[01] Mario Monti welcomes formal acceptance by Germany of the abolition of
State aid to public banks
"The road is now clear to making the German system of State guarantees for
public banks compatible with the State aid rules of the EC Treaty, thereby
removing a longstanding distortion of competition at the heart of Germany's
and Europe's financial system". Thus European Competition Commissioner
Mario Monti commented the German Government's official and definitive
acceptance to implement the agreements reached with the Commission on the
two forms of guarantees, "Anstaltslast" and "Gewährträgerhaftung". To that
effect, the German authorities committed to put in place by the end of 2002
all necessary legislation both at the Federal and at Länder level. The
changes concern the Länder banks ("Landesbanken"), savings banks
("Sparkassen") and special credit institutions ("Förderbanken") like
Kreditanstalt für Wiederaufbau (KfW).
[02] Interreg programme : EU contributes €128.7 million support to
transnational cooperation in the Central Adriatic Danubian South-Eastern
European Space (CADSES)
Michel Barnier, European Commissioner responsible for regional policy, has
announced the approval by the Commission of a programme, which contributes
to transnational cooperation in the Central Adriatic Danubian South-Eastern
European Space (CADSES). It concerns Austria, Greece, the Eastern and
Southern Länder of Germany as well as the Eastern regions of Italy in the
European Union, and also includes seven candidate countries (Poland, Czech
Republic, Slovakia, Hungary, Slovenia, Bulgaria and Romania) and seven non-
member States (Croatia, Bosnia-Herzegovina, Federal Republic of Yugoslavia,
Federal Yugoslav Republic of Macedonia, Albania, Moldavia and Ukraine). For
the Member States involved, the programme will be financed by the Interreg
III Initiative. Its main objectives are to foster communications activities
and economic and community development in the region. The European funding
amounts to about €128.7 million and will attract about €108 million of
national co-financing and private sector involvement. Together with the
contributions from other sources, including the Phare programme, it is
estimated that total resources of €237 million will be available.
[03] Commission clears acquisition of Hellenic Shipyards by the HDW/
Ferrostaal consortium
The European Commission has authorised a transaction by which a consortium
formed by German companies Howaldtswerke-Deutsche Werft AG (HDW) and
Ferrostaal AG will acquire joint control of Hellenic Shipyards (HSY) of
Greece. The transaction focuses on submarine activities. The Commission has
assessed the competitive impact of the operation in the EEA and found that
it would not give rise to any competition concerns.
[04] Margot Wallström says new impetus needed in Transatlantic Environment
Cooperation
European Commissioner for the Environment Margot Wallström visited
Washington on 22-25 April to give new impetus to transatlantic cooperation
on environmental issues. She attended the first formal meeting of the EU-US
High Level Representatives on Climate Change on Tuesday 23 April and
launched a Study Group on Climate Change at the EU Center of Washington DC.
The Commissioner's programme provided for a series of meetings with key US
officials (J. Connaughton, Chairman of the White House Council on
Environmental Quality, C. Whitman, EPA Administrator, P. J. Dobriansky,
Under Secretary of State for Global Affairs, and A. P. Larson, Under
Secretary of State for Economic, Business and Agricultural Affairs). The
Commissioner also had meetings with Members of the US Congress and met with
representatives from civil society, private sector and academic circles.
[05] Statement of European Trade Commissioner Pascal Lamy announcing
successful end to negotiations on EU-Chile Association Agreement
"Following weeks of intense negotiations between our respective teams and
between ourselves, Chilean Foreign Minister Soledad Alvear and I met today
in the hope of finalising a deal. On behalf of the European Commission, I
am delighted to be able to report to you that we have reached agreement at
our political level on a very ambitious Association Agreement between the
EU and Chile. The Agreement incorporates a Free Trade Area, a political
dialogue and extensive cooperation aspects. It will constitute the ideal
framework for our bilateral relations for years to come. With today's
agreement, the way is now open for our respective Presidents to announce
Agreement at their level on the Association Agreement at the EU-Latin
America summit in Madrid in mid-May."
[06] Programme Leonardo da Vinci, pilier de la stratégie européenne
d'éducation et de formation tout au long de la vie
Une conférence intitulée "Valorisation du programme Leonardo da Vinci,
pilier de l'éducation et de la formation tout au long de la vie" se tiendra
à Madrid les 29 et 30 avril, sous l'égide de la Présidence espagnole de
l'UE, associée à la DG Education et culture de la Commission européenne.
Elle permettra de présenter les réalisations du programme en vue de définir
une stratégie de valorisation des meilleures pratiques issues de Leonardo
da Vinci et d'autres initiatives dans le domaine de la formation
professionnelle.
[07] Conférence européenne "L'Europe en ligne : les PME passent au
numérique" (16/05)
Les directions générales Société de l'information et Entreprises de la
Commission européenne organisent une conférence intitulée "L'Europe en
ligne: les PME passent au numérique" à Bruxelles le 16 mai 2002. Cette
conférence européenne, sous le patronage du Commissaire Erkki Liikanen,
doit permettre de partager les expériences et les résultats de l'initiative
GoDigital ("Tous en ligne"), lancée il y a un an dans le cadre du plan
d'action eEurope ("l'Europe en ligne"), et de tracer les grandes lignes des
actions futures.
