[01] La Commission et le CIO lancent une action de promotion des valeurs de
l'olympisme à destination des écoles
Viviane Reding, membre de la Commission européenne responsable de
l'Education, de la Culture et du Sport, et Jacques Rogge, Président du
Comité international olympique (CIO), signent aujourd'hui à Bruxelles une
convention de coopération sur le thème "sport, écoles et valeurs de
l'olympisme en Europe". Cette action a pour objectif de promouvoir les
valeurs éthiques du sport auprès des élèves européens et de faire ainsi
contrepoids aux multiples exemples de dérives du sport que fournit
l'actualité. Dans un premier temps seront mises en oeuvre des actions
pilotes avec les comités olympiques français, néerlandais et italien. La
commissaire et le Président du CIO ont mis en place aujourd'hui un comité
consultatif qui suivra les projets pilotes et préparera l'extension de
cette action au niveau des Quinze pour 2003-2004.
[02] Levies for milk quota surplus down to euro 289 million, estimates
Commission
According to a provisional calculation the European Commission presented to
the Member States, the estimated amount of levies for Member States
exceeding their milk quotas totals euro 289 million for the whole of the
European Union for the marketing year 2000/01. Last year the total levy
exceeded euro 380 million. These provisional figures show that the year
2000/01 was marked by a sharp decrease in the milk quota overrun. The
overrun in the EU amounted to 40,000 tonnes.
[03] Premières estimations pour le second trimestre 2001 - L'UE15 a
enregistré un déficit des échanges courants de 7,8 milliards d'euros ;
excédent de 7 milliards d'euros pour la balance des services
(! embargo 12h00 !) Selon les premières estimations publiées aujourd'hui
par Eurostat, la balance des opérations courantes de l'UE15 avec les pays
tiers a enregistré un déficit de 7,8 milliards d'euros durant le second
trimestre 2001, comparé à un déficit de 8,0 milliards d'euros au second
trimestre 2000 et à un déficit de 17,9 milliards d'euros au premier
trimestre 2001. Au cours du second trimestre 2001, la balance des services
extra-UE15 a enregistré un excédent de 7,0 milliards d'euros, comparé à un
excédent de 2,6 milliards d'euros durant le second trimestre 2000 et à un
déficit de 3,8 milliards d'euros durant le premier trimestre 2001.
[04] Euro-zone government surplus at 0.3% and debt at 69.6% of GDP in 2000
; public debt ratios decreased in all EU-Member States
(! embargo 12 am !) For the second time in 2001, the EU15 Member States
have notified to the European Commission their data on government deficit
and debt for 2000. According to estimates by Eurostat today, the revised
data confirm the trends observed in the first notification in March 2001.
In 2000, the government balance of the euro-zone and the EU15 moved into
surplus, while the debt ratio to GDP continued to decline. Even excluding
the licence sales, the declining trend in the government deficit continued.
[05] EU supports and coordinates stem cell research
Today, a two-day conference on stem cell research came to the conclusion
that more research is needed before anyone can predict with confidence the
future outcome of this kind of novel therapy. The meeting was organised by
the European Commission's Directorate General for Research with the
objective of coordinating European efforts in this field. The scientific,
legal, ethical and industry experts saw a need for clearer national
regulations that unambiguously define what is allowed and what is
forbidden. A survey on the regulation of stem cell research in all EU
Member States conducted by the Commission in spring 2001 revealed many
areas of divergence as well as convergence across Europe. Participants at
the meeting included coordinators of the 15 transnational research projects
on stem cell therapy the Commission is currently financing as well as
experts from industry and from the ethical and legal fields. The projects
subsidised by the Commission have a financial volume of euro 27 million and
involve more than 100 laboratories. All scientists work exclusively with
stem cells taken from adults, umbilical cord blood or aborted foetuses in
line with the European Ethics Group's recent opinion excluding the creation
of embryos for research purposes and considering that therapeutic cloning
techniques are still too immature and present possible risks, despite the
great potential they hold.
