  • [01] Commission boosts number of women in management and policy jobs

    Progress in tackling the under-representation of women in policy and management jobs in the European Commission has been sustained over the last two years. In the context of the Commission's internal equal opportunities strategy, ands specifically to improve the gender balance, targets were set for 2001, in particular for all policy and management posts (Directors- General, Directors, Heads of Units and administrators). During 2001, the Commission appointed five women to Director posts, 19 women Heads of Unit and recruited 111 women from external competitions as administrators. This means that nearly all the targets have been met. New targets will be set for 2002. The Commission's aim is to double the representation of women in senior management posts (A1 and A2) by the end of its mandate (this means appointing 22 women to these grades by December 2004).

    [02] Programme Interreg : l'UE contribue à hauteur de €20,7 millions pour la France en vue de renforcer sa coopération transfrontalière avec la Suisse

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre la France et la Suisse, qui sera financé par l'initiative Interreg III A. Le programme concerne les régions françaises et suisses de l'Arc jurassien et du Bassin lémanique. Le programme vise l'augmentation et la création d'échanges transfrontaliers, notamment par des mesures destinées à sensibiliser les acteurs économiques et sociaux sur les possibilités de coopération inhérentes à la zone, le développement d'instruments d'analyse territoriale et l'animation des régions concernées. Le montant financé par le Feder concerne la partie située dans l'UE (France) et s'élève à €20,7 millions. L'ensemble du programme, toutes sources de financement confondues, porte sur un montant de €41,4 millions, dont une partie est financée par la Suisse.

    [03] Programme Interreg : l'UE contribue à hauteur de €103,8 millions à la coopération transfrontalière entre l'Italie, la France, l'Espagne, le Portugal et Gibraltar

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre l'Italie, la France, l'Espagne, le Portugal et Gibraltar qui sera financé par l'initiative Interreg III B. Le programme concerne les zones suivantes : en Espagne, Andalucía, Aragón, Baleares, Cataluña, C. Valenciana, Murcia, Ceuta et Melilla, en France, Corse, Languedoc-Roussillon, Provence-Alpes-Côte d'Azur et Rhône-Alpes ; au Portugal, Algarve et Alentejo, en Italie, Basilicata, Calabria, Campania, Emilia-Romagna, Lazio Liguria, Lombardia, Umbria, Piemonte, Sardegna, Sicilia, Toscana et Valle d'Aosta ainsi que Gibraltar. Le montant financé par l'UE s'élève à €103,8 millions. L'ensemble du programme, toutes sources de financement confondues, porte sur un montant de €194,3 millions.

    [04] Commission clears JV between Sweden's Strålfors and Dmdata of Denmark

    The European Commission has granted clearance under the Merger Regulation to the creation of a joint venture between Swedish information technology firm Strålfors AB and DMdata A/S, a Danish company jointly controlled by Maersk Data A/S and Danske Bank Aktieselskab. (The operation was examined under the simplified merger review procedure)

    [05] Entraves à la libre circulation de marchandises : procédures d'infraction contre la Belgique et l'Italie

    La Commission européenne a décidé de saisir la Cour de Justice à l'encontre de la Belgique et l'Italie en raison d'entraves à la libre circulation de marchandises. En Belgique le problème concerne des entraves aux importations de produits pharmaceutiques qui découlent du système d'admission au remboursement des médicaments par l'assurance-maladie et en Italie il s'agit de restrictions à la commercialisation des produits destinés aux sportifs. La Commission estime que ces entraves la libre circulation des produits sont contraires aux articles 28 et 30 du traité CE.

    [06] Assurance automobile : la Commission demande au Luxembourg de ne plus imposer un système obligatoire de bonus-malus

    La Commission européenne a envoyé une demande formelle, sous forme d'un avis motivé, au Luxembourg de ne plus imposer un système obligatoire de bonus-malus pour l'assurance responsabilité civile automobile. Pour la Commission, ce système est contraire à la liberté de tarification prévue par la troisième directive sur l'assurance non-vie. Dans ce pays, l'évolution de la prime en fonction des dommages causés par les conducteurs n'est pas libre mais obéit à des critères détaillés et obligatoires définis dans une loi. L'envoi d'un avis motivé constitue la deuxième étape de la procédure d'infraction prévue à l'article 226 du traité. En l'absence d'une réponse satisfaisante de la part de l'Etat membre concerné, la Commission peut décider de saisir la Cour de justice européenne.

    [07] Commission approves substantial programme to strengthen health care and fight HIV/AIDS in South Africa

    The European Commission has approved a €50 million programme over 6 years to assist the South African Government in strengthening primary health care in the country and in fighting HIV/AIDS. The programme called "Partnerships for the Delivery of Primary Health Care including HIV/AIDS", targets the poorest of the poor through community and home based care initiatives. Welcoming this decision, Commissioner for Development and Humanitarian Aid Poul Nielson said : "AIDS is impacting upon all aspects of the healthcare system in developing countries, most notably at the primary healthcare level. This programme compliments our existing support to the health sector in South Africa. It is critical that whilst the Commission is at the forefront of policy development in the global response to HIV/AIDS in developing countries, we can at the same time demonstrate our commitment to making a difference on the ground."

    [08] EU and Russia talks on WTO accession of Russia

    This week in Moscow EU experts met Russian authorities to discuss their respective positions towards Russia's accession to WTO. These talks have allowed considerable advances to be made in understanding the positions on both sides. The European Union is fully committed to a rapid accession of Russia to the World Trade Organisation and has taken the lead in working with Russia and its WTO partners. WTO accession will be a significant achievement for Russia and will anchor the country in a key multilateral economic institution.
