  • [01] La Commission envisage d'autoriser certaines dispositions de Visa et d'en contester certaines autres

    La Commission européenne a l'intention de prendre une position favorable à l'égard de certaines dispositions du système de cartes de paiement de Visa International, en particulier de la règle de non-discrimination. Il s'agira de la première décision prise par la Commission en matière de droit de la concurrence dans le domaine des cartes de crédit internationales. Dans le même temps, la Commission a adressé à Visa International une communication des griefs concernant la commission interbancaire qu'elle applique, pour le motif que celle-ci constitue un accord restrictif de fixation collective des prix.

    [02] Commission clears purchase by General Mills of Pillsbury from Diageo

    The European Commission has authorised an operation whereby US-based company General Mills Inc acquires sole control of Pillsbury Company, also from the United States. Both companies are active in packaged consumer foods but their range of products is largely complementary, thus resulting in little changes to the present competitive structure in Europe.

    [03] La Commission autorise la fusion entre Vivendi, Canal+ et Seagram sous réserve de conditions

    La Commission européenne a approuvé l'acquisition de Seagram par le groupe de télécommunications et de médias français Vivendi et sa filiale Canal+. Suite à cette fusion, il existait de sérieux doutes que Vivendi/Canal+ puissent renforcer leur position dominante sur les marchés de la télévision à péage en France, Espagne, Italie, Belgique et aux Pays-Bas et deviennent dominants sur le même marché dans les pays nordiques. La mise sous le même toit du contenu musical d'Universal et du portail multi-accès de Vivendi, Vizzavi, soulevait également de doutes sérieux. Mais Vivendi a éliminé ces doutes en proposant des engagements importants et notamment de vendre sa participation dans le capital de BSkyB et de garantir l'accès aux films d'Universal pour d'autres opérateurs de télévision à péage.

    [04] EU animal transport rules to be applied in Slovenia

    David Byrne, European Commissioner for Health and Consumer Protection, today welcomed the implementation in the Republic of Slovenia, of EU rules on the welfare of animals during transport. The Slovenian government will, as of 16 October, start to carry out inspections and controls on cross border transport of animals to verify compliance with the relevant EU legislation on transport conditions and travel times, as incorporated into national Slovenian law. The initiative of the Slovenian government comes in response to the action plan for short term improvements concerning the protection of animals during long-distance transport, presented by David Byrne in May this year to all candidate countries.

    [05] First negotiating session on the WHO Framework Convention Tobacco Control

    The European Commission will participate in the first negotiating session on the WHO Convention on Tobacco Control which starts today in Geneva. The EU Member States have mandated the European Commission to negotiate on its behalf in areas of EU competence. The World Health Organisation has proposed the creation of a WHO Framework Convention on Tobacco Control. This could address some key issues such as cross-border advertising, sponsorship and promotion of tobacco, often targeted at the developing world and transition economies. David Byrne, Commissioner for Health and Consumer Protection welcomed the start of negotiations and underlined the importance attached by the EU to this convention. "I remain convinced that one of the major health challenges of the new millennium is to reduce the appalling and entirely preventable death toll from smoking", he said.

    [06] La Commission participe au premier forum industriel sur l'élargissement

    Au forum industriel sur l'élargissement à Paris le 26 octobre 2000, des représentants de l'industrie de l'Union européenne et des pays candidats auront l'occasion de formuler des questions et des recommandations concrètes aux autorités nationales et à la Commission européenne concernant plusieurs des problèmes les plus sensibles pour les entreprises liés à l'élargissement. L'objectif de ce forum est de promouvoir le dialogue entre l'UE et les secteurs privés des pays candidats, et d'impliquer les entreprises dans le processus d'élargissement. Le secteur privé joue un rôle clé dans les mutations industrielles, la diffusion de l'information et la promotion de solutions efficaces et favorables à la croissance pour ce qui touche à "l'acquis communautaire" dans les pays candidats. Le forum est organisé par le mouvement des entreprises de France (MEDEF) en collaboration avec l'UNICE et avec le soutien de la Commission.

    [07] Le Premier Ministre de Madagascar, Tantely Andrianarivo, en visite chez Poul Nielson

    Aujourd'hui à 17h, le Commissaire européen chargé du Développement et de l'Aide humanitaire, M. Poul Nielson, recevra le Premier Ministre de Madagascar, M. Tantely Andrianarivo. Le principal sujet de cette rencontre sera la coopération entre l'UE et Madagascar, un partenariat basé sur la Convention de Lomé qui régit les relations entre l'UE et les 77 pays d'Afrique, des Caraïbes et du Pacifique. A cette occasion, les deux partenaires signeront un accord de financement pour un programme de développement rural à Bemaraha d'un montant de 5 millions d'euros.

    [08] Statement by Anna Diamantopoulou at the World March for Women

    Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, made the following statement at the World March for Women which took place at Parc Cinquantenaire Brussels last Saturday : "Violence against women and poverty are great scourges of our society. In Europe alone, 80% of all poor people are women and children. One in three women is beaten up by her partner. A beaten woman will lose one out of five working years as a productive member of society. While poverty and violence are linked, violence against women can still be found at all levels of society. Governments have pledged at Beijing to take immediate action both against violence against women and female poverty. But not enough has been done. The Global March speaks to that fact. It is time to act immediately. The Commission stands ready to use the full extent of its powers to eradicate the scourge".
