucoup moins que ses principaux concurrents dans la recherche, et l'écart se creuse. L'Europe produit davantage de licenciés et de docteurs en S & T que les Etats-Unis et le Japon, mais emploie moins de chercheurs. Un grand nombre des cerveaux les plus brillants d'Europe préfère toujours partir pour l'Amérique du Nord en raison des meilleures possibilités d'emploi. L'Europe accuse également une diminution du nombre de ses brevets et sa position sur le marché de la haute technologie se détériore.

    [06] Lack of information and public scepticism on agricultural biotechnology contribute to biotech companies leaving Europe

    European Commission surveys published on 14 March indicate that, while most Europeans are in favour of medical applications of biotechnology, they are still sceptical about agricultural and food-related biotech. This, combined with an uncertain legal situation and doubts on future commercial markets, is leading to a sharp decrease in biotech research in Europe. The Eurobarometer "Europeans and biotechnology 2002" reveals that 44% of those polled believe that biotechnology will improve their quality of life, compared to 17% who do not, with 25% undecided. But there is a lack of support for agricultural and food applications, contrasting with a strong backing for medical uses. This is seriously slowing down biotech R&D in the EU, particularly in the private sector, and may put at risk Europe's competitiveness in a promising sector of new technologies. According to an EU study on scientific and technological developments in GM plants, the number of Genetically Modified Organisms (GMO) field trial applications in the EU has dropped by 76% since 1998. GMO research has also been seriously undermined. 39% of the respondents have cancelled R&D projects on GMOs over the last four years. This share is higher for the private sector alone : 61 % of respondents have stopped projects in this field.

    [07] Prix "Mémoire et gratitude" remis demain à Pierre Wynants

    Viviane Reding, commissaire européenne à l'Education et à la Culture, remettra demain, mardi 18 mars, en compagnie du Président de l'Académie internationale de la gastronomie, M. Rafael Anson Oliart, le Prix "Mémoire et gratitude" au grand chef belge Pierre Wynants. "La cuisine fait partie, au même titre que la littérature ou la musique, de la culture. Les grands cuisiniers sont à ce titre aussi des promoteurs de la diversité culturelle et il est important de préserver et de développer le formidable patrimoine culinaire qui caractérise l'Europe", a commenté Mme Reding. Elle a ajouté : "Je suis fière de pouvoir remettre demain ce Prix au grand chef belge Pierre Wynants, dont l'oeuvre gastronomique contribue à la renommée de la Belgique en Europe et dans le monde." La remise du Prix aura lieu demain soir à 20h00 au 'Comme chez soi'. Possibilité de photos et interviews TV.
