[01] Humanitarian crises - 18 million beneficiaries of ECHO funding during
2000
Launching the latest Annual Review of the Humanitarian Aid Office (ECHO),
Poul Nielson, European Commissioner for Development and Humanitarian Aid,
has highlighted the vital role played by ECHO in delivering relief to
victims of humanitarian tragedies. He reported that, during 2000, the euro
492 million managed by this Commission department had benefited 18 million
people in 65 different countries in the world. "This aid is vital", he said,
"in saving lives, alleviating misery and giving people a chance to rebuild
following natural and man-made catastrophes." The report is available on:

[02] Accord définitif sur la promotion des sources d'énergie renouvelables
dans le marché de l'électricité
Le Conseil des ministres a adopté définitivement la directive sur la
promotion de l'électricité à partir de sources d'énergie renouvelables
(SER) dans le marché intérieur d'électricité. Cette adoption formelle
confirme l'accord obtenu entre le Parlement européen et le Conseil au mois
de juillet au terme de la procédure de conciliation. Loyola de Palacio,
vice-présidente de la Commission européenne en charge de l'Energie et des
Transports, s'est félicitée de la prochaine entrée en vigueur de la
directive, à peine un an après la proposition originelle de la Commission.
Cette proposition vise à contribuer au respect des engagements de Kyoto et
à atteindre l'objectif du doublement de la part d'énergie renouvelable dans
la consommation d'énergie brute en Europe, pour la faire passer de 6%
actuellement à 12% en 2010. Avec cette directive, les Etat membres
s'engagent à respecter des objectifs nationaux de consommation future
d'électricité produite par des sources d'énergie renouvelables, d'instaurer
un système de certification d'origine de l'électricité verte, et de mettre
en place des mesures d'accompagnement, visant à créer des conditions
équitables et à faciliter la pénétration des SER sur le marché intérieur de
l'électricité dans le respect des règles de la concurrence.
[03] Towards an EU-China maritime agreement
Loyola de Palacio, European Commission Vice-President, in charge of
Transport and Energy, and Huang Zhendong, Chinese Minister for Transport,
announced on Friday 7 September their intention to promote as quickly as
possible a far-reaching maritime agreement between the European Union and
China. During a meeting held in Brussels, they underlined the importance of
such an agreement which, in particular, will be based on the freedom to
provide maritime services and free access to cargoes. "I think it is an
historic moment in our bilateral maritime relations : this agreement will
help us to consolidate into a legally binding framework the existing
commercial maritime practices and yet develop even further our shipping
relations", said Mrs de Palacio. This political decision marks the start of
negotiations which will be formally launched on 13 and 14 September.
