[01] Export embargoes by third countries on foot-and-mouth disease
The need for vigilance by all concerned parties, including trading partners,
on the consequences of the foot-and-mouth disease outbreak in the UK and a
department in France is fully recognized. However, the principle of
proportionality must be respected when reacting to this situation. So far
foot-and-mouth disease outbreaks in Europe are limited to only one country
and one region. Moreover, these outbreaks have been shown to be linked and
are not separate incidences. The EU has put in place extremely strict
measures to contain the outbreak with a regional approach. This principle
of regionalisation is widely recognized in international veterinary
agreements and is supported by the International Office of Epizootics and
applied by the EU vis-à-vis third countries.
[02] La Commission propose de modifier les taux et la structure des accises
perçues sur les produits du tabac
La Commission européenne a proposé une Directive apportant des
modifications importantes aux taux et à la structure des accises frappant
les tabacs manufacturés. Pour les cigarettes, la Commission propose, outre
la règle existante des 57% d'incidence sur le prix à la consommation
(toutes taxes comprises), un montant minimum d'accises de 70 euros par
1.000 cigarettes appartenant à la classe de prix la plus demandée afin de
parvenir à une plus grande harmonisation fiscale entre les Etats membres.
La proposition de la Commission prévoit également une imposition analogue à
celle des cigarettes pour les produits du tabac concurrents, tels que le
tabac fine coupe, de manière à prendre en compte les préoccupations
croissantes sur le plan de la santé. La proposition de la Commission
prévoit également d'ajuster en fonction de l'inflation les montants
minimums spécifiques des taxes frappant les cigares, les cigarillos et les
autres tabacs à fumer. La Commission a présenté ces propositions à la suite
d'une étude sur la fiscalité des produits des tabacs, qui démontrent que
les différences entre les taux d'accises appliqués par les Etats membres
aux produits du tabac perturbent le bon fonctionnement du marché intérieur.
Les modifications sont également nécessaires pour réaliser les objectifs
plus larges du Traité, à savoir la protection de la santé, ainsi que pour
préserver les recettes fiscales des Etats membres.
[03] European Social Fund : Anna Diamantopoulou approves the Equal
Programme aimed at boosting equality on Greece's labour market
The European Commissioner for Employment and Social Affairs Anna
Diamantopoulou today signed the decision approving the new programme under
the Community's 'Åqual' Initiative for 2000-2006. The European Social Fund
monies being made available under the Programme, and earmarked for
combating discrimination and inequality on the job market, come to euro
104.1 million. The total budget of the Greek programme amounts to euro
138.8 million, of which euro 34.7 million will be public funding from the
Greek authorities and euro 104.1 million from the European Union.
[04] La Commission vise à faciliter la restructuration du secteur laitier
aux Açores
Afin d'appliquer les conclusions de la Présidence adoptées à l'issue du
Sommet des chefs d'Etat et de gouvernement réunis à Nice en décembre 2000,
la Commission européenne vient d'adopter une proposition visant à exonérer
les producteurs de lait des Açores du paiement du "prélèvement
supplémentaire" s'ils dépassent leur quota, pour un montant qui correspond
à la partie de leur production destinée à couvrir la consommation locale
aux Açores. Selon les chiffres actuellement disponibles, cette mesure,
strictement confinée aux Açores, concernerait un maximum de 73.000 tonnes
de produits laitiers convertis en équivalent-lait. Elle devrait créer les
conditions favorables à une poursuite de la restructuration du secteur dans
l'archipel sans interférer dans le marché des produits laitiers et sans
affecter sensiblement le bon fonctionnement du régime du prélèvement aux
niveaux portugais et communautaire. La proposition vient en complément à la
modification proposée par la Commission en novembre au règlement du Conseil,
portant mesures spécifiques concernant certains produits agricoles en
faveur des Açores et de Madère (règlement "POSEIMA").
[05] Agreement signed between the UN and the EU on the third United Nations
Conference on the least developed countries
The Secretary-General of UNCTAD, Mr Rubens Ricupero, and the European
Commissioner in Charge of Development and Humanitarian Aid, Mr Poul Nielson,
have signed an agreement between the United Nations and the European Union
on arrangements for the Third United Nations Conference on the least
developed countries. The agreement establishes the conditions for the
organisation of the conference, which will be hosted by the EU in the
European Parliament building in Brussels from 14 to 20 May 2001.
[06] Poul Nielson in Gabon to attend ACP-EU Joint Parliamentary Assembly
and meet President Bongo
Mr Poul Nielson, European Commissioner for Development and Humanitarian Aid,
will visit Gabon from the 16 -20 March, attending the second session of the
ACP-EU Joint Parliamentary Assembly in Libreville. The Commissioner will
use this visit to Gabon to meet President Bongo and discuss EU-Gabon
cooperation, in particular regional integration, good governance and the
fight against poverty. Mr Nielson and Mr Bongo will also discuss the
situation in Congo-Brazzaville, where Mr Bongo is a mediator, and in the
Great Lakes Region. The Commissioner will also visit some EU-funded
projects, such as the ECOFAC Gabon (forestry project) and the Lalara Mitzic
regional road. He will sign, together with the Minister for Planning, the
financing agreement of a newly adopted transport project (rehabilitation of
road and bridge construction) for an amount of euro 14 million. This
project will serve to considerably improve movement between Gabon, Cameroon
and Equatorial Guinea, giving a boost to the economies of the Central
Africa Region through regional transport integration.
[07] La Commission organise une audition publique sur la Gouvernance
européenne : Vers une meilleure utilisation de la subsidiarité et de la
proportionnalité (le 16 mars 2001)
En février 2000, la Commission européenne a fait de la promotion de
nouveaux modes de gouvernance l'une des priorités clés de son mandat afin
de rendre l'élaboration des politiques européennes plus transparente et
plus démocratique. La nécessité de renforcer la légitimité du processus
d'intégration européenne est au cœur de cet exercice. La Commission
européenne élabore actuellement un Livre blanc sur la gouvernance
européenne, qui portera essentiellement sur la manière d'améliorer
l'exercice des compétences au niveau européen, dans le respect des
principes de subsidiarité.
[08] Margot Wallström sets out business agenda for sustainable development
(! embargo 3 pm !) In a speech in London today, European Environment
Commissioner Margot Wallström called on EU leaders to "complement the
Lisbon Strategy with a new sustainable development agenda". She referred to
the decisions taken by the European Council in Lisbon last year to push
forward economic reform, and the Commission's intention to propose an EU
strategy for sustainable development to the Göteborg European Council in
June. "Sustainable development is about building on the political
commitment set out at Lisbon." Market reform, more competition and
technological innovation "are a good recipe also for environmentally
sustainable development", Mrs Wallström said. She called on business "to
take up their responsibility for sustainable development as partners in
what I hope will become a broad social and political coalition for the
future".
