[01] Autorité européenne de sécurité des aliments : la Commission adopte
une liste restreinte de candidats en vue de constituer le conseil
d'administration
La Commission européenne a publié une liste restreinte de 30 candidats,
parmi lesquels 14 membres du conseil d'administration de la nouvelle
Autorité européenne de sécurité des aliments (EFSA) seront sélectionnés. Le
quinzième membre du conseil d'administration sera nommé par la Commission
elle-même. La Commission poursuit ses travaux concrets de mise au point, de
façon à ce que l'autorité puisse entamer ses activités dans les mois à
venir. La liste restreinte publiée aujourd'hui constitue un nouveau jalon
important en vue d'atteindre l'objectif que s'est fixé la Commission, à
savoir le lancement réussi de l'Autorité.
[02] La Commission alloue €8 millions en faveur des personnes déplacées en
Colombie
La Commission européenne a approuvé un plan global 2002 de €8 millions pour
venir en aide aux populations déplacées à l'intérieur de la Colombie par le
conflit actuel. Au cours des prochains mois, près de 125.000 personnes vont
bénéficier de l'aide d'urgence mise en place via l'Office d'Aide
Humanitaire (ECHO) qui est placé sous la responsabilité du Commissaire Poul
Nielson. Cette aide sera distribuée essentiellement sous forme de
nourriture, produits non alimentaires (par exemple, produits d'hygiène),
des soins de santé, des infrastructures sanitaires et des matériels de
construction. Cette décision porte à €42 millions l'aide financière allouée
par la Commission au titre de l'aide humanitaire aux victimes du conflit en
Colombie depuis 1997.
[03] Commission allocates €3 million in humanitarian aid for refugees in
Zambia
The European Commission has adopted a decision worth €3 million to help
tackle the growing refugee crisis in Zambia. The general objective is to
cope with the consequences of the movement of new refugees into the country
from neighbouring states and to provide emergency services to the new
arrivals. The assistance provided by the Humanitarian Aid Office (ECHO)
will support a range of activities for new arrivals and vulnerable groups
in the refugee camps including health screening, vaccinations, food aid and
water/sanitation projects. Specific support will also go to children under
five. Zambia has been a haven for people fleeing conflict in neighbouring
countries since the mid-1960s. However, the country's capacity to provide
asylum and services to refugees has been drastically eroded, due to
declining economic fortunes and an accelerated influx in recent years.
Since 1999 the number of refugees has grown by 50% to reach almost 300,000.
More than half of these are accommodated in six large camps with remainder
having settled spontaneously in local communities without applying for
formal refugee status. The bulk of the refugees come from Angola (235,000)
and the Democratic Republic of Congo (50,000). The assistance from the
Commission will benefit both refugees living in the camps, as well as the
general population of the refugee-affected areas.
[04] Comment encourager le mécénat culturel en Europe ?
Le séminaire qui réunit aujourd'hui et demain à Madrid, à l'initiative de
Pilar del Castillo, ministre espagnole de l'Education, de la Culture et des
Sports, et de Viviane Reding, membre de la Commission européenne en charge
de l'Education et de la Culture, les responsables de grands musées
européens, des directeurs de fondations, des responsables du mécénat
d'entreprise et des universitaires sur le thème du mécénat culturel sera
l'occasion de faire le point sur la situation du mécénat en Europe et de
réfléchir aux moyens de promouvoir et de développer cette pratique.

"Demography is not destiny"
Europe is among the regions of the world with the oldest population and
European countries will continue to be at the forefront of the ageing
experience for several decades to come. Yet, ageing is no longer primarily
a concern for the developed world. Today it is increasingly becoming a
concern also for developing countries. In many of these countries ageing
will happen much faster and occur in the context of a substantially lower
level of development than in Western Europe. In the 21st century ageing
will therefore be a problem demanding a global answer.
[06] Innovation specialists get together in Stockholm to boost development
of European business start-ups
The 'Third European Forum for Innovative Enterprises' (Stockholm, 8-9 April
2002) has brought European and international experts together to discuss
the future of innovation policy and business start-up development in
European regions and cities. The Forum, organised by the European
Commission in cooperation with the City of Stockholm under the Innovation
and SME (small and medium-sized enterprise) Programme, is for the first
time closely involving main European cities to learn from their outstanding
experience and potential in European start-up creation. The event also
highlights the results from the Pilot Action of Excellence on Innovative
Start-Ups, PAXIS.
