  • [01] Aides fiscales : la Commission considère qu'un régime fiscal préférentiel des îles Aland constitue une aide d'Etat incompatible

    La Commission européenne a clôturé la procédure formelle d'examen relative au régime fiscal préférentiel des sociétés captives d'assurance de l'archipel d'Åland (Finlande). La Commission est parvenue à la conclusion que la réduction de 10 points de pourcentage sur l'impôt des sociétés accordée dans l'archipel à ce type de société devait être considérée comme une aide d'Etat. Les sociétés captives d'assurance sont des sociétés dont l'unique fonction est d'assurer les risques des entreprises du groupe auxquelles elles appartiennent. Le régime ne peut pas être considéré comme une mesure fiscale générale car, bien qu'il ne soit pas limité à certains secteurs de l'économie, il bénéficie en pratique aux seuls groupes de sociétés dont la taille est suffisamment importante pour pouvoir créer une société captive d'assurance. La Commission estime d'ailleurs que les activités intra-groupe ne justifient en général pas un traitement fiscal préférentiel. La mesure n'ayant jamais été appliquée, aucune aide ne devra être récupérée.

    [02] La Commission initie un examen "aides d'Etat" du système d'équarrissage en France

    La Commission européenne a décidé d'ouvrir une procédure formelle d'examen à l'égard de certains aspects du système d'équarrissage en France. Cet examen concerne surtout le fait que la taxe d'équarrissage, introduite pour financer le système, frappe aussi la viande venant des autres Etats membres, sans que cette viande puisse profiter du système d'équarrissage. Ce système semble être au seul bénéfice des abattoirs et agriculteurs français, qui bénéficient de l'enlèvement gratuit des déchets et cadavres. La Commission a reçu plusieurs plaintes indiquant le caractère distorsif de la taxe d'équarrissage.

    [03] Commission clears acquisition of Bernheim-Comofi by Fortis

    The European Commission has authorised the proposed acquisition of the Belgian undertaking Bernheim-Comofi by the Belgian-Dutch company Fortis AG. The transaction focuses on real estate activities and payable public car parking. The Commission has assessed the competitive impact of the operation in Belgium and The Netherlands and found that it would not give rise to any competition concerns.

    [04] Politique de concurrence : la Commission invite les intéressés à présenter leurs observations sur le projet de règlement modifié relatif à l'exemption par catégorie dans le secteur des assurances

    La Commission européenne a publié un projet de règlement par catégorie établissant une exemption par catégorie dans le secteur des assurances, destiné à remplacer le règlement existant lorsqu'il viendra à expiration l'an prochain. Un certain nombre de modifications ont été apportées au texte du règlement actuel, sur lesquelles la Commission invite les parties intéressées à présenter leurs observations d'ici au 30 septembre 2002. Lors de la publication du projet, le Commissaire à la Concurrence, Mario Monti, a fait la déclaration suivante : "L'assurance est un secteur clé de l'économie, qui nous concerne tous. Ce nouveau projet vise à mettre à jour le règlement d'application des règles de concurrence aux assurances et à l'adapter davantage aux besoins des consommateurs. La Commission souhaite recevoir des commentaires sur ce texte ; elle les prendra en considération avant d'adopter un nouveau règlement."

    [05] Informal meeting of Employment and Social Affairs ministers (11-12, Kolding)

    Employment and Social Affairs ministers from the European Union will gather for an informal meeting in the Danish town of Kolding from July 11-12. The European Commission will be represented by Anna Diamantopoulou, Commissioner for Employment and Social Affairs. Under the theme of "Social inclusion through social dialogue and partnership", ministers will discuss three questions central to the goal set by the March 2000 Lisbon European Council of more and better jobs in a more equitable Europe : EU-level social dialogue, investment in human resources, and combating poverty and social exclusion. The Danish Presidency anticipates that the Kolding informal talks will serve as the basis for a set of formal conclusions at the meeting of the Employment and Social Affairs Council in December.

    [06] Poul Nielson to visit Nigeria and sign €600 million aid package

    Poul Nielson, the European Commissioner in charge of Development and Humanitarian Aid, will visit Nigeria between 15-17 July. One of the main features of this trip will be the signing, with the Nigerian authorities, of the Country Strategy Paper for Nigeria and the National Indicative Programme (NIP) for the 9th European Development Fund (EDF). Including unspent balances from previous programmes, the NIP is worth a total of €596 million for the period 2002-2007. Another highlight will be a meeting with President Obasanjo. On the eve of his departure, Mr Nielson said : "With the transition towards democracy, Nigeria has made much progress over recent years. Nevertheless, Nigeria faces many challenges. This aid package is a concrete and tangible testimony of the EU's commitment to continue its support for Nigeria's economic and social development. Taking place in a spirit of partnership and dialogue, our cooperation's primary objective is the fight against poverty. This is why I am particularly satisfied to be signing such an important programme with our Nigerian partners."

    [07] Fund to tackle environmental and nuclear waste problems in Northern Europe launched : pledging conference raises €110 million

    The Support Fund of the Northern Dimension Environmental Partnership (NDEP) was launched yesterday in Brussels, at a pledging conference co-chaired by European External Affairs Commissioner Chris Patten, Russia's Vice-Minister of Finance, Sergey Kolotukhin, and the President of the European Bank for Reconstruction and Development (EBRD), Jean Lemierre. The Russian Federation, the Commission and five countries announced initial contributions totalling €110 million to the Support Fund of which €62 million are earmarked for nuclear projects. The Commission pledged €50 million, while Russia, Denmark, Finland, Netherlands, Norway and Sweden each pledged €10 million. A number of other countries indicated that they may soon be able to come forward with additional contributions. The launch of the fund was conditional on €100 million being raised : this target was met, indeed exceeded.

    [08] EU Food and Veterinary Inspectors inaugurate their new home in Grange - Invitation to media to attend opening

    The Food and Veterinary Office of the European Commission will officially inaugurate its new premises in Grange, Co. Meath (close to Dublin) on Friday, 19 July at 10.30 (local time). The Irish Taoiseach Bertie Ahern and the European Commissioner for Health and Consumer Protection David Byrne will attend the opening ceremony. The FVO carries out evaluations and on- the-spot checks of food safety controls in the Member States and in countries exporting to the EU and reports its findings and recommendations to the relevant national and EU authorities and to the public. The FVO also has responsibility for monitoring control activities on animal health, animal welfare and plant health (see http://europa.eu.int/comm/food/fs/inspections/index_en.html). After the opening (around 13h local time), David Byrne together with some of the FVO inspectors will visit the Teagasc research station nearby which specialises in beef. Teagasc is the State Agency charged with agricultural research and training in Ireland. Director Jim Flanagan will meet the delegation and show them around the research station.
