  • [01] La Commission salue la baisse des prix des communications téléphoniques

    La Commission européenne s'est félicitée aujourd'hui de la baisse des coûts des appels entre des réseaux téléphoniques dans l'Union européenne et a adopté - à l'initiative d'Erkki Liikanen, membre de la Commission chargé de l'Entreprise et de la société de l'information - une recommandation qui supprime progressivement les données de référence pour les redevances d'interconnexion entre opérateurs de réseaux. Saluant l'adoption de cette mesure, M. Erkki Liikanen a déclaré : "Les redevances d'interconnexion pour la terminaison d'appel sur des réseaux fixes de télécommunication ont considérablement baissé dans l'UE depuis que la Commission a établi ses premiers prix de référence en 1998. La recommandation a été actualisée en 1999 et 2000, si bien que les redevances pour la terminaison d'appel sur des réseaux fixes dans l'UE sont parmi les plus compétitifs au monde. Au vu de cette baisse des prix, la Commission a décidé qu'il n'était plus nécessaire d'actualiser les "meilleures pratiques actuelles" en matière de redevances pour la terminaison d'appel sur les réseaux fixes de télécommunications. Ces prix de référence avaient pour objet de stimuler la concurrence lorsque le marché a été ouvert en 1998, mais il incombe désormais aux autorités nationales de réglementation des Etats membres de veiller au respect des règles."

    [02] Responsible management of GMOs : Commission proposes EU implementation of Cartagena Protocol on Biosafety

    The European Commission has decided to propose a Regulation on the cross- border movements of Genetically Modified Organisms (GMOs). The aim is to establish safeguards at international level for transfer, handling and use of GMOs. The Commission believes that these measures are essential for protection of biodiversity at international level, with special focus on developing countries. The proposal will implement into EU legislation the provisions of the United Nations' Cartagena Protocol on Biosafety. The EU played a leading role in the conclusion of this Protocol and rapid ratification will provide an important political signal that its commitment to the Protocol remains strong. In parallel, the Commission is preparing a Proposal for a Council decision on the conclusion of the Biosafety Protocol, which aims at ensuring the ratification of the Protocol by the EU.

    [03] Interreg programme : EU contributes €21 million to transnational cooperation in the Northern Periphery of Europe

    Michel Barnier, European Commissioner responsible for Regional Policy, has announced the approval by the Commission of a programme for the Northern Periphery of Europe covering Finland, Scotland, Sweden, Norway, the Faeroes and Greenland. As for the Members States, it will be financed by the Interreg III Initiative. Its main objectives are to foster communications activities, economic and community development in the region. The European funding amounts to about €21.3 million and will attract about €29 million of national co-financing, private sector involvement and third country contributions, creating total resources of about €50 million.

    [04] Programme Interreg : en partenariat avec la Suisse, l'UE contribue pour €31,6 millions à la coopération transfrontalière entre la France et l'Allemagne

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre l'Allemagne, la France et la Suisse , concernant les régions du "Rhin Supérieur Centre-Sud", qui sera financé par l'initiative INTERREG III A. Ses principaux objectifs sont le développement de l'économie et le renforcement de la coopération dans cette région transfrontalière. Le montant total disponible jusqu'en 2006 est de €70,6 millions, dont quelque €31,6 millions sont financés par l'UE. Un montant de €31,6 millions provient de budgets nationaux et régionaux ainsi que du secteur privé. La Suisse participe à hauteur de €7,5 millions. Le programme concerne une population d'environ 4,1 millions d'habitants.

    [05] Interreg programme : EU contributes €170 million to Greece to improve its cross-border cooperation with Bulgaria

    Michel Barnier, European Commissioner responsible for Regional policy, has announced the approval by the Commission of a programme for cross-border cooperation between Greece and Bulgaria, financed by the Community Initiative Interreg III. It covers regions in Greece (Eastern Macedonia, Thrace and Western Macedonia) and in Bulgaria (South-West and South- Central). The programme focuses on increased cooperation and sustainable development of the regional economy. The European funding amounts to €170 million and will attract another €56.7 million from national and regional budgets and €20.5 million from private funding. On the Bulgarian side, an amount of €120 million will be available under the Phare programme and its allocation for cross-border cooperation (Phare CBC). The region has a population of about 2.8 million.

    [06] 2001 first estimates - Euro-zone external trade surplus €49.6 billion in 2001 ; €45.4 billion deficit for EU15

    According to Eurostat, the first estimate for euro-zone trade with the rest of the world in December 2001 was a €8.7 billion surplus, compared with a 0.7 billion deficit in December 2000. The revised November 2001 surplus was 7.0 billion, against a 0.5 billion deficit in November 2000. The first estimate for December 2001 extra-EU15 trade was a €1.7 billion surplus, compared with a 6.2 billion deficit in December 2000. In November 2001, there was a revised surplus of 0.2 billion, against a 7.9 billion deficit in November 2000. In 2001, euro-zone trade recorded a surplus of 49.6 billion, compared with +5.1 billion in 2000. EU15 trade registered a deficit estimated at 45.4 billion in 2001 compared with -91.0 billion in 2000.

    [07] La Commission met en garde l'Espagne en ce qui concerne l'expérimentation animale

    La Commission européenne a adressé un avis motivé (deuxième lettre d'avertissement) à l'Espagne pour un cas de non-conformité avec la directive sur l'expérimentation animale constaté en Andalousie, région dans laquelle les centres d'élevage d'animaux de laboratoire ne sont pas réglementés de manière satisfaisante. Cette absence de réglementation des centres d'élevage a fait l'objet d'une plainte pour non-application de la directive.

    [08] Chemicals: Commission acts against France, Luxembourg, Germany, Greece and Austria over handling of dangerous substances

    The European Commission has decided to refer France to the Court of Justice for failing to adopt and communicate all the texts required to implement the Biocides Directive. In addition, France, Luxembourg, Germany, the United Kingdom and Greece have each received a Reasoned Opinion for failing to adopt and communicate by the required deadline of 1 April 2001 the texts required to implement an amendment to the Dangerous Substances Directive. Greece and Austria have received a Reasoned Opinion for failing to adopt and communicate required texts relating to another amendment to the Dangerous Substances Directive, for which the deadline was 1 June 2001.

    [09] Qualité de l'eau : la Commission poursuit la France, la Grèce, l'Allemagne, l'Irlande, le Luxembourg, la Belgique, l'Espagne et le Royaume- Uni

    La Commission européenne a décidé de poursuivre la procédure engagée contre la France, la Grèce, l'Allemagne, l'Irlande, le Luxembourg, la Belgique, l'Espagne et le Royaume-Uni pour non-respect du droit de l'UE relatif à la qualité de l'eau. La législation en cause est constituée par les directives sur les eaux superficielles, les eaux de baignade, l'eau alimentaire, les eaux conchylicoles, les eaux urbaines résiduaires et les nitrates. La procédure a également trait à un accord sur la protection de la mer Méditerranée.

    [10] Waste : Commission acts against United Kingdom, Austria, Germany and Italy over pollution

    The European Commission has decided to take further action against Italy, the United Kingdom, Germany and Austria for non-compliance with the following Directives dealing with waste production : Waste Framework, Hazardous Waste, Polychlorinated Biphenyls and Polychlorinated Terphenyls (PCB/PCT), Batteries, Waste Oils, Sewage Sludge and Waste Shipment.

    [11] Aide humanitaire au Burundi : la Commission alloue €17.5 millions pour 2002

    La Commission européenne a adopté un nouveau plan global pour 2002 afin de poursuivre le programme d'assistance humanitaire entrepris en faveur des personnes déplacées et des groupes les plus vulnérables au Burundi, pays affecté par la guerre civile depuis 1993. €17.5 millions seront octroyés via l'Office d'Aide Humanitaire (ECHO) aux partenaires ONG, aux agences des Nations-Unies et à la Croix Rouge afin de répondre aux besoins humanitaires (nourriture, médicaments, eau potable, etc) les plus pressants de la population et à préparer la transition vers une aide structurelle. Cette décision a été annoncée au Président burundais, M. Pierre Buyoya, par le Président Prodi et le Commissaire Nielson lors de sa visite à la Commission le 12 février. Cette décision porte à €223 millions le montant accordé en aide humanitaire au Burundi depuis 1993.

    [12] Philippe Busquin welcomes Prime Ministers Blair and Kok's call for increased business investment in R&D

    In a letter to José Maria Aznar, President of the European Council, Prime Ministers Tony Blair and Wim Kok have called for determined action by the EU and its Member States to create "a fully integrated European Research and Innovation Area", including notably "the stimulation of business investment in R&D". This is welcomed by the European Research Commissioner, Philippe Busquin, who has been warning against the considerable increase of Europe's R&D investment gap with the US and Japan in recent years. This gap is now in the order of €80 billion a year and still growing. Low investment from the business sector is causing almost 90% of the gap. In its report to the Barcelona European Council , the Commission has called for action to make Europe more attractive for investment in R&D. The Commission has asked Member States to agree on a global R&D target for the Union of 3% of GDP by 2010, against 1.9% of GDP now. As Mr Busquin puts it : "Europe cannot pretend that it wants to lead in the knowledge economy while producing far less knowledge than its competitors".

    [13] La libéralisation des télécommunications et les droits de retransmission des manifestations sportives : les avantages du droit de la concurrence mis en lumière lors de la Journée européenne de la concurrence

    La libéralisation du secteur des télécommunications et l'application des règles de concurrence aux droits de retransmission des manifestations sportives sont les deux principaux sujets à l'ordre du jour de la cinquième "Journée européenne de la concurrence", qui aura lieu à Madrid, le 26 février. Cet événement, qui a lieu deux fois par an, est organisé cette fois par la présidence espagnole de l'Union européenne, en collaboration avec la Commission européenne. Le Commissaire chargé de la Concurrence, Mario Monti, qui assistera à la réunion, s'efforcera de démontrer aux consommateurs tous les avantages que la concurrence peut leur apporter dans le secteur des télécommunications, sous forme de prix moins élevés ainsi que d'une innovation et d'un choix plus grands. Les participants à la réunion, qui sera ouverte par le ministre espagnol de l'économie, Rodrigo Rato, évoqueront également l'application des règles de concurrence communautaires au secteur sportif, et plus particulièrement aux droits de retransmission, un problème qui présente une importance toute particulière pour les grands amateurs de football que sont les Espagnols.
