  • [01] Agriculture biologique : la Commission veut que le public ait son mot à dire

    La Commission européenne a lancé aujourd'hui une consultation sur Internet, à propos de l'avenir de l'agriculture biologique. Sur la base d'un document de travail analysant les possibilités qui s'offrent pour un plan d'action européen dans le domaine des aliments et de l'agriculture biologiques, chaque citoyen peut faire connaître son sentiment sur des questions comme celles-ci : Comment faire en sorte que la politique agricole commune (PAC) favorise le développement de l'agriculture biologique et permette de nouveaux progrès en matière de traçabilité et d'authenticité des aliments qui en sont issus ? Comment s'y prendre pour que le logo européen de l'agriculture biologique soit plus largement utilisé ? Le document de travail, qui propose un certain nombre d'idées relativement au futur plan d'action, a également pour objet de décrire le développement de l'agriculture biologique dans l'UE et d'établir s'il existe des goulets d'étranglement en ce qui concerne les processus de production et de commercialisation. Sur la base des éléments recueillis grâce à cette consultation en ligne et après en avoir discuté avec les Etats membres et les autres intéressés, la Commission élaborera avant la fin de l'année des propositions en vue d'un futur plan d'action.

    [02] Chris Patten welcomes independent OLAF investigation on allegations of misuse of budgetary support to the Palestinian Authority

    "Since November 2000, the European Commission, with the full backing of Member States (confirmed most recently at the European Council in Copenhagen last December) and of the European Parliament, has been providing budgetary support to the Palestinian Authority (PA), following the decision of the Israeli Government to withhold monies owed to the PA. Conscious of the difficulty of overseeing the final use of such payments in a region in crisis, the Commission set in place rigorous controls, including an IMF monitoring mechanism. As a condition for these payments, it also required the creation of a single Treasury account (which is now being used by the Israeli Government for channelling its own resumed transfers to the PA). The Commission has fully investigated repeated allegations that some of these budgetary payments may have been misused. No evidence to that effect has yet come to light, but we have shared all information at our disposal with the European Parliament, and made it public. It is natural that the independent anti-fraud office of the Commission (OLAF) should itself choose to investigate these allegations, in line with its policy of zero-tolerance - and we welcome that decision."

    [03] Troisième estimation pour le troisième trimestre 2002 : le PIB de la zone euro en hausse de 0,3% et celui de l'UE15 de 0,4% ; +0,9% et +1,1% respectivement par rapport au troisième trimestre 2001

    Le Produit Intérieur Brut (PIB) de la zone euro a augmenté de 0,3% et celui de l'UE15 de 0,4% au cours du troisième trimestre 2002, selon les estimations publiées aujourd'hui par Eurostat. Ces résultats font suite à une croissance de 0,4% dans les deux zones au cours du deuxième trimestre 2002. En comparaison avec le troisième trimestre 2001, le PIB de la zone euro et celui de l'UE15 ont augmenté respectivement de 0,9% et 1,1%, après des hausses de 0,7% et 0,9% au cours du trimestre précédent.

    [04] Commission indicator forecasts euro area quarterly GDP growth of 0.1 to 0.4% for 4th quarter of 2002 and -0.1 to 0.3% for 1st quarter of 2003

    The indicator-based model for quarterly GDP growth for the euro area developed by the European Commission's Directorate General for Economic and Financial Affairs, forecasts a range of 0.1% to 0.4% for GDP growth in the fourth quarter of 2002 compared to the previous quarter. No significant change in the indicators used in the model has been recorded since last release. For the first quarter of 2003, quarter on quarter growth is forecast to be in the range of -0.1 to 0.3%, the same as predicted one month ago. The start of the year is likely to be weak in the euro area, but it remains compatible with the baseline scenario of a gradual recovery in the course of 2003.

    La Commission européenne a convoqué le 5 février 2003 le Groupe d'approvisionnement pétrolier afin d'analyser la situation des marchés pétroliers compte tenu de l'évolution des prix actuels des produits pétroliers et de la situation géopolitique actuelle.

    [06] Car distribution rules : four months into the new competition regime

    The reform of the way cars are distributed in Europe must not be "some kind of concept vehicle that looks very pretty, but has no real use in practice", warned European Competition Commissioner Mario Monti at the ninth annual European Automotive Conference today. The Commission is determined that consumers get a fair share of the benefits arising from the new regime introduced in October 2002 and will act vigorously to deter any attempts to prevent the implementation of the greater liberties for dealers, repairers and independent spare parts makers. Commissioner Monti urged manufacturers and the other players in the market to be bold and embrace the changes courageously : "If car distribution is indeed at a crossroads ... those who take the lead are unlikely to be those who remain stuck in reverse gear. The leaders will be those who have read the map in advance and who keep an eye on the road signs".

    [07] Pascal Lamy accueille un séminaire consacré à la nouvelle approche de l'évaluation de l'impact des accords commerciaux

    Le commissaire européen au Commerce Pascal Lamy a ouvert aujourd'hui à Bruxelles un séminaire de deux jours consacré aux moyens d'évaluer l'impact, positif ou négatif, des accords commerciaux. Cette manifestation est intitulée "Evaluation de l'impact sur le développement durable (EID) des accords commerciaux : vers un commerce durable ?". "Pour que le commerce soit un outil de développement, il faut qu'il soit compatible avec une gestion sensible de l'environnement et du développement social. Les EID constituent un moyen essentiel pour nous aider à relever ce défi", a déclaré Pascal Lamy.

    [08] Comment faire des universités européennes une "référence mondiale" : la Commission ouvre le débat

    La Commission européenne a publié le 5 février à Bruxelles une communication sur le rôle des universités dans l'Europe de la connaissance qui fait suite à une initiative de Philippe Busquin, commissaire à la recherche, et de Viviane Reding, commissaire chargée de la culture. Les universités européennes sont confrontées à de grands défis liés au développement de la société et de l'économie fondées sur la connaissance, à la nécessité de relever les niveaux d'éducation et de formation supérieure dans tous les Etats membres, et à l'effort consenti pour créer l'espace européen de la recherche. Les universités sont des centres de formation, de recherches et de développement local de haut niveau, et l'UE a besoin d'un système universitaire solide, comme l'a reconnu le Conseil européen de Barcelone en mars 2002 en demandant que les systèmes européens d'enseignement et de formation deviennent, d'ici 2010, une "référence de qualité mondiale". La communication invite les parties intéressées à participer à un débat sur des questions clés pour l'enseignement supérieur telles que le financement, l'autonomie, les normes professionnelles, la manière d'atteindre et de préserver l'excellence, la contribution à la croissance locale et régionale et la création des espaces européens de l'enseignement supérieur et de la recherche.

    [09] Commission strategy to protect Europe's most important wildlife areas frequently asked questions about NATURA 2000

    With the aim of promoting greater awareness and understanding of its work to protect Europe's most important wildlife areas, the European Commission has prepared a paper which explains what the NATURA 2000 network of protected areas is and how it is being set up. This answers frequently asked question about NATURA 2000, the most important initiative ever undertaken in the EU to conserve areas of high importance for threatened species and habitats. By protecting these 'precious components of biodiversity' NATURA 2000 aims to meet the European Council's goal of halting biodiversity decline within the EU by 2010. It represents a major contribution to global nature conservation and a model for international cooperation on sustainable development. Environment Commissioner Margot Wallström said : "EU citizens actively support the protection of our European natural heritage. We need to do more to make sure that our flagship policy, NATURA 2000 is better understood. There are misconceptions about NATURA 2000 which are sometimes deliberately spread by opponents of our policy. These misconceptions have provoked unfounded concerns. We need to respond to these concerns by communicating more effectively, especially with the different stakeholder groups involved in the management of NATURA 2000 areas. I am convinced that, through partnership with the Member States and stakeholders, we can reconcile economic and social goals with our responsibilities towards nature."

    [10] Adoption of the Constitutional Charter of Serbia and Montenegro

    "We welcome the adoption of the Constitutional Charter and the Implementing Law. We now look forward to the implementation of this Charter and all the other necessary steps to make the institutions of the restructured state work. It represents an important step forward in cooperation between Serbia and Montenegro. We await with particular interest the Internal Market and Trade Action Plan which has now been promised for March 2003, as this is key for progress towards any agreement with the EU. We also look forward to the implementation of the political and economic and sectoral reforms and the fulfilment of international obligations which are also key to deeper relations with the EU. We remain ready to help, with practical advice and support, the governments in their efforts to make their state functional in order that it can make progress towards a deeper relationship with the European Union."
