[01] Loyola de Palacio déplore le tragique accident du tunnel du Gothard
Loyola de Palacio, vice-présidente de la Commission européenne, en charge
des Transports et de l'Energie, a déploré hier l'accident survenu dans le
tunnel du Gothard en Suisse. La collision de deux poids lourds, suivie d'un
incendie, a provoqué la mort d'au moins neuf personnes. Les causes exactes
de cet accident ne sont pas encore déterminées, mais le tunnel long de près
de 17 kilomètres, et comportant un seul tube de circulation, est pourtant
réputé comme l'un des tunnels les plus sûrs en Europe. "J'adresse, au nom
de la Commission, mes condoléances attristées aux autorités et au peuple
suisses, ainsi qu'aux victimes et familles des victimes touchées par ce
tragique accident. Elles peuvent compter sur la solidarité européenne", a-t-
elle déclaré. "Après les incendies dans le tunnel franco-italien du Mont-
Blanc en mars 1999 et dans le tunnel autrichien des Tauern en mai 1999,
c'est une nouvelle fois la question de la sécurité des tunnels qui se pose
brutalement à nous", a-t-elle ajouté.
[02] Foot-and-mouth disease in the UK : further lifting of restrictions
The Standing Veterinary Committee (SVC) yesterday voted in favour of a
European Commission proposal extending the area from where the United
Kingdom is allowed to export fresh pigmeat to all counties in Great Britain
that have had no outbreak of foot-and-mouth disease (FMD) since the
beginning of the epidemic or that have remained free from the disease for
more than three months. Furthermore, the export of bovine meat will be
allowed from the Scottish Islands, most of Scotland, some counties in the
east of Great Britain and a few counties in Wales. These areas can already
export pigmeat since 22 October. The proposal still has to be adopted by
the Commission and will enter into force as soon as adopted. The situation
in the sheep and goat sector will be evaluated at the next SVC on 6-7
November.
[03] Assurance automobile : la Commission demande à la Belgique et à la
Finlande de ne plus imposer un système obligatoire de bonus-malus
La Commission européenne a décidé de demander formellement à la Belgique et
à la Finlande de ne plus imposer un système obligatoire de bonus-malus pour
l'assurance responsabilité civile automobile. Pour la Commission, ce
système est contraire à la liberté de tarification prévue par la troisième
directive sur l'assurance non-vie. Dans les deux pays, l'évolution de la
prime en fonction des dommages causés par les conducteurs n'est pas libre
mais obéit à des critères détaillés et obligatoires définis dans une loi.
La Belgique et la Finlande auront un délai de deux mois, après réception de
la décision de la Commission, pour se conformer à cette demande, qui est
sous forme d'un avis motivé, la deuxième étape de la procédure d'infraction
au sens de l'article 226 du Traité CE. S'ils ne s'y conformaient pas, la
Commission pourrait décider de saisir la Cour de justice.
[04] La Commission adopte une stratégie pour réduire la présence des
dioxines et des PCB dans l'environnement, dans les aliments pour animaux et
dans les denrées alimentaires
La Commission européenne a adopté aujourd'hui une stratégie visant à
réduire la présence des dioxines et des polychlorobiphényles (PCB) dans
l'environnement, dans les aliments pour animaux et dans les denrées
alimentaires. Margot Wallström, Commissaire chargée de l'Environnement, a
déclaré à ce propos : "Malgré les progrès qui ont été réalisés pour réduire
les émissions de dioxines, de nouvelles mesures doivent être prises au
niveau des sources d'émission pour réduire encore la présence des dioxines
et des PCB dans l'environnement. Dans cette perspective, la Commission a
proposé une approche intégrée visant à assurer une meilleure protection de
la santé humaine et de l'environnement contre les effets des dioxines et
des PCB." De son côté, David Byrne, Commissaire chargé de la Santé et de la
Protection des Consommateurs, a déclaré : "Il est de la plus haute
importance de réduire l'exposition aux dioxines. C'est pourquoi je propose
d'établir des limites maximales strictes pour les quantités de dioxines
présentes dans les denrées alimentaires et les aliments pour animaux,
limites qui, je l'espère, seront approuvées par le Conseil Santé du 15
novembre. L'application de ces limites à partir du 1er janvier prochain
assurera une protection supplémentaire des consommateurs européens contre
les effets à long terme des dioxines." La communication que la Commission a
adoptée aujourd'hui énumère les nouveaux domaines d'actions et sera soumise
au Conseil, au Parlement européen et au Comité économique et social.
[05] Risk Capital : Commission calls for timely implementation of Action
Plan
The European Commission has called for sustained effort to meet the 2003
deadline set by the European Council in Lisbon for completing the Risk
Capital Action Plan (RCAP) action plan. In a mid-term review of the Action
Plan it has just adopted, the Commission notes that despite some progress
in removing obstacles more needs to be done. In particular, the Commission
calls for its proposals to be adopted and implemented rapidly concerning
securities markets legislation (including implementation of the
recommendations of the Lamfalussy group), removing tax obstacles, promoting
innovative projects and agreeing on an affordable single Community Patent
system. The report is issued at a difficult moment for the venture
capitalist industry. After spectacular growth in the nineties, markets have
become sluggish in 2000 setting the stage for a possibly lengthy period of
uncertainty. Since the adoption of the Action Plan in 1998, overall venture
capital investment in Europe has increased three times over and investment
in "early stage" venture capital has increased four times over. In spite of
this growth, European risk capital markets remain fragmented and the gap
with the US is still widening. The US venture capital industry is not only
much bigger but their larger investments have been growing at a faster
rate.
[06] Programme Urban II : l'UE accorde une aide de près de 13 millions
d'euros pour le développement de la zone urbaine française de Clichy-sous-
Bois / Montfermeil
La Commission européenne a approuvé un programme pour la zone urbaine
française de Clichy-sous-Bois / Montfermeil pour la période 2000-2006. Ce
programme a été adopté au titre de l'initiative communautaire Urban II pour
la période 2000-2006. Il apportera une contribution de près de 13 millions
d'euros de la part de l'UE pour la période 2001-2006. Les autres
contributions en provenance de l'Etat, des collectivités locales et du
secteur privé, s'élèvent à près de 22 millions d'euros, pour un montant
total d'interventions de près de 35 millions d'euros.
[07] Programme Urban II : l'UE accorde une aide de près de 12 millions
d'euros pour la ville de Bastia
La Commission européenne a approuvé un programme d'aide d'un montant de 12
millions d'euros pour le développement de deux quartiers contigus de la
ville de Bastia en France. Ce programme a été adopté au titre de
l'initiative communautaire Urban II qui couvre la période 2000-2006. Les
autres contributions en provenance de l'Etat, des collectivités locales et
du secteur privé s'élèvent à près de 19 millions d'euros, pour un montant
total d'interventions de plus de 31 millions d'euros.
[08] Poul Nielson calls for concrete steps to be taken to end use of child
soldiers
Speaking today at the opening session of a two day conference on child
soldiers in Brussels, the European Commissioner for Development and
Humanitarian Aid, Mr Poul Nielson, called for concrete action to relieve
the plight of war affected children. He stated : "We have to acknowledge
that there is still a gap between international law and the reality on the
ground. It is time to turn our attention to the practical implementation of
international law. This means that we must take concrete steps to make
governments and armed groups respect their obligations not to recruit
underage soldiers, to release abducted children and child soldiers, and to
allow their reintegration into society." Mr Nielson gave concrete examples
of policy and initiatives taken by the Commission services in this area, in
particular the prevention of underage recruitment and the de-mobilisation
and re-integration of former child soldiers in Sierra Leone. In 2000 and
the first part of 2001, the Commission has spent more than euro 40 million
on projects targeting the special needs of children affected by armed
conflict. He added that the Commission would be proposing to reinforce
humanitarian assistance and protection for children in 2002. Poul Nielson
also underlined the importance of the contacts between the Commission's
Humanitarian Aid Office (ECHO) in close cooperation with UNICEF aimed at
improving the availability of data on children affected by armed conflicts.
"Reliable figures on the impact of armed conflict on children are still
missing. Only in the field of child soldiers has it been possible to
establish a global overview of the situation." He ended his intervention
declaring : "As Commissioner for Development and Humanitarian Aid, I am in
a unique position to ensure that the Rights of the Child are mainstreamed
throughout EU foreign assistance… Let me assure you of my commitment to
making sure that the survival, protection and development of children
remain a universal development assistance."
[09] Michaele Schreyer : "Flexibility and precaution for unexpected
expenditure are the requirements for EU Budget 2002"
After the European Parliament today completed its first reading of the EU
Budget for 2002, European Budget Commissioner Michaele Schreyer commented :
"Flexibility and precaution for unexpected expenditure are the requirements
for next year's Budget". Mrs Schreyer expressed herself optimistically :
"With the Budget 2000 and the Budget 2001, we succeeded in mastering new
unexpected challenges. I am sure that we will succeed again together -
Parliament, Council and Commission - for Budget 2002."
[10] Mental Health Conference - Coping with stress and depression related
problems in Europe
The conference organised by the Belgian Presidency and the European
Commission will take place on 25-27 October at the Egmont Palace, Place du
Petit Sablon 8, 1000 Brussels. The opening session will be attended by
Magda Alvoet, Belgian Minister of Public Health, Environment and Consumer
Protection, David Byrne, Commissioner for Health and Consumer Protection,
and Dr. Gro Harlem Brundtland, WHO Director General. The main themes to be
covered by the conference workshops are : (1) work-related stress,
depression and metabolic syndrome ; (2) depression in children and
adolescents ; (3) the influence on stress and depression by societal
transition ; (4) prevention actions ; (5) the influence of stress and
depression on premature death ; (6) monitoring and evaluation of stress and
depression. On the opening day, Thursday 25 October, there will be a
Ministerial Panel Discussion on Mental Policy Europe. Panel participants
will be Commissioner Byrne, Dr. Brundtland and the Health Ministers from
Belgium, Finland, France, Ireland, Netherlands, Portugal, Spain, Sweden,
Greece and Germany. A press conference will be held on Thursday October 25
at 15.30 at the Egmont Palace, Place du Petit Sablon 8, 1000 Brussels.
Journalists are also invited to attend the conference.
[11] Europe's IT awards : 20 winners announced
The European Commission and the European Council of Applied Sciences and
Engineering (Euro-CASE) have announced the 20 winners of this year's
European Information Society Technologies Prize (EISTP). All 20 Winners
will be displayed in the Project Exhibition at Information Society
Technologies 2001 event (IST 2001), during which three of them will be
presented with a Grand Prize each worth euro 200 000 - by Erkki Liikanen,
Enterprise and Information Society Commissioner. IST 2001, to be held in
Düsseldorf from December 3-5, is this year's "flagship event" organised by
the Information Society Directorate General of the Commission. The three
day conference and exhibition is the only event covering the strategic
issues of Information Society policy, regulation and technology in Europe.
With this year's event coming on the eve of the Commission's Sixth Research
Framework Programme (2002-2006), it provides a unique opportunity for the
Commission to discuss the future of the Information Society with European
academia, industry and users.
[12] Politique d'innovation dans six pays candidats à l'adhésion : les
défis du futur
La nécessité de mettre au point de nouveaux mécanismes en vue de stimuler
l'innovation et de moderniser le secteur industriel est l'une des
principales conclusions d'un rapport récemment publié sur "la politique
d'innovation dans six pays candidats" et financé par la Commission
européenne. Ces nouveaux mécanismes devraient permettre de combler l'écart
entre ces pays et les actuels Etats membres de l'UE et faciliter la
création de réseaux internes entre les firmes nationales technologiquement
peu développées et les firmes détenues par des capitaux étrangers qui sont
à la pointe du progrès.
[13] Chris Patten to visit Belgrade
European Commissioner for External Relations Chris Patten will visit
Belgrade on 25-26 October 2001. During his visit, Commissioner Patten will
meet with Federal President Vojislav Kostunica, Federal Deputy Prime
Minister Miroljub Labus, Federal Foreign Minister Goran Svilanovic, Serbian
Prime Minister Zoran Djindjic and Serbian Minister for Foreign Economic
Relations Goran Pitic.
[14] La politique cinématographique et audiovisuelle européenne peut-elle
résister à la mondialisation ?
Viviane Reding, Commissaire européenne à la Culture et à l'Audiovisuel,
participera ce samedi 27 octobre 2001 à un débat sur ce thème à l'occasion
des 11èmes Rencontres cinématographiques de Beaune (France). Parmi les
autres participants au débat : M. François Huwart, secrétaire d'Etat
français au commerce extérieur. A quelques semaines de la conférence de
l'OMC à Doha, Viviane Reding réaffirmera devant les représentants du cinéma
français et européen l'importance stratégique pour l'UE et ses Etats
membres de préserver leur capacité à soutenir leur industrie audiovisuelle
et le rejet de l'OMC comme forum pertinent pour débattre et négocier des
questions culturelles et audiovisuelles.
