  • [01] La Commission adopte une proposition de décision sur la lutte contre la cybercriminalité

    La Commission européenne a adopté une proposition de décision-cadre du Conseil relative aux attaques visant les systèmes d'information. Ce document est consacré aux principaux types d'infractions pénales apparus récemment dans le domaine des systèmes d'information, tels que le piratage, l'exécution de logiciels malveillants et les attaques par déni de service. Cette décision-cadre vise à rapprocher les droits pénaux des pays de l'Union européenne pour faire en sorte que les services de police et les autorités judiciaires aient les moyens d'agir contre cette nouvelle forme de criminalité. Elle a également pour but d'encourager et de promouvoir la sécurité de l'information.

    [02] Interreg programme : EU contributes €134.4 million to cross-border cooperation between Ireland and Northern Ireland

    Michel Barnier, European Commissioner responsible for Regional Policy, has announced the approval by the Commission of a programme, which contributes to cross-border cooperation along the border between Ireland and Northern Ireland. It is financed by the Community Initiative Interreg. The programme is specifically aimed at addressing the economic and social disadvantages of the region, which has suffered from the consequences of civil conflict over the past 30 years. The European funding amounts to about €134.4 million and will attract about €44.8 million of national and regional co- financing creating total resources of €179.2 million.

    [03] Commission clears acquisition of Southern Water by First Aqua Holdings

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of the UK undertaking Southern Water plc, a wholly owned subsidiary of Scottish Power UK plc., by First Aqua Holdings. Southern Water plc carries on a water and sewerage service supply business in the South East of England through its wholly owned subsidiary Southern Water Services Limited. First Aqua Holdings is jointly controlled by Citicorp Banking Corporation and Private Equity Investors Martin Lawrence Naughton, MARQUIS Limited, Morgan Ventures Limited, TBH Investments Limited, and Tavistock Capital Investments Limited. (The operation was examined under the simplified merger review procedure)

    Se fondant sur l'examen de 17 études et d'autres données scientifiques récentes, le comité scientifique des mesures vétérinaires en rapport avec la santé publique (CSVSP) de l'UE a confirmé aujourd'hui que l'utilisation d'hormones pour stimuler la croissance du bétail engendre un risque potentiel pour la santé des consommateurs. Le CSVSP, qui publie là son troisième avis sur les risques que présente pour la santé humaine l'utilisation de substances hormonales dans la viande de bœuf, n'a trouvé aucune raison de modifier ses précédents avis de 1999 et 2000.

    [05] Eurobarometer 56 : full results of Autumn 2001 poll

    Full results of the Autumn 2001 Eurobarometer opinion survey (Eurobarometer 56) are published today. The survey, one of two carried out each year, asks numerous questions about the attitudes and opinions of EU citizens on a wide range of issues relating to the EU and its policies, and on their lifestyles and outlook. Eurobarometer surveys have been carried out since 1973. Regular Spring and Autumn surveys are carried out every year, as well as various other polls and studies. Fieldwork for this survey was carried out in October-November 2001. A few initial findings of this survey (responses to seven key questions) were published in December 2001 (see IP 01/1829).

    [06] Revised estimates for 2001 - EU15 real agricultural income up by 3.3%

    EU15 real agricultural income per worker increased by 3.3% in 2001, according to revised estimates published today by Eurostat, Statistical Office of the European Communities in Luxembourg. Euro-zone agricultural income per worker rose by 3.0%. The increase in the level of EU15 real agricultural income per worker was due to an increase in real agricultural income (+1.2%), on the one hand, and to the continued reduction in the volume of agricultural labour input (-2.0%), on the other. Agricultural income was above the levels of 2000 in all Member States except Luxembourg (-0.6%). The strongest growth rates were observed in Denmark (+12.3%), Portugal (+11.8%), Austria (+10.9%), Germany (+9.9%), Ireland (+7.8%) and Belgium (+5.3%).

    [07] Euro-denominated bond markets March 2002

    Euro-denominated bond markets responded to signs of economic recovery in the United States. As a result, there was an upward shift in yield curves on both sides of the Atlantic. As markets expect a rise of ECB rates before the end of the year, the upward shift was more pronounced at the shorter end. Accordingly, the euro yield curve flattened during March, with the spread between 10- and 2-year yields reduced from 120 to 100 basis points. Despite the downward pressure on bond prices, total bond issuance volumes increased by €20 billion compared to February, reaching €150 billion. This is only €5 billion less than the all-time high for issuance in March 2001. The composition of issuance in terms of issuer categories showed an increase in the share of central government, local government and agencies ; their share of issuance was up compared to February and also compared to average issuance for the previous 12 months. On the other hand, private- sector issuance was relatively subdued. The still reduced confidence vis-à- vis corporate credit in the aftermath of Enron showed in a further decline in the volume of corporate issues.     [08] Statement by Günter Verheugen after the elections in Hungary

    The European Commissioner for Enlargement Günter Verheugen yesterday made the following statement : "The Hungarian citizens once again expressed their commitment to democracy, as shown by the high rate of turn out. This is particularly rejoicing and shows the vitality of the Hungarian democracy. Despite its far reaching transition and reform process, which has often difficult consequences for some parts of the population as in other central and easter European countries, Hungary rejected the temptation of extremist, xenophobic, anti-European and anti-democratic forces already in the first round. I congratulate the winners, l Iook forward to collaborating with them, I know them already very well and I am confident that Hungary will proceed with determination in its preparation towards accession to the EU. I want to say a word of thanks to the outgoing government. We had a good and constructive cooperation and I would like particularly to thank my friend Janos Martonyi with whom I had very close friendship. I do not think that the general strategy of the country will change after the election and please allow me not to comment on the steps the new government might take if the new government is not even there yet. I expect a very good cooperation wit the new government. As you know, before the election, I had meetings with Mr Medgyessy and the party leader Mr Kovacs and my impression after these meetings was that the socialist-led government in Hungary will show at least the same commitment and will put at least the same emphasis on the completion of the process of integration."
