  • [01] Structural Funds : Commission approves Swedish Objective 2 single programming documents for Norra, Västra, Södra and Öarna for the period 2000-2006

    The European Commission has approved in principle the draft single programming documents (SPD) for regional development for the Swedish Objective 2 areas of Norra, Västra, Södra and Öarna over the period 2000- 2006. The programmes target areas facing structural difficulties and are supported by euro 423 million of EU financing, of which 44% will be earmarked for Norra (185 million), 29% for Västra (124.5 million), 20% for Södra (83.5 million) and 7% for Öarna (30 million). Combined with funding from national sources, the total support mobilised for new investment is around euro 1.5 billion in the four Objective 2 areas, of which almost one third will be co-financed by the private sector. The new programmes are expected to lead to the creation and maintenance of 29400 jobs, and to support the development of 5800 new businesses.

    [02] Un transport urbain revitalisé : 50 millions d'euros pour les villes pionnières

    La Commission européenne alloue 50 millions d'euros au soutien des villes pionnières du développement du transport urbain. "Au carrefour des débats politiques et de la recherche appliquée, la Commission a décidé de concentrer son effort de financement au soutien des villes pionnières dans le développement du transport urbain", a déclaré Loyola de Palacio, Vice- Présidente de la Commission en charge de l'Energie et des Transports. Cette nouvelle initiative, CIVITAS (CIty VITAlity Sustainability), soutiendra les meilleures propositions de développement de transport urbain intégrées et innovantes présentées par des villes européennes engagées. La Commission veut ainsi encourager les alternatives compétitives à l'utilisation de la voiture individuelle dans les centres urbains et lutter contre la congestion et pollution croissante des villes européennes.

    [03] La Commission propose la reconduction des programmes de coopération avec les Etats-Unis et le Canada dans l'enseignement supérieur et la formation professionnelle

    La Commission européenne a adopté les propositions de décision du Conseil concernant les accords entre l'Union européenne, les Etats-Unis et le Canada pour la période 2001-2005. La signature des nouveaux accords devrait avoir lieu lors des sommets entre l'UE et les Etats-Unis le 18 décembre à Washington et entre l'UE et le Canada le 19 décembre à Ottawa. La conclusion définitive des accords est prévue pour le mois de février, après avis du Parlement européen.

    [04] Signature of the project "Social and Economic Development Fund", Lebanon

    The European Commissioner in charge of Development Cooperation and Humanitarian Aid, Poul Nielson, has signed a Financing Agreement for the amount of euro 25 million for the "Social and Economic Development Fund" project in Lebanon. The purpose of the project is to reduce poverty by providing vulnerable groups in Lebanon with better access to social services, particularly in rural areas, and by generating employment and incomes through stimulating the local economy and small-scale businesses. This goal is to be achieved by creating the Fund and an autonomous institutional structure within government to manage and direct a viable social strategy at a time of economic transition and adjustment.

    [05] David Byrne opening Swedish Consumer Fair and starting off food safety campaign

    European Commissioner for Consumer and Health Protection David Byrne opened the Consumer's Fair Konsumentmässan HandlingsKraft in Sollentuna today together with the Swedish Consumer Affairs Minister Britta Leijon. He also kicked off the work on a campaign aiming to educate the Swedish population and in particular young adults and teenagers on food safety issues. The Commissioner met at the Consumer Fair with representatives of Bilda Förlag, a major publisher of education materials in charge of the coordination of the campaign, and with the Swedish Consumer Association, one of their main partners. Mr Byrne welcomed the campaign proposals as exemplary, and emphasised the importance of educational efforts in realising the objective of food safety 'from the farm to the fork'.

    [06] Competition policy for the 21st century

    (! embargo 4 pm !) In a speech today to the Fordham corporate law conference in New York, European Commissioner for Competition Mario Monti will stress the challenges facing antitrust regulators worldwide in terms of policing corporate alliances in the New Economy and of adapting to the globalisation trend. Mr Monti is expected to say that the Internet and new technologies in general are a "potential ally for competition" insofar as they contribute to the integration and transparency of markets, but an ally that needs to be monitored to avoid creation of gate-keepers and monopolies. Mr Monti will also renew Commission calls for greater cooperation between antitrust authorities both at bilateral and multilateral level to answer the problems posed by the increased internationalisation of the world's economies. "Consumers and companies alike are increasingly citizens of a globalised economy... This requires each competition authority, and all of us collectively, to globalise our thinking first, then our basic approaches, perhaps one day our instruments", he says.

    [07] Sport et droit communautaire au menu du Forum européen du sport (Lille, 26 et 27 octobre 2000)

    Organisé par la Commission européenne et la Présidence française, ce forum réunit plusieurs ministres et délégués des Etats membres de l'UE et des pays candidats à l'adhésion avec les représentants des organisations sportives. Les discussions porteront sur la prise en compte du caractère spécifique du sport par le droit communautaire, la lutte contre le dopage, la protection des jeunes athlètes, les droits de télévision liés aux manifestations sportives, les conséquences d'Internet dans le sport et l'intégration des nouvelles technologies par les organisations sportives.

    [08] Commission organises a public hearing on PVC on 23 October 2000

    The European Commission is organising a public hearing on PVC on 23 October 2000 in the Borschette Conference Centre in Brussels. Environment Commissioner Margot Wallström and Enterprise Commissioner Erkki Liikanen will be present to open this first Europe-wide public hearing on the environmental issues of PVC. The hearing is part of the public consultation process launched with the Commission's adoption of a Green Paper on the environmental issues of PVC (See also IP/00/838) on 26 July 2000, with a view to proposing a comprehensive EU strategy early in 2001. The consultation period will terminate by the end of November 2000. 250 participants from all stakeholder groups will attend the public hearing : the European Parliament, the Economic and Social Committee, the Committee of the Regions, Member States, industry, consumers, trade-unions and NGOs. Following the adoption of the Green Paper on 26 July, Mrs Wallström declared : "PVC waste is likely to increase by 80% by 2020. This is a problem we must address now. The Green Paper is a major step in launching for the first time a Europe-wide public consultation on the environmental issues of PVC, which is one of the most widespread plastics in use today. We look forward to hearing the views of industry, NGOs, the European Parliament, and the Member States themselves." Mr Liikanen added : "We also have to address the environmental issues posed by certain additives used in PVC. It is important for us, at this stage, to keep an open mind on the options outlined in the Green Paper. A range of measures is available to implement a EU strategy on PVC and will have to be considered during the consultation process. The public hearing is an essential part of this process".     [09] Annuaire statistique des régions 2000 - l'identité des régions de l'UE à travers les chiffres

    (! embargo 12h00 !) L'édition 2000 de l'annuaire statistique des régions de l'UE, publiée aujourd'hui par Eurostat, constitue une source d'information essentielle pour tous ceux qui souhaitent comparer la situation économique et sociale de leur région avec celle des autres régions de l'UE ou, tout simplement, mieux connaître l'UE. L'annuaire des régions combine cartes, graphiques et commentaires sur papier pour les 211 régions du niveau 2 de la nomenclature européenne, et données de base sur CD-ROM. La publication offre au lecteur les données régionales les plus récentes en matière d'agriculture, de population, de Produit Intérieur Brut, d'emploi, de chômage, de recherche et de développement, de tourisme et de transports. Elle présente également les corrélations existantes au niveau régional entre un certain nombre d'indicateurs clés tels que, par exemple, le niveau d'emploi dans le tertiaire et le PIB par habitant, ou le taux d'emploi et la migration interrégionale.
