  • [02] La Commission autorise l'acquisition de Selecta Group Compass Group Plc La Commission européenne a approuvé la proposition d'acquisition, par la société de restauration britannique Compass Group Plc, de 66,7 % du capital social de la société de restauration d'appoint Selecta Group, établie en Suisse, qu'elle ne contrôle pas. Selecta est une firme spécialisée dans la restauration d'appoint basée en Suisse. L'impact de l'opération se fera principalement ressentir sur le marché suédois des distributeurs automatiques de boissons, mais la Commission a conclu que les conditions de concurrence resteraient suffisantes, notamment parce que la part détenue par Selecta sur le marché local a diminué récemment La Commission donne le feu vert à l'acquisition par Pernod Ricard et Diageo des activités "vins et spiritueux" de Seagram
  • [03] La Commission ouvre une enquête approfondie à l'égard de l'entreprise commune que T-Online, TUI et Neckermann entendent créer dans le secteur des voyages La Commission européenne a ouvert une enquête approfondie à l'égard de l'agence de voyages en ligne qu'envisagent de créer le fournisseur allemand de services Internet T-Online et les entreprises allemandes TUI et C&N (Neckermann). Bien qu'une seule des entreprises fondatrices exerce actuellement des activités importantes sur le marché des services de réservation et de vente de voyages en ligne, cette entreprise commune associerait les deux principaux voyagistes allemands au premier fournisseur d'accès Internet d'Europe. Au stade actuel, cette association unique et de grande envergure est très préoccupante: l'entreprise commune pourrait en effet acquérir une part de marché lui permettant de restreindre le choix offert aux utilisateurs finals de ces services en ligne.
  • [04] Citizens want to learn more about agriculture Over 90% of the general public in the EU recognise the importance of agriculture and are keen to learn more about it, according to two Eurobarometer surveys carried out for the Commission's Directorate Agriculture among farmers and the general public late last year. The level of importance attributed to agricultural issues by both farmers and the general public far outweighed their awareness of the policy underpinning the sector only 50% had heard of the Common Agricultural Policy (CAP). "This poll shows that the debate about what we eat and drink and about the future of farming cannot be the preserve of politicians and experts alone. People are interested in this subject. In light of the BSE and foot and mouth crises that we have witnessed since the surveys, this interest is bound to increase. We need a broad ranging debate on the role of agriculture in today's society and the CAP and a dialogue with society. To achieve this, David Byrne and I have already launched an action-plan including round tables in the Member States(1), an internet chat on 6 June and a conference in collaboration with the European Parliament on 20-21 June.", Franz Fischler, Commissioner for Agriculture, Rural Development and Fisheries stated.
  • [05] La Commission clôture son enquête sur les discriminations en matière de redevances d'atterrissage dans les aéroports européens À la suite de procédures formelles engagées par la Commission européenne, la structure des redevances d'atterrissage dans les aéroports européens a été modifiée dans les pays où elles n'étaient pas conformes avec le droit de la concurrence. Traditionnellement, la plupart des pays appliquaient des redevances d'atterrissage discriminatoires, c'est-à-dire qu'ils favorisaient les compagnies aériennes nationales par rapport aux transporteurs étrangers, au détriment des consommateurs, notamment sur les vols intracommunautaires. L'élimination de ce type de pratique favorisera la concurrence en Europe, dans la mesure où les compagnies aériennes pourront se faire concurrence sur un pied d'égalité.
  • [06] Commission provides €2.5 million in humanitarian aid to fight meningitis in Ethiopia The European Commission has agreed to provide €2.5 million to help contain the spread of meningitis in Ethiopia. The funds, channelled by the Humanitarian Aid Office (ECHO) through partner organisations, will be used for a mass vaccination campaign and to provide treatment of those who have fallen victim to the disease. This makes the Commission the most important donor in the response to the epidemic.
  • [07] Les propositions budgétaires de la Commission pour 2002: faire face aux problèmes à court terme, remplir les engagements à long terme La Commission a adopté aujourd'hui ses propositions budgétaires pour 2002 (avant-projet de budget ou «APB 2002»). Elles représentent environ 100 milliards d'euros en engagements et près de 98 milliards d'euros en paiements, soit une augmentation de, respectivement, 3,5 % et 4,8 % par rapport à 2001. Le membre de la Commission chargé du budget, Mme Michaele Schreyer, a déclaré: «Ces propositions font apparaître les priorités politiques de la Commission, tout en confirmant notre engagement à suivre une discipline budgétaire stricte. Les plafonds de Berlin sont intégralement respectés et nous proposons de stabiliser nos paiements au niveau de 2001, soit à 1,06 % du PNB de l'UE. La Commission est aussi résolue à améliorer la manière dont elle gère ces fonds, par la réduction des engagements restant à liquider.» Mme Schreyer a indiqué que «cet APB arrive à un moment crucial pour l'agriculture. 2002 sera la troisième année de la réforme de la politique agricole commune lancée par Agenda 2000. Nous sommes aussi confrontés aux incertitudes et aux risques de la crise engendrée par l'ESB et la fièvre aphteuse. Je pense que la Commission aborde ce défi avec autant de détermination que de prudence, en proposant de créer une réserve d'un milliard d'euros dans le budget de l'agriculture et de laisser une marge de 365 millions d'euros sous le plafond de Berlin.» Mme Schreyer a ajouté que «ces propositions démontrent également notre volonté de respecter les engagements à long terme que nous avons contractés envers des pays tiers et les pays candidats.»

  • [09] Collective redundancies : Commission announces package to reduce social impact of major job cuts Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, today announced a package of Community initiatives to help companies and workers to adapt successfully to business change. The package, which focuses especially on advance preparation and management of corporate restructuring operations, will involve Community legislation, action by social partners, promotion of best practice by companies and may also involve redirecting European Social Fund money towards regions or sectors hardest hit by job losses. This is the first time that the European Commission has presented a comprehensive package on corporate restructuring which includes a proposal for effective legal guarantees to workers regarding advance information and consultation, a stimulus to businesses to plan company restructuring early and effectively and a first discussion on how to focus other Community policies, such as competition, state aid and structural funds, on the new needs of companies and workers in a rapidly- changing business environment.
  • [10] Foot-and-mouth disease: Results of the Standing Veterinary Committee The Standing Veterinary Committee (SVC) today voted in favour of several Commission proposals with regard to foot-and-mouth disease (FMD).
  • [11] Trade Aspects of Enlargement: Key Points for Ministerial meeting 11-12 May EU Trade Commissioner PascalLamy and Ministers from the 13 candidate countries(2) will meet in Ljubljana on 11-12 May to promote their continued co-operation on WTO issues and dialogue on trade aspects of Enlargement. They will continue their co-operation and dialogue on trade issues of common interest, ensuring that alignment to EU policies will be successfully completed by the time of accession. A Joint Statement in support of the launch of a new round of trade negotiations at the WTO- Ministerial meeting in November 2001 in Qatar will be issued at the end of the meeting. The Ministry of Economy of Slovenia hosts the meeting
