  • [01] Romano Prodi congratulates Gerhard Schröder after elections in Germany

    The President of the European Commission, Romano Prodi, has sent the following message to German Chancellor Gerhard Schröder : "Dear Chancellor, dear Gerhard, together with my colleagues of the European Commission, I wish to congratulate you warmly on your personal success and on the success of your coalition in the general elections. I look forward to continuing to work together to achieve in the most positive way for Europe the two crucial challenges immediately ahead of us, namely the enlargement of our Union and the institutional reforms. Our close cooperation is indispensable to the success of the European Union. I look forward to meeting you again soon."

    [02] Libre prestation des services : la Commission demande à la Belgique de respecter les droits des entreprises européennes de travail intérimaire

    La Commission européenne a décidé de demander formellement à la Belgique de mettre fin aux conditions disproportionnées qu'elle impose aux entreprises de travail intérimaire, établies dans d'autres Etats membres et qui souhaitent fournir leurs services en Belgique. L'article 49 du traité CE devrait permettre à toute entreprise qui fournit un service dans un Etat membre (conformément à la loi nationale en vigueur) de fournir le même service sans entraves dans tous les autres Etats membres. Le non-respect de ce principe pour les entreprises de travail intérimaire a pour effet de limiter la concurrence dans ce domaine. Cette situation risque également de désavantager les employeurs et les travailleurs belges qui utilisent les services de ces entreprises. La législation belge prévoit en effet que les entreprises de travail intérimaire doivent être agréées en Belgique et que cet agrément est subordonné à plusieurs conditions : avoir leur siège (ou un représentant légal) en Belgique, avoir pour unique objet social la prestation de travail intérimaire et enfin posséder un capital social minimal. De plus, les entreprises non établies en Belgique doivent également cotiser au fonds social belge pour les intérimaires. La demande de la Commission prend forme d'un avis motivé, qui constitue la deuxième étape de la procédure d'infraction prévue par le traité CE. En l'absence d'une réponse satisfaisante de la part du gouvernement belge, dans les deux mois de la réception de l'avis, la Commission pourrait saisir la Cour de Justice.

    [03] La Commission autorise la reprise de Cereol par Bunge

    La Commission européenne a autorisé la proposition d'acquisition de l'entreprise agro-alimentaire française Cereol S.A. par la société américaine Bunge Ltd. Comme l'a fait apparaître l'enquête de la Commission, les activités des deux entreprises sont largement complémentaires, et bien que devenant la première entreprise mondiale de transformation d'oléagineux, Bunge fera face à une concurrence suffisante.

    [04] Commission approves joint venture by Bank Austria, Raiffeisen- Zentralbank and Erste Bank

    The European Commission has cleared plans by Austria's Erste Bank to join an existing joint venture called EBPP GmbH which will offer so-called electronic bill presentment and payment (EBPP) services, i.e. the possibility to have utility and other bills sent electronically to customers which in turn can pay them online (also known as 'bill by click'). The Commission has concluded that the venture does not raise competition concerns since Austria already counts two operators in this new market and that others, including software companies, are expected to join in.

    [05] Commission clears TD Electric Systems venture between Toshiba and Mitsubishi

    The European Commission has granted clearance under the Merger Regulation to the creation of a joint venture between by Japanese companies Toshiba Corp and Mitsubishi Electric Corp. The joint venture called TD Electric Systems Inc, will be active in the development, production and sale of transformers, circuit breakers, switchgears, control systems for electric power systems, protective equipment for electric power systems and other systems. (The operation, notified on 20 August 2002, was examined under the simplified merger review procedure)

    [06] Commission clears acquisition of Ben Nederland by T-Mobile

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of Dutch mobile telecommunications services operator Ben Nederland Holding B.V. by T-Mobile International AG, which belongs to the group Deutsche Telekom AG. (The operation, notified on 21 August 2002, was examined under the simplified merger review procedure)

    [07] Commission clears entry of Macquarie Airports Luxembourg in Aeroporti di Roma

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of the Rome airport authority Aeroporti di Roma S.p.A (AdR) by Macquarie Airports Luxembourg (MALSA), on the one hand, and the Italian-based undertakings Compagnia Italpetroli S.P.A, Falck S.p.A, Gemina S.p.A and Impregilo S.p.A, on the other hand. By the current transaction, MALSA will become a new shareholder and acquire joint control over AdR, together with each of the current shareholders of the company. (The operation, notified on 19 August, was examined under the simplified merger review procedure)

    [08] Renforcement des règles relatives aux importations personnelles de viandes et de lait dans l'Union européenne

    Le comité permanent de la chaîne alimentaire et de la santé animale a approuvé le 20 septembre une proposition de la Commission renforçant les règles relatives aux importations personnelles de viandes, de produits à base de viandes, de lait et de produits laitiers. Les voyageurs en provenance de certains pays tiers entrant sur le territoire de l'Union européenne ne seront plus autorisés à transporter ces produits avec eux ou dans leurs bagages, à moins qu'ils ne soient accompagnés d'une attestation sanitaire officielle. Cette proposition sera formellement adoptée par la Commission et entrera en vigueur le 1er janvier 2003.

    [09] Results of the Standing Committee on the Food Chain and Animal Health - Antibiotic Residues

    The Standing Committee on the Food Chain and Animal Health (SCFCAH) voted on 20 September in favour of European Commission proposals to discontinue the re-enforced testing regime for antibiotic residues for certain fish products from China and the systematic testing of shrimp imported from Vietnam and Pakistan. In addition, the SCFCAH voted in favour of a proposal to introduce testing for antibiotic residues in milk powder and artificial milk replacer used for animal feed imported from Ukraine and for poultry meat imported from Brazil. All five proposals will now be formally adopted by the Commission and will enter into force shortly.

    [10] L'UE et le Chili signent un accord de coopération scientifique et technologique

    Dans le cadre de leur relations privilégiées, et en vue d'un accord d'Association, l'Union européenne et le Chili s'engagent à présent à conjuguer leurs efforts dans le domaine scientifique. Aujourd'hui à Bruxelles, M. Philippe Busquin, Commissaire européen chargé de la Recherche, et Mme Soledad Alvear, ministre chilienne des Affaires Etrangères, ont signé un accord de coopération scientifique et technologique. La ministre chilienne de l'Education, Mme Mariana Aywlin, a aussi participé à la cérémonie. L'accord prévoit la participation des chercheurs dans les programmes de recherche respectifs, des projets de recherche en commun, des visites et des échanges d'experts techniques, des conférences et des ateliers conjoints, des réseaux scientifiques et la formation des chercheurs, l'échange et le partage d'équipements et de matériels. Les premières initiatives en commun vont être axées sur la génomique, la biotechnologie et la santé, les technologies de l'information, la sécurité alimentaire, la croissance durable et le changement global. L'application de l'accord sera gérée par un Comité Directeur conjoint.

    [11] High-tech clothing : Commission/industry showcase conference

    Wearable technology and clothing customised to individual health-care, sports, quality-of-life and entertainment needs will be on show at a conference hosted and funded by the European Commission in Brussels on 15 October. "The EU apparel business goes high-tech" event will show businesses how to use information society technologies to boost productivity and competitiveness, and spotlight opportunities to move into high value-added activities, such as 3-D body scanning, "virtual" trying on of clothes, mass customisation, multi-functional clothing, on-line retailing and other e-commerce solutions.

    [12] IST 2002 Europe's main event on IT and communications research to be held in Copenhagen

    This year's most significant "networking" event for research and development in Information Society Technologies (IST) takes place in Copenhagen on 4-6 November 2002 during the Danish Presidency. It is in effect, to be THE place to meet and be met by other researchers wanting to form consortia for research projects in this field. "IST 2002 Partnerships for the Future" is organised by the European Commission in cooperation with the Danish Ministry of Science, Technology and Innovation.
