[01] Fisheries negotiations EU / Morocco : some major obstacles still
remain
After several negotiations on a technical level concerning future
cooperation in fisheries between the EU and Morocco both parties found
themselves in a deadlock over vital questions. The European Council of Nice
therefore asked the Commission to start a final political attempt to
deblock the negotiations for an agreement. European Commissioner for
Agriculture, Rural Development and Fisheries, Franz Fischler, met with
Prime Minister Abderahmane El Youssoufi, Fisheries Minister Said Chbaatou
and Secretary of State Taieb Fassi-Fihri on 3rd January 2001 in Rabat in
order to seek a compromise on the complex issues pertaining to a possible
fisheries agreement between the EU and Morocco. The talks were constructive
and the parties identified the existing difficulties and tried to resolve
those difficulties in the following negotiations. Notwithstanding the
intensive nature of these discussions lasting more than 10 hours key issues
still remain to be resolved. Therefore Commissioner Fischler will be back
in Rabat to meet with the Moroccan government on the 8th and 9th January
2001 to try to resolve the outstanding issues. In the meantime discussions
on technical level are ongoing in Rabat. "Negotiations continue to be
extremely difficult for both sides and some major obstacles still remain",
Commissioner Fischler stated.
[02] Excédent de 3,7 milliards d'euros du commerce extérieur pour la zone
euro en octobre 2000 ; déficit de 5,8 milliards d'euros pour l'UE15
(! embargo 12h00 !) D'après les premières estimations d'Eurostat pour le
mois d'octobre, la zone euro a enregistré un excédent du commerce extérieur
de 3,7 milliards d'euros avec le reste du monde, comparé à +7,0 milliards
en octobre 1999. Le déficit (révisé) enregistré au mois de septembre était
de 0,4 milliard, par rapport à un excédent de 1,3 milliard en septembre
1999. Les premières estimations du solde des échanges extra-UE15 pour le
mois d'octobre conduisent à un déficit de 5,8 milliards d'euros, par
rapport à -0,6 milliard en octobre 1999. Au mois de septembre, le déficit
(révisé) était de 8,9 milliards, contre -4,4 milliards en septembre 1999.
