  • [01] Septembre 2002 par rapport à septembre 2001 : les ventes du commerce de détail ont baissé de 0,6% dans la zone euro ; hausse de 0,8% dans l'UE15

    Le volume des ventes du commerce de détail a baissé de 0,6% dans la zone euro et a augmenté de 0,8% dans l'UE15 au mois de septembre 2002, par rapport à septembre 2001, selon les estimations publiées aujourd'hui par Eurostat. Par rapport au mois d'août 2002, les ventes ont baissé de 2,1% dans la zone euro et de 1,0% dans l'UE15.

    The yields on euro-area government bonds declined further in Q3/2002, as investors responded to the receding prospects of a dynamic recovery in the global economy and the weakness of equity and private debt markets. Total issuance of euro-denominated bonds declined to €321 billion in Q3/2002 from €393 billion in Q2/2002.     [03] Services financiers : le dernier rapport relève que des avancées notables ont été réalisées dans la voie de l'intégration des marchés des capitaux de l'UE

    Le dernier rapport de la Commission européenne sur les progrès réalisés dans le cadre du Plan d'action pour les services financiers (PASF) fait état d'une série de succès récents, mais souligne qu'il faut poursuivre avec le même élan, malgré les problèmes que connaissent les marchés financiers et la perte de confiance des investisseurs, si l'on veut respecter le délai de 2005 fixé par le PASF. Le rapport montre que l'intégration des marchés financiers européens garde toute son importance, en particulier à la lumière des études récentes qui prévoient que grâce à cette intégration, le PIB de l'UE en termes réels devrait augmenter de 1,1% et l'emploi total de 0,5%. Le Conseil européen de Barcelone de mars 2001 avait identifié huit mesures prioritaires qui devaient être approuvées en 2002. La quasi-totalité de ces mesures ont maintenant été adoptées.     [04] Commission clears acquisition by Wallenius and Wilhelmsen of Hyundai Merchant Marine's car carrier business, subject to commitments

    The European Commission has cleared the joint acquisition by Swedish maritime company Wallenius Lines and Norway's Wilhelmsen of the deep-sea car carrier business of Korean company Hyundai Merchant Marine. The Commission was originally concerned that the deal might significantly reduce competition and lead to higher prices for the transport of cars between Europe and the Near East. But Wallenius and Wilhelmsen offered to withdraw from the WALLNYK shipping conference with Nippon Yusen Kaisha (NYK), one of their main competitors, which fully removes these concerns.

    [05] La Commission ouvre une enquête approfondie concernant l'acquisition de Telepiù par Newscorp

    La Commission européenne a décidé d'ouvrir une enquête approfondie concernant le projet d'acquisition de la chaîne italienne de télévision payante Telepiù par la société australienne Newscorp, qui entend la fusionner ensuite avec Stream, sa propre chaîne de télévision payante en Italie. L'enquête permettra à la Commission de procéder à une analyse approfondie de l'incidence de l'opération de concentration en Italie et, en particulier, de décider si la série d'engagements déjà proposée par Newscorp favorise réellement l'émergence de nouveaux concurrents pour éviter la formation d'un monopole sur le marché de la télévision payante.

    [06] Romano Prodi met Nursultan Nazarbayev, President of the Republic of Kazakhstan

    The President of the European Commission Romano Prodi met with President Nursultan Nazarbayev on 29 November to discuss the development of EU- Kazakhstan relations and both parties' continued commitment to deepening and widening cooperation within the framework of the Partnership and Cooperation Agreement. President Prodi expressed however his concerns regarding the increasingly difficult situation for free media and critical political opposition in Kazakhstan. The two leaders agreed that bilateral EU-Kazakhstan relations are developing favourably overall. In that respect reference was made to the fact that dialogue between the parties has been expanded recently to include Energy and Transport issues as well as Justice and Home Affairs. An agreement on cooperation in the field of nuclear fusion between the parties was also signed.

    [07] Visit to the Commission by Afghanistan's deputy minister of Health

    As the International Community gathers in Bonn for the second international conference on the future of Afghanistan, Ferozuddin Feroz, deputy Minister of Health of Afghanistan, visits the European Commission today to discuss the continuing challenges facing that country. The European Union has supported the conduct of the most comprehensive study yet of Afghanistan's health system, which shows that over a third of Afghanistan's health facilities (84 hospitals and 192 health centers and dispensaries) have been damaged or destroyed by war. In some areas three quarters of all facilities are damaged. Over one in 10 areas have not a single health facility. Afghanistan continues to rely on the support of the international community to address these problems. The EU has consistently been the primary donor in this field, and continues to support Afghanistan's transition to a safer and healthier future.

    [08] EU assistance to Afghanistan : results in 2002

    Today world leaders return to Petersberg to pay tribute to the progress made in Afghanistan and to discuss the challenges that lie ahead. This follows their historic meeting almost a year ago, where the Bonn Agreement set the milestones for moving towards a stable and democratically elected Government in Afghanistan by 2004. In January 2002, the European Commission pledged about €1 billion over five years in support of the Bonn Agreement. Over €205 million will be spent this year on helping to rebuild Afghanistan. This is in addition to over €70 million of humanitarian relief from ECHO. If the funds committed by Member States are included, then the EU will spend over €830 million in Afghanistan this year. By early October, almost €520 million had already been disbursed. The Commission's assistance is making a real difference to the daily lives of the population. Early achievements include the financing of hundreds of health clinics and primary schools, clearance of landmines, return of key public service workers, creation of jobs, rebuilding of infrastructure, clean up operations in seven cities, and support for the return of refugees.

    [09] EU and Mauritius extend Fisheries Protocol by a year

    The European Union and Mauritius have agreed to extend the current three- year protocol to their Fisheries Agreement for a year, from 3 December 2002 to 2 December 2003. The conditions and the financial compensation will remain exactly the same as they are now. This protocol, which relates exclusively to tuna, provides fishing opportunities for 43 tuna seiners, 40 surface longliners and an average annual tonnage of 25 GT per month for line fishing. The EU financial contribution amounts to €1,237,500 over the three years (€412,500 per year). Half of this compensation goes to targeted measures aiming to promote scientific and technical programmes, including surveillance of fisheries activities. EU vessels fishing under this agreement come from Spain, France, Portugal, Italy and the United Kingdom.

    [10] Soutien européen à la médiation de la CEDEAO en Côte d'Ivoire

    L'Union européenne est pleinement engagée en appui de la médiation par la Communauté Economique des Etats de l'Afrique de l'Ouest (CEDEAO) de la crise en Côte d'Ivoire. Dans le cadre de la réunion annuelle de dialogue politique entre l'UE et la CEDEAO au niveau ministériel qui s'est tenue le vendredi 29 novembre à Ouagadougou, l'UE s'est félicitée des efforts considérables et de la célérité de la CEDEAO à répondre à la crise en Côte d'Ivoire en vue de redonner vigueur au processus de pacification et de réconciliation nationale. C'est dans ce contexte que Poul Nielson, Commissaire européen au développement et à l'aide humanitaire, et Mohamed Ibn Chambas, Secrétaire exécutif de la CEDEAO, ont procédé ce même jour à la signature d'un accord portant sur €500.000 (375 millions FCFA) destiné à couvrir les frais de la médiation de la CEDEAO en Côte d'Ivoire. Ce soutien financier est financé par le biais du mécanisme de réaction rapide de l'UE qui a vocation notamment à intervenir dans le cadre d'actions de prévention et de gestion de conflits. Ce montant d'un demi million d'€ sera mis à disposition du Secrétariat de la CEDEAO dès la semaine prochaine, et ce en vue de financer sur une durée de six mois les frais des réunions de médiation, les coûts du Secrétariat de la médiation en Côte d'Ivoire ainsi que le financement d'une conférence projetée par la médiation à Abuja.

    [11] The World AIDS Day seen from Africa (1 December 2002)

    On the occasion of the World AIDS Day on 1 December 2002, both Poul Nielson, European Commissioner for Development and Humanitarian Aid, and the Trade Commissioner Pascal Lamy underscore the importance of the fight against AIDS and HIV. Currently on mission on the African continent, they mark the World AIDS Day by re-calling the responsibility of the international community in helping to alleviate the ever increasing HIV/AIDS epidemic spreading all over the world. Both Commissioners reconfirm the Commission's commitment to the fight against HIV and AIDS. Speaking from Ghana to mark the World AIDS Day, Commissioner Poul Nielson said that "Europe is determined to help in the fight against AIDS by supporting efforts to induce behavioural change, improve the availability and access to condoms, access to voluntary counselling and testing services, and access to treatment and care". Indeed, awareness campaigns and prevention programmes are starting to have an impact, particularly among young people. In a statement issued during his visit to South Africa, Pascal Lamy said : "There is hope in sight but everyone who can make a difference must do so now. Governments, donor organisations, industry, and non-governmental organisations must act now. We need more funding for research and promotion of public-private partnerships to find a cure and an effective vaccine."

    [12] EU wins WTO dispute on bed linen from India

    On 29 November 2002, a WTO panel found that the EC had fully complied with the recommendations of a WTO Dispute Settlement Body in March 2001 concerning EC anti-dumping measures on imports of cotton bed linen. In its recent report, the implementation panel rejects all the claims made by India against the EU's implementation measures. This constitutes an important victory for the EU in the first case ever brought against an EU anti-dumping measure implementing earlier WTO Dispute Settlement Body findings.

    [13] "L'homme sans passé", film d'Aki Kaurismäki, distribué dans 12 pays avec le soutien du programme MEDIA de l'Union européenne

    Le film vainqueur du Grand Prix à Cannes en 2002 et qui sera projeté ce soir en avant-première à l'invitation de Viviane Reding, Commissaire européenne à la Culture et à l'Audiovisuel, et de Eika Kosonen, ambassadeur et représentant permanent de la Finlande auprès de l'Union européenne bénéficie d'un très fort soutien du programme MEDIA pour sa distribution : MEDIA a soutenu la distribution du film dans 12 pays, soit presque tous les pays de l'UE (tous sauf la Grèce, l'Irlande et le Luxembourg), ainsi qu'en Islande. Il s'agit du film qui a obtenu en 2002 le plus large soutien à la distribution dans le cadre de MEDIA.

    [14] Dialogue interculturel : une conférence universitaire internationale est organisée sur le thème "Paix, sécurité et stabilité" (05-06/12)

    Le réseau ECSA (European Community Studies Association) et la direction générale Education et Culture de la Commission européenne organisent une conférence internationale sur le thème "Paix, sécurité et stabilité" à Bruxelles (Bâtiment Charlemagne) les 5 et 6 décembre prochain. Y assisteront M. Romano Prodi, président de la Commission, Mme Viviane Reding et M. Antonio Vitorino, membres de la Commission, M. Jean-Luc Dehaene, vice- président de la Convention européenne, M. José Maria Gil-Robles, membre du Parlement européen et un certain nombre de professeurs universitaires venus des pays membres de l'UE, des pays candidats, de Russie, d'Israël, du Liban et des Etats-Unis.

    [15] Forum européen du tourisme : promotion du développement durable dans le tourisme

    La coopération au niveau européen visant à promouvoir la durabilité économique, sociale et environnementale du tourisme européen, à améliorer les perspectives de cette industrie et à renforcer l'évaluation de l'impact sur les entreprises de la réglementation le concernant, figurera en première position sur l'ordre du jour du Forum du tourisme européen 2002, organisé par la Commission européenne à Bruxelles le 10 décembre. Le forum permettra à 400 participants de divers pays européens, y compris des représentants importants de l'industrie, de la société civile, des institutions européennes, des autorités nationales et régionales et des organisations internationales à débattre sur la manière d'améliorer la concurrence durable dans le secteur du tourisme.
