  • [01] La Commission donne le coup d'envoi d'une campagne antitabac destinée aux jeunes avec le slogan "n'hésite pas à dire non"

    La date du coup d'envoi de la Coupe du monde 2002 sans tabac et de la journée mondiale sans tabac, le 31 mai, coïncide avec celle du lancement par la Commission européenne d'une campagne visant la prévention du tabagisme chez les jeunes dans l'Union européenne. Quel est donc le point commun entre Zidane, Raul, Figo, Mpenza, Ballack, Maldini et des dizaines d'autres joueurs européens de haut niveau participant à la Coupe du monde ? Ils font équipe avec l'UEFA et l'UE pour lutter contre le tabagisme chez les jeunes. Ils disent tous "non", non à la cigarette. Un spot télévisé montrant ces joueurs de football renommés sera diffusé dans toute l'UE au cours de la Coupe du monde. Huit fumeurs sur dix ont commencé à fumer lorsqu'ils avaient entre 12 et 18 ans. Selon David Byrne, Commissaire européen responsable de la santé et de la protection des consommateurs : "Il faut regarder la vérité en face : un jeune garçon ou une jeune fille qui commence à fumer et devient accro à la nicotine n'a plus vraiment le choix. C'est la raison pour laquelle nous souhaitons que les jeunes n'hésitent pas à dire non au tabac quand il en est encore temps". "Feel free to say no" (n'hésite pas à dire non), tel est le slogan de la campagne. Un site Internet (www.feel-free.info) est spécialement consacré aux différents aspects de la campagne : manifestations, jeux, etc. Cette campagne fait partie intégrante de la stratégie européenne de lutte contre le tabagisme adoptée par la Commission. Elle vise 36,2 millions de jeunes entre 12 et 18 ans dans toute l'UE. Son budget global est de 18 millions d'€ pour trois ans (six millions par an).

    [02] Infringement proceedings against Spain on organic farming rules

    The European Commission has decided to formally request Spain to change certain rules and commercial practices concerning organic farming. Some products that do not come from organic farming are marketed in Spain using the term "bio" and this is not in conformity with EU rules on organic farming. The request is in the form of a reasoned opinion, the second stage of the infringement procedure provided for in article 226 of the EC Treaty. If there is no satisfactory response to the reasoned opinion within two months, the Commission may refer the case to the Court of Justice.

    [03] First estimates for the first quarter of 2002 - Euro-zone and EU15 GDP up by 0.2% ; +0.1% and +0.2% respectively compared to the first quarter of 2001

    Euro-zone and EU15 GDP both grew by 0.2% during the first quarter of 2002, compared to the previous quarter, according to the first estimates out today from Eurostat. These results follow a drop of 0.3% in the euro-zone and of 0.2% in the EU15 in the fourth quarterof 2001. Compared to the first quarter of 2001, GDP grew by 0.1% in the euro-zone and by 0.2% in the EU15, after +0.3% and +0.5%, respectively, in the previous quarter.

    [04] Indicator-based forecast of euro-area GDP for 2nd and 3rd quarter of 2002

    The indicator-based model for quarterly GDP growth for the euro area, developed by the Directorate General for Economic and Financial Affairs of the European Commission, forecasts for the second quarter of 2002 a range of 0.3% to 0.6% for the percentage change of GDP vis-à-vis the previous quarter. Compared to the 7 May 2002 publication, the range has been shifted downwards by 0.1%. This is linked to a spill over effect from the new growth estimates released by Eurostat on 30 May. The contraction in the last quarter of 2001 was sharper than initially estimated (-0.3% vs. -0.2%) and Eurostat's first estimate for the first quarter of this year at 0.2% came in at the lower end of the forecast range suggested by the Commission indicator based model (0.2% to 0.5%). Furthermore, the situation in retail sector remained subdued in the first months of 2002. For the third quarter of 2002, a significant acceleration is expected and quarter on quarter growth is forecast to be in the range of 0.7% to 1%. Based on available data, the growth acceleration stems mainly from the international environment and the eased monetary conditions which are taking effect.     [05] Corporate social responsibility : half of Europe's SMEs engage in socially beneficial activities, says new Commission report

    Half of Europe's small and medium-sized enterprises (SMEs) already engage in socially responsible activities that benefit the local community, such as sponsoring sport, culture, health and welfare, says a new European Commission report published under the "Observatory of European SMEs 2002" (see IP/02/687). This report, the first to give EU-wide comparative data on the social and environmental activities of SMEs, makes an important contribution to a debate that has so far mainly focused on large enterprises. The report's findings will supplement responses to last year's Green Paper on CSR and help shape the forthcoming Communication on the subject expected this summer. The findings of the report, based on a survey of over 7,600 small and medium-sized enterprises in 19 European countries, were presented to an audience including national experts, small business organisations, members of EU institutions and other specialists in Brussels on 29 May.

    [06] Pascal Lamy rencontre les ministres des pays candidats pour évoquer les aspects commerciaux de l'élargissement (Malte, 31 mai et 1er juin)

    Pascal Lamy, le Commissaire européen chargé du commerce, et les ministres du commerce des 13 pays candidats se réuniront à Malte les 31 mai et 1er juin. Leurs entretiens seront essentiellement consacrés au renforcement de la coopération sur les questions liées à l'OMC et aux aspects commerciaux de l'élargissement. Cette réunion ministérielle UE-pays candidats sera la dernière avant la clôture prévue des négociations d'adhésion avec plusieurs des pays concernés. Elle donnera l'occasion aux ministres d'aborder les questions finales auxquelles il faudra s'attaquer avant que l'élargissement devienne une réalité. Dans le cadre d'un dialogue ouvert, les ministres examineront des stratégies concernant le programme d'action de Doha pour le développement. M. Lamy aura aussi des entretiens bilatéraux avec les ministres de plusieurs pays candidats. A la veille de son départ, il a déclaré : "Cette réunion offre une occasion précieuse de parler d'une seule voix sur les dossiers commerciaux. Maintenant que le programme d'action de Doha pour le développement prend de la vitesse, nous devons signifier avec force que nous sommes attachés à l'agenda multilatéral."

    [07] East Timor : Commission adopts framework for co-operation (Country Strategy Paper)

    The European Commission has adopted a Country Strategy Paper setting out a five year strategy for its financial assistance to East Timor. Over the next three years, 2002-2004, an indicative sum of €46 million in grants have been earmarked to finance this strategy. The principal objective is to continue consolidation of East Timor as an independent state through support to sustainable economic, social and environmental development.     [08] Un nouveau pas vers un Espace européen de l'enseignement supérieur: les universités européennes vont harmoniser leurs programmes d'études

    La Commission européenne accueillera le vendredi 31 mai à Bruxelles une grande conférence rassemblant plus de 100 universités européennes ainsi que des associations d'étudiants, des organismes professionnels et des salariés, afin de clôturer la première phase du projet pilote du programme Socrates consacré à l'harmonisation des structures éducatives en Europe". Viviane Reding, membre de la Commission européenne, ouvrira la conférence et prononcera une allocution sur la contribution de l'UE à l'Espace européen de l'enseignement supérieur.

    [09] Goethe Challenge Trophy for David Byrne

    On 31 May World No Tobacco Day, the German-based Goethe Endowment for Non- smoking will announce its decision to award Health and Consumer Protection Commissioner David Byrne with the international Goethe Challenge Trophy for his fight against smoking. Mr Byrne will be the 10th winner of the annual award. The massive-silver trophy is currently with the International Olympic Committee. The IOC received it last year for the smoke-free Olympic Village in Sydney. Former award winners include the American Medical Association and the Beijing Medical School. The 18th century German poet and statesman Johann Wolfgang von Goethe was an early opponent of smoking. The German Medical Association is the patron of the Goethe Endowment for Non-smoking. The founder of the Trophy, Professor Friedrich Portheine, stressed the fact that the Boards of Trustees and Advisors have chosen Commissioner Byrne for "his outstanding achievements in the field of smoking prevention."
