[01] Sécurité maritime dans l'UE : la Commission entend veiller à ce que
les équipages non communautaires aient un niveau d'aptitude minimum
La Commission européenne a proposé un système communautaire de
reconnaissance des brevets d'aptitude délivrés à des gens de mer en dehors
de l'Union européenne. Cette proposition revêt une importance particulière
dans le contexte des catastrophes maritimes qui se sont produites
dernièrement. L'objectif des dispositions législatives proposées est de
veiller à ce que les gens de mer non communautaire qui travaillent à bord
de bateaux communautaires soient formés et brevetés conformément aux
exigences internationales minimales. En lançant cette proposition, Loyola
de Palacio, vice-présidente de la Commission chargée des Transports et de
l'Energie, a déclaré : "Nous avons le devoir d'imposer les plus hauts
niveaux d'aptitude aux équipages des bateaux de l'UE. Cette proposition est
une partie importante de notre stratégie gobale visant à renforcer la
sécurité maritime, et complétera dans ce sens notre action en faveur des
pavillons communautaires. Elle contribuera très largement à corriger la
situation actuelle, et j'invite toutes les nations maritimes à continuer de
relever le niveau d'aptitude des gens de mer."
[02] Commission clears acquisition of Qinetiq by the Carlyle Group
The European Commission has cleared the acquisition of the British defence
and technical advisory organisation QinetiQ by the Carlyle Group, an
American global investment firm.
[03] Commission clears acquisition of Deutsche Bank Global Securities
Services by State Street Corporation
The European Commission has cleared the proposed acquisition of Deutsche
Bank's business unit Global Securities Services (GSS) by State Street
Corporation of the USA.
[04] Commission clears joint control of Dutch construction firm
The European Commission has granted clearance under the Merger Regulation
to the acquisition of joint control of Dutch enginnering and construction
firm Tebodin Lockwood Greene B.V. by the Dutch company Tebodin B.V. and US
company Lockwood Greene International Inc., which belongs to the Philipp
Holzmann group. (The operation, notified on 05 decmeber 2002, was examined
under the simplified merger review procedure)
[05] Commission clears acquisition of Global Crossing by Hutchinson and ST
Telemedia
The European Commission has granted clearance under the Merger Regulation
to the acquisition of joint control in the telecommunications sector of the
Bermuda-based company Global Crossing Limited by Hutchinson Telecommunications
Limited (Hong Kong) and Singapore Technologies Telemedia Pte. Ltd. (The
operation, notified on 4 December 2002, was examined under the simplified
merger review procedure)
[06] Accises : la Commission demande à la France de se conformer à un arrêt
de la Cour de Justice
La Commission européenne a adressé à la France une demande formelle de
prendre des mesures pour se conformer à l'arrêt de la Cour de Justice
européenne rendu en date du 27 février 2002 concernant la taxation
différenciée entre tabacs blonds et tabacs bruns. La demande formelle est
sous forme d'un avis motivé, la deuxième étape de la procédure prévue par
l'article 228 du traité CE et applicable au cas où un Etat membre ne
communique pas les mesures prises pour se conformer à un arrêt de la Cour.
En l'absence d'une réaction satisfaisante à l'avis motivé avant le 19
février, la Commission pourrait saisir la Cour de Justice en demandant à la
Cour d'infliger à la France le paiement d'amendes journalières.
[07] Réforme agricole : "2003, année des décisions", selon Franz Fischler
"Pour moi, 2003 sera l'année des décisions. Nous ne pourrons donner à nos
agriculteurs la prévisibilité dont ils ont besoin pour planifier leur
activité que si nous prenons d'ici le milieu de l'année des décisions
courageuses en matière de politique agricole. C'est à ce prix que le
secteur agricole sera compétitif du point de vue économique, durable du
point de vue environnemental, et surtout socialement acceptable. Si en
revanche nous nous engageons sur la voie de l'indécision politique et
renonçons aux réformes, nous nuirons aux intérêts de nos agriculteurs,
amoindrirons les perspectives qui s'offrent aux générations à venir et
subirons de plus en plus la pression de la société et de la communauté
internationale", a déclaré Franz Fischler, le Commissaire européen chargé
de l'agriculture lors d'une conférence de presse à l'occasion de
l'ouverture de la 'Semaine verte' à Berlin. "Je ne vois par conséquent
absolument aucune raison de différer la réforme de la politique agricole
commune. C'est pourquoi la Commission présentera la semaine prochaine des
propositions législatives détaillées. Nous pourrons alors commencer à
négocier sérieusement, parviendrons, je l'espère, au milieu de l'année à
une décision, et offrirons à nos agriculteurs la prévisibilité nécessaire.
Celle-ci ne sera une réalité que si, outre le cadre financier, notre
politique agricole est également définie jusqu'en 2013 ; c'est du reste
précisément l'objectif que je me suis fixé pour 2003", a poursuivi M.
Fischler. La Commission a l'intention d'adopter et de rendre publiques des
propositions législatives précises le 22 janvier.
[08] Novembre 2002 : la production industrielle en hausse de 1,0% dans la
zone euro ; hausse de 0,9% dans l'UE15
La production industrielle de la zone euro, ajustée des variations
saisonnières, a augmenté de 1,0% au mois de novembre 2002 par rapport au
mois d'octobre 2002, selon les estimations publiées aujourd'hui par
Eurostat. La production industrielle avait progressé de 0,2% en octobre,
après avoir été stable en septembre. La production de l'UE15 a augmenté de
0,9% en novembre 2002, après avoir été stable en octobre et avoir augmenté
de 0,1% en septembre. En novembre 2002 et par rapport à novembre 2001, la
production industrielle a progressé de 3,0% dans la zone euro et de 2,2%
dans l'UE15.
[09] 19 education and training cooperation projects with Canada and the USA
selected in 2002
Since 1996 successful bilateral cooperation programmes have been running
with the USA and Canada. Thirteen EU/USA and six EU/Canada education and
training cooperation projects were selected from the 50 proposals submitted
in 2001. They cover a broad spread of academic areas. The cooperation
projects combine different elements : the development of joint curricula,
student exchanges, e-learning etc.
[10] WTO Appellate Body condemns the "Byrd Amendment" the US must now
repeal it
The WTO Appellate Body has just confirmed that the US "Byrd amendment",
which directs the US government to distribute the collected anti-dumping
and anti-subsidy duties to the US companies that brought the cases in the
first place, is incompatible with WTO rules. European Trade Commissioner
Pascal Lamy welcomed the Appellate Body findings : "The EU and 10 other
countries had maintained that this measure clearly flies in the face of the
letter and the spirit of WTO law. This was our conviction from the outset
and I am glad that the Appellate Body has now clearly and definitively
condemned this measure. We now expect the US to act quickly in order to
repeal the Byrd amendment".
[11] Commission welcomes Parliament report on ECHO's activity
In a report adopted on Wednesday in Strasbourg, the European Parliament
expressed its appreciation of the way in which the EU's humanitarian aid
the Humanitarian Aid Office (ECHO) implemented policy during 2000 and 2001.
Welcoming the report, drawn up by Marie-Arlette Carlotti (PES), Poul
Nielson, the Commissioner responsible for Development and Humanitarian Aid,
said : "It is particularly gratifying to see the Parliament commending ECHO
on its rigorous approach to management of aid and congratulating the
Commission on simplifying its procedures". He continued : "The Commission
believes it is important to work closely with the Parliament in the future,
to communicate to European citizens the very positive results of ECHO's
action, particularly as regards the victims of forgotten crises." The
Parliament has noted that there are pressures on both the budget for
humanitarian aid and on staffing resources, something that should be
clearly addressed if the Union wants to maintain quality standards in the
management of aid and increase the impact of its humanitarian action in the
world.
