    [01] Printemps 2000 : prévisions économiques 1999-2001

    L'évolution économique de l'Union européenne a été meilleure que prévu l'année dernière, les créations d'emplois ont été appréciables et l'assainissement budgétaire a progressé. En 2000, la croissance moyenne du PIB de l'UE devrait enregistrer une vive accélération et atteindre 3,4%. L'expansion pourrait se maintenir à 3,1% en 2001 parce que les données fondamentales restent saines et pour autant que le dosage global des politiques macroéconomiques demeure favorable. C'est pendant le premier trimestre de 2000 que la hausse des prix du pétrole fera le plus sentir ses effets sur l'inflation intérieure. Cet impact devrait s'atténuer par la suite. L'inflation moyenne dans la zone euro devrait se maintenir au- dessous de 2%. Les comptes publics continuent à se redresser et une partie de la manœuvre créée par les dividendes de la croissance est affectée à des réductions d'impôts.

    [02] The 2000 Broad Economic Policy Guidelines

    The European Commission has adopted a Recommendation on the Broad Economic Policy Guidelines (BEPGs) for the Member States and the European Union. The BEPGs are at the centre of the economic policy coordination process and provide the framework for the definition of the overall policy objectives and orientations of the Member States and the European Union. Pedro Solbes, Commissioner for Economic and Monetary Affairs, stressed that "the 2000 BEPGs provide an operational content to the conclusions of the Lisbon Special European Council. They set out a comprehensive strategy to deal with the four key challenges of the EU economy: the return to full employment, the transition to a knowledge-based economy, the impact of a rapidly ageing population and the improvement of social cohesion." The Commission recommends to press ahead with (i) growth and stability-oriented macroeconomic policies, (ii) the promotion of the development of knowledge- based economic activity, (iii) the implementation of deep, comprehensive economic reforms and (iv) the modernisation of social protection systems. Member States are "urged to seize the opportunity of an auspicious economic outlook to implement with resolve the strategy".

    [03] ESDP : Commission proposes Rapid Reaction Facility to mobilise civilian crisis instruments

    The European Commission is proposing the establishment of a Rapid Reaction Facility designed to enhance the European Union's civilian capacity to intervene fast and effectively in crisis points outside the EU. The EU could swiftly mobilise police, custom officers, judges and other non- military personnel for conflict prevention and crisis management.

    [04] La Commission définit sa politique concernant la gestion d'Internet

    La Commission européenne a élaboré des recommandations de base visant à améliorer la gestion future d'Internet. Ces recommandations portent en particulier sur la façon dont l'infrastructure d'Internet - entre autres le système des noms de domaine ".com" et ".gov" et celui des adresses IP (Internet Protocol) - est coordonnée au niveau international. La Commission propose aussi un code de conduite pour lutter contre le cybersquat. Son document de stratégie explore des façons de résoudre les litiges entre noms de domaine et de permettre un plus grand nombre d'adresses internet. Il suggère d'améliorer les relations entre utilisateurs privés et utilisateurs publics dans l'Union européenne et de veiller à ce que l'organisme à but non lucratif chargé de superviser l'enregistrement des noms de domaine soit géré selon des principes transparents et mondialement représentatifs.

    [05] La Commission renforce son appui au processus de démocratisation

    La Commission européenne a adopté une communication sur "l'assistance et l'observation électorales". Cette communication recense les différents moyens d'accroître l'efficacité des activités de l'Union européenne dans ce domaine et d'en améliorer la coordination. Mettant à profit les enseignements des actions antérieures, la communication fixe quelques lignes directrices ainsi qu'un cadre pour l'assistance et l'observation électorales qui seront fournies à l'avenir par l'UE, impliquant une coordination des activités de toutes les institutions de l'UE et des Etats membres, et notamment du Parlement européen. La communication énonce les critères en fonction desquels l'assistance et l'observation électorales seront décidées, afin de garantir que l'UE ne cautionne pas, par sa participation, des processus électoraux non démocratiques et entachés d'irrégularités. Dans sa communication, la Commission souligne l'importance de travailler en étroite collaboration avec d'autres organisations.

    [06] State aid still too high despite decrease, says annual survey

    The level of State aid granted in the European Union from 1996 to 1998 remains too high, the European Commission said in its eigth annual survey on state aid, despite a decrease to an annual average of euro 93 billion compared with euro 104.2 billion in the previous three-year period. The survey covers all sectors of the economy but analyses in particular the manufacturing sector, which absorbed euro 33 billion a year alone. Mario Monti, Competition Commissioner, stated : "The high levels of aid give rise to concern, even if the figures show a downward trend over the years".

    [07] Commission closes formal investigation procedure into unnotified state aid to System Microelectronic Innovation GmbH

    The European Commission has decided to close the formal investigation procedure in respect State aid measures amounting to DM 140.1 million awarded to System Microelectronic Innovation GmbH (SMI), Frankfurt/Oder/Brandenburg (Germany) with a final negative decision. As these measures are incompatible with the Treaty, the aid has to be recovered from the beneficiaries.

    [08] Commission approves shipbuilding aid schemes in Netherlands

    The European Commission has decided to approve the prolongation of a shipbuilding aid scheme for Dutch shipyards into the year 2000. It has also decided not to raise any objections to amendments in the application of general export credit arrangements to ships for the remainder of this year which will result in support being changed instead to direct grants to the exporting yards. Both schemes, when used alone or together, will respect the aid ceilings laid down in Council Regulation 1540/98 establishing new rules on state aids to shipbuilding.

    [09] Commission approves a loan and equity fund in Ireland - Western Investment Fund

    The European Commission has decided to approve the setting up of an Investment Fund in the Western Region of Ireland with the purpose of providing loans and equity to small and medium sized companies in seven counties (Donegal, Sligo, Mayo, Roscommon, Leitrim, Galway and Clare).

    [10] La Commission approuve une augmentation budgétaire d'aides d'urgence en faveur de deux régions italiennes

    La Commission européenne a décidé d'approuver une augmentation budgétaire de 75 millions d'euros (150 milliards de lires) en faveur des zones italiennes (Marche et Umbria) les plus touchées par le tremblement de terre de l'automne 1997.

    [11] Commission approves regional aid package for Denmark

    The European Commission has approved the regional development aid scheme for Denmark. With this approval, the Commission gives the green light to Danish plans to provide financial assistance for a wide range of business aid measures in the regions eligible under the Structural Fund.

    [12] La Commission autorise les aides notifiées par la France et les Pays- Bas en faveur du programme de recherche ITEA

    ITEA (Information Technology for European Advancement) est un programme Eureka de recherche et développement dans le domaine des technologies logicielles. Les régimes d'aides notifiés par la France et les Pays-Bas sont conformes à l'encadrement communautaire des aides d'Etat à la recherche et au développement.

    [13] La Commission approuve la carte espagnole des aides à finalité régionale pour la période 2000-2006

    La Commission européenne a approuvé la carte espagnole des aides à finalité régionale dont la population totale couverte ne dépassera pas 79,2% du total. La population bénéficiaire se répartit entre 58,4% pour les régions dont le PIB par habitant ne dépasse pas le seuil de 75% de la moyenne communautaire (régions relevant de l'article 87.3.a) et 20,8% pour les régions en meilleure situation relative et qui tombent sous le coup de l'article 87.3.c). Les régions bénéficiaires dans le premier cas comprennent l'Andalucía, la Galicia et Castilla - La Mancha.

    [14] Commission turns to the Court because of Germany's failure to recover WestLB state aid

    The European Commission has decided that the German Government has not correctly implemented the Commission's decision of 8 July 1999, regarding capital injected into Westdeutsche Landesbank Girozentrale (WestLB) by the Land of North Rhine-Westphalia between 1992 and 1998 which was provided on favourable terms. The state aid element involved amounted to euro 808 million and was to be recovered from WestLB at once. Since until now no such recovery has taken place the Commission decided to refer the matter to the European Court of Justice. It is important to note that the WestLB case is completely unrelated to the question of State guarantees to public banks or other State-owned enterprises. Regarding this issue talks have recently started between the Commission and the German authorities aiming at a solution which would maintain the public credit institutions as an important pillar of the German banking sector, under the full control of their public owners, while at the same time respecting the competition rules of the Treaty.

    [15] La Commission clôt la procédure concernant les rabais accordés par EDF à des papeteries

    La Commission européenne a décidé de clore la procédure concernant des rabais accordés par Electricité de France (EDF) à cinq papeteries après avoir conclu que ces rabais ne constituaient pas une aide d'Etat. La Commission a tenu compte du fait que les rabais avaient été accordés avant la libéralisation du marché de l'électricité et de la surcapacité dont souffrait EDF. Dans de telles circonstances, elle considère qu'EDF a agi comme l'aurait fait un opérateur privé puisque la compagnie a recouvert ses coûts variables et 57% en moyenne de ses coûts fixes.

    [16] Mesures en faveur de la production porcine en France

    La Commission européenne a adopté une décision finale partiellement négative concernant une série des mesures notifiées par la France en faveur de la production porcine. La Commission avait ouvert la procédure d'examen en mars 1999. La partie négative concerne premièrement une aide sous la forme d'un échelonnement des cotisations sociales personnelles et deuxièmement une prise en charge partielle des intérêts dus au titre de prêts bancaires. La partie finale positive de l'aide concerne la réactivation du système d'avances remboursables de la Caisse professionnelle de régulation porcine (Stabiporc).

    [17] Aides en faveur de "Centrale del Latte di Roma" en Italie

    La Commission européenne a arrêté une décision partiellement négative sur des aides d'Etat accordées à la "Centrale del Latte di Roma" (ACCL). La partie négative de la décision porte sur les dispositions d'annulation des pertes d'exploitation que ACCL a enregistrées entre 1992 et 1997. En ce qui concerne les producteurs de lait du Latium et la procédure de privatisation d'ACCL, la Commission a conclu que l'existence d'aides d'Etat n'était pas avérée.

    [18] La Commission pourrait imposer des amendes à Telefónica Media et Sogecable sur les droits du football en Espagne

    La Commission européenne a décidé aujourd'hui d'envoyer une communication de griefs à Telefónica Media S.A et à Sogecable S.A. concernant leur partage des droits de transmission sportive en particulier de la 'Liga' et Coupe ('Copa del Rey') espagnoles. La communication de griefs est le premier pas d'une procédure qui pourrait entraîner la suppression de l'immunité d'amendes dont profitent les parties après notification de l'accord le 30 septembre 1999. Après une analyse préliminaire de l'accord et des plaintes reçues, M. Mario Monti, Commissaire à la concurrence, considère que l'accord viole a priori les règles de concurrence communautaires. Par conséquent, sa position est qu'il n'est pas nécessaire d'attendre jusqu'à la fin des investigations pour retirer l'immunité contre les amendes dont bénéficie l'accord notifié.

    [19] EU research helps human body "repair itself" after an accident

    An alternative to genetic technologies such as cloning and gene therapy lies in the use of 'biomaterials', which can either replace or even help to rebuild the skin, bones or organs of the human body. Another new feature of medical treatment is to create models of a human skull so that complex surgical procedures can be simulated beforehand to avoid complications during the real operation. Tomorrow, European Commissioner for Research, Philippe Busquin, will present four research projects on this type of materials technology, followed by a visit to the company producing the surgical models that has grown in less than nine years from just a handful of employees to 110 today. Mr Busquin said he was "amazed at how quickly successes in this area translate into economical success and job creation, and how well materials technology blends with medicine".

    [20] January 2000 volume of retail trade up by 2.3% in the euro-zone and 3.0% in EU 15 compared to January 1999

    (! embargo 12 am !) According to a new monthly euro-indicator published today for the first time by Eurostat, the Statistical Office of the European Communities in Luxembourg, the volume of retail trade was up by 2.3% in the euro-zone and by 3.0% for the EU15 in January 2000 compared to January last year. Apart from Germany, where sales fell by 3.2% compared to January 1999, all other countries for which data are available registered more or less significant increases. Performance was strong in Spain (+8.6%), Sweden (+7.5%), Finland (+7.4%) and the United Kingdom (+6.3%). The growth rate was more moderate in the Netherlands (+3.9%) and relatively low in Italy (+1.1%). Compared to December 1999, January retail trade was up by 0.3% in both the euro-zone and the EU15. Among the different Member States for which data are available for January, sales increased quite significantly in Spain (3.0%). Finland and the United Kingdom also registered significant increases of 1.8% and 1.6% respectively. However, in Germany (-1.9%) sales fell for the third consecutive month.

    [21] Poul Nielson speaks out on the future of European development policy in the 21st century

    (! embargo 3 pm !) European Commissioner for Development Cooperation and Humanitarian Aid, Poul Nielson, today outlined his intentions for the future of European development cooperation policy at a high-level seminar in Berlin hosted by the German Federal Minister for Economic Cooperation and Development, Mrs Wieczorek-Zeul. Mr Nielson emphasised his commitment to poverty eradication as the central objective of EU development policy. He called for an increased focus of EU aid on those areas where the EU has clear comparative advantages and added value. As examples of such areas he mentioned trade and development, regional integration, macroeconomic policies, transport, food security and institution building. He stressed that only through concentration of its expertise and human resources in a few key areas could the Commission achieve real complementarity with Member States and other donors. Together with the Commission's forthcoming external relations reform, this was the only way to ensure that the Commission's development cooperation would achieve its objectives in an efficient manner and have a greater impact.
