  • [01] Public procurement : Commission grants Austria exemption for oil and gas extraction

    The European Commission has decided to agree to Austria's request for an exemption for oil and gas exploration and production from the Directive establishing procedures to be followed for public procurement of works, supplies or services in the energy, water, transport and telecommunications sectors (Directive 93/38/EEC). The decision follows a detailed analysis by the Commission and consultations with the Member States. The effect of the decision is that Austrian contracting entities that explore for or extract oil or gas in Austria need no longer apply the detailed procedural rules of the Directive when awarding contracts. They will, however, continue to be obliged to apply the principles of non-discrimination, transparency and competitive procurement, as well as to meet certain statistical obligations.

    [02] Mesures de soutien de marché pour le secteur porcin en Espagne

    La Commission européenne a adopté un règlement arrêtant des mesures exceptionnelles de soutien du marché dans le secteur de la viande de porc en Espagne suite à la crise de la peste porcine classique (PPC) en Catalogne. Les mesures comportent l'achat de 200.000 porcs à l'engrais et de 170.000 porcelets dans les zones de protection et de surveillance instaurés autour de foyers de PPC dans la région d'Osona en Catalogne. Dans ces zones, le mouvement de porcs vivants est interdit pour des raisons vétérinaires en vue de diminuer le risque de propagation de l'épizootie. Cette situation risque de perturber gravement le marché du porc en Espagne. Les porcs achetés sont transformés dans des clos d'équarrissage. La contribution de l'UE s'élève à environ €15,5 millions et couvre 50% du coût de l'achat des porcs. Les coûts pour l'abattage, le transport, le stockage eventuel et l'équarrissage des animaux est à supporter par l'Espagne. Les mesures s'appliquent rétroactivement à partir du 18 février 2002 afin d'éviter des problèmes de bien-être pour les animaux bloqués dans les entreprises.

    [03] Commission clears merger of Conoco and Phillips Petroleum

    The European Commission has granted regulatory approval to plans by the two US oil companies Conoco Inc. and Phillips Petroleum Company to merge. The operation will not produce anti-competitive effects in affected markets, in which the 'super majors' are leading participants.

    [04] Commission gives a further €420,000 in humanitarian aid for Northern Uganda

    The European Commission has made available €420,000 to address the acute water and sanitation needs of internally displaced people (IDPs) located in the Gulu district in Northern Uganda. This assistance is aiming at improving water and sanitation facilities with the aim of averting the risk of a major health crisis. Already in 2000/2001, ECHO assisted IDPs through targeted health/malaria, water and sanitation projects, and supported the fight against the Ebola disease. The money will be channelled through the Humanitarian Aid Office (ECHO) which comes under the direct responsibility of Commissioner Poul Nielson. With this latest decision, ECHO's humanitarian assistance to Uganda over the past 14 months reaches a total of some €1.3 million.

    [05] Anna Diamantopoulou : "Violence against women is not just a moral crime, it is a legal crime"

    (! embargo 3 pm !) European Commissioner responsible for Employment and Social Affairs, Anna Diamantopoulou, will stress at the Council's public debate that "violence against women is not a private but a public problem". She will add that : "preventing and combating violence is a challenge which requires action by all stakeholders-policy makers, social partners, civil society. Only through such a collective approach we will be able to begin to eradicate the scourge of violence against women in Europe today". The public debate is expected to start at 15h00.
