  • [01] La Commission autorise la création d'une entreprise commune entre Corus et Cogifer

    La Commission européenne a autorisé une opération par laquelle Corus Group plc, entreprise du groupe British Steel, et Cogifer (Compagnie générale d'installations ferroviaires), une filiale française de De Dietrich & Cie, créent une entreprise commune en vue de la fabrication et de la vente d'aiguillages et de passages à niveau au Royaume-Uni. La Commission a constaté que l'opération ne soulevait pas de préoccupations en matière de concurrence sur le marché britannique, où elle ne crée pas de chevauchements, ni dans le reste de l'Union européenne.

    [02] Commission clears a joint venture between Repsol and Borealis

    The European Commission has cleared a proposed joint venture between Spanish undertaking Repsol Química S.A. and Borealis A/S of Denmark. The 50/50 joint venture, which will combine the parties' polyolefins businesses and related assets in the Iberian Peninsula, does not raise any competition concerns.

    [03] La Commission autorise SAir Group, REWE et Oppenheim à prendre le contrôle en commun de LTU

    La Commission européenne a autorisé le projet par lequel le groupe aéronautique suisse SAirGroup, le groupe REWE, ainsi que la banque Sal. Oppenheim, entendent acquérir le contrôle de la compagnie aérienne allemande LTU. L'opération ne soulève aucun problème de concurrence, étant donné que SAirGroup détient déjà une participation dans LTU, qui demeurera inchangée, et que les nouveaux actionnaires ne sont pour l'instant pas présents dans le transport aérien.

    [04] La Commission approuve l'achat par Peugeot de Sommer Allibert

    La Commission européenne a approuvé un accord selon lequel le groupe automobile français Peugeot SA acquiert l'activité équipement automobile de l'entreprise française Sommer Allibert. L'accord présente des chevauchements pour ce qui concerne l'équipement automobile en tableaux de bord, panneaux de portes et pare-chocs, mais ne suscite pas de problèmes de concurrence.

    [05] Statut de la société européenne : la Commission accueille favorablement l'accord politique dégagé au sein du Conseil

    La Commission européenne a accueilli favorablement l'accord politique qui s'est dégagé au sein du Conseil des ministres de l'Union européenne ce 20 décembre sur le règlement visant à établir un statut de la société européenne et sur la directive connexe concernant la participation des travailleurs des sociétés européennes. Si le Parlement européen approuve les textes arrêtés par le Conseil, la société européenne (désignée sous son nom latin de "Societas Europaea" ou SE) deviendra réalité quelque 30 ans après une première proposition. Ce statut donnera aux entreprises qui opèrent dans plusieurs Etats membres la possibilité de se constituer en société de droit communautaire et d'évoluer comme un opérateur unique dans toute l'Union en appliquant un jeu unique de règles et un système unique de gestion de l'entreprise et de publication de l'information financière, évitant ainsi de devoir se conformer à la législation nationale de chaque Etat membre où elles comptent une filiale. A ces entreprises qui opèrent à l'échelle du marché intérieur, la société européenne offre donc la perspective d'une réduction de leurs coûts administratifs et d'une structure juridique adaptée au grand marché sur lequel elles évoluent.

    [06] Franz Fischler welcomes Council decision designed to end the banana dispute

    Yesterday, the Agriculture Council adopted the European Commission's proposal for a new import system for bananas. It was decided to implement a transitional tariff quota regime on the basis of a "first come, first served (FCFS)" system. This system was suggested by several parties, including notably the US. The regulation should come into force on 1 April 2001. However, there is a possibility for the Commission to defer this date until 1 July, if the technical preparation by Member States customs authorities to apply the first come first served system cannot be completed by that time. The Council agreed that the tariff quotas are a transitional measure leading to a flat tariff in 2006 at the latest. Before a flat tariff can be applied, the Commission will have to conduct negotiations with the main banana suppliers under Article XXVIII of the GATT. The result must then be approved by the Council. The details of "first come, first served" will now be laid down in an implementing regulation which will be submitted to the Banana Management Committee for formal "opinion", after which the Commission will take an appropriate decision.

    [07] La Commission propose de nouvelles valeurs limites pour les émissions provenant des engins mobiles non routiers

    La Commission européenne a adopté une proposition relative à des mesures destinées à limiter les émissions de polluants atmosphériques provenant de petits engins mobiles non routiers munis de moteurs à combustion interne. Les types de moteurs couverts par ces dispositions sont, par exemple, ceux qui équipent les tondeuses à gazon, les tronçonneuses, les débroussailleuses, les taille-haies, et les équipements de déneigement. Cette proposition contribuera à la réduction des émissions de composés organiques volatils et, de ce fait, à la limitation de la formation d'ozone troposphérique, qui est un des principaux problèmes de pollution atmosphérique auquel l'UE doit encore s'attaquer dans le cadre du programme Auto-Oil 2.

    [08] Commission decides that pesticide lindane may not be used as a plant protection product

    The European Commission has today adopted a Decision not to include lindane in Annex I to Council Directive 91/414/EEC on the placing of plant protection products on the market. This effectively means that Member States have to withdraw all authorisations of plant protection products containing lindane as an active substance. The Commission Decision was taken in the framework of an evaluation process of the risks to health and environment of this and many other substances used in plant protection products as foreseen under the Council Directive. The evaluation of lindane was made by the Commission and the Member States on the basis of a dossier submitted by lindane's producers. The evaluation found that there was insufficient data to demonstrate that products containing lindane could be used safely - particularly in the areas of the safety of workers handling the substance and the environment.

    [09] Commission supports fight against violence to women and children

    The European Commission has granted aid worth euro 5 million under the Daphne programme to help finance 47 projects aimed at combatting violence against women and children. There are projects in all 15 Member States of the European Union, and for the first time several candidate countries and EFTA States are also involved. The aid, which is drawn from the EU's 2000 budget, is for projects starting in 2001. In each case an average of four to five Member States will be taking part.

    [10] Les citoyens européens doivent être mieux informés sur leurs droits de vote et d'éligibilité

    La Commission européenne invite les Etats membres à tout mettre en œuvre pour mieux informer les ressortissants communautaires qui résident sur leur territoire sans en avoir la nationalité sur leurs droits de vote et d'éligibilité. Cette initiative se base en outre sur la constatation de leur faible participation lors des dernières élections du Parlement européen.

    [11] Philippe Busquin reacts to the UK Parliament's vote on therapeutic cloning

    "I am glad to see that parliaments and politicians are discussing research publicly and are thus giving science its proper place on the political agenda", said European Research Commissioner Philippe Busquin at the occasion of the debate and vote in the British Parliament on therapeutic cloning. "Advances in genetics and in life sciences in general hold many prospects for improving our health and fostering our economic and social development in the next century. We need a dialogue between science and society in Europe on this progress in life sciences, the ethical questions raised, and how to responsibly use the research results", he added.

    [12] EU allocates additional funds to Turkey for the pre-accession strategy

    EU ministers today adopted a European Commission proposal to provide Turkey with a euro 135 million grant during a three-year-period. The adoption of this regulation is a direct consequence of the conclusions of the Helsinki European Council on December 1999. At that time the Heads of State and Government stated that Turkey is a candidate country designated to join the Union and that Turkey, like other candidates countries, will benefit from a pre-accession strategy. Enlargement Commissioner Günter Verheugen - in charge of the enlargement process - underlined that "EU's financial support is essential to provide financial assistance to support and stimulate the implementation of the newly adopted Accession Partnership".
