    [01] La Commission approuve sa stratégie de réforme

    La Commission européenne a approuvé la stratégie de modernisation la plus ambitieuse depuis sa création il y a quarante ans. Ce schéma directeur pour la réforme est détaillé dans un plan d'action de 101 mesures, publié conjointement avec un calendrier qui identifie des dates butoir pour chacun des changements à mettre en œuvre. Cette décision confirme que le processus de réforme de la Commission respecte parfaitement son plan de route, tant en termes d'orientations que de contenu. L'objectif de cette réforme est d'équiper la Commission pour qu'elle puisse faire face le plus efficacement possible aux enjeux auxquels l'Europe est confrontée. L'adoption du Livre blanc "Réforme de la Commission européenne" fait suite à une période de consultation intense, avec le personnel de la Commission, qui a apporté une réponse substantielle et constructive, ainsi qu'avec le Conseil européen et le Parlement européen, qui ont tous les deux apporté leur soutien.

    [02] Commission calls for high-level political mandate at Lisbon to build an inclusive and job-rich Europe

    The European Commission agreed a package of three papers as part of the Commission's input to the Lisbon special summit in March. This package sets out a policy strategy for achieving full employment and social inclusion against the backdrop of the major social and technological changes sweeping through European society. The Commission intends to announce plans for a comprehensive programme to promote social inclusion in time for the June summit and urges heads of State and government in Lisbon to give backing to specific poverty targets : reducing the number of those living below the poverty line from 18% today to 15% by 2005 and to 10% by 2010 ; reducing child poverty by 50% by 2010.

    [03] CIG : la Commission présente une contribution complémentaire sur la réforme de la juridiction communautaire

    La Commission européenne présente une contribution sur la réforme du système juridictionnel européen - Cour de justice (CEJ) et Tribunal de première instance (TPI). Cette contribution, complémentaire à l'avis de la Commission du 26 janvier, prend en compte le rapport du Groupe de réflexion (rapport Due) remis le 4 février dernier. Elle propose des solutions à l'accroissement du contentieux communautaire : responsabilisation des juridictions nationales dans les procédures préjudicielles, compétences données au TPI pour les recours directs, adaptation de la composition de la CEJ et du TPI en fonction de la charge de ces institutions.

    [04] David Byrne welcomes Danish measures to remove specific risk materials in order to combat BSE

    European Commissioner for Health and Consumer Protection, David Byrne, met the Danish Minister for Food, Agriculture and Fisheries, Ritt Bjerregaard, only days after the first native case of BSE was confirmed in Denmark. Mr Byrne welcomed the Danish initiative to remove specific risk materials (SRMs) from cattle - a decision which is in line with the Commission's proposals. He encouraged other Member States to do likewise as SRMs are the most infective part of cattle. Mr Byrne also announced that BSE testing will be reinforced and the Commission will come forward with a proposal to this end in March/April.

    [05] Accord entre le Conseil et le Parlement sur le financement du programme Jeunesse

    Le comité de conciliation entre le Parlement européen et le Conseil des ministres est parvenu à un accord sur le financement du programme Jeunesse de l'Union européenne à un niveau de 520 millions d'euros sur sept ans, pour 2000-2006. La durée du programme Jeunesse a ainsi été alignée sur celle des autres programmes relevant du champ de l'éducation, de la formation et de la jeunesse (Socrates et Leonardo da Vinci). L'accord acquis en conciliation, après une longue négociation, doit encore être définitivement approuvé par le Parlement à la majorité absolue et par le Conseil à la majorité qualifiée. Avec 520 millions d'euros pour sept ans, le nouveau programme donne une impulsion nouvelle à l'action de l'UE en matière de jeunesse et consolide la coopération européenne en matière d'éducation informelle. La Commission européenne estime qu'environ 150.000 jeunes par an pourront, à travers des activités d'échanges, de service volontaire, d'initiatives jeunes ou d'autres, vivre une expérience dont le caractère formateur contribuera à leur développement personnel et à leur intégration en tant que citoyens actifs dans une société européenne en évolution constante. Utilisé comme instrument de la stratégie de pré- adhésion, le programme sera ouvert aux pays candidats. Le programme prévoit également la possibilité de mener certaines activités avec la participation d'autres pays tiers.

    [06] Flooding in Mozambique

    The European Commission is following with great concern the emergency situation in Mozambique. The continuing torrential rains throughout the southern Africa region, aggravated by the cyclone Eline, have led to displacement of large numbers of people and there has been considerable damage to housing and infrastructure. Several people have lost their lives and many have disappeared or been injured. Development and Humanitarian aid Commissioner Poul Nielson is currently in Mozambique together with the Portuguese Secretary of State to assess the situation. ECHO last week decided to allocate euro one million for flood relief, of which euro 600, 000 will be disbursed through the Spanish Red Cross, 150,000 through MSF Luxembourg both for operations in Mozambique, and 250,000 to Botswana through the German Red Cross. These NGOs will address the most urgent need which is to move people in danger to more secure areas, as well as providing health care, water and sanitation. ECHO is currently preparing a second decision for a further euro 2 million. A third decision will be considered in the light of the mission of Commissioner Nielson.

    [07] Pascal Lamy to visit India

    European Commissioner for Trade, Pascal Lamy, will arrive in India on 2 March for an official visit which will last until 8 March. He will visit Bombay and New Delhi. Mr Lamy is scheduled to meet Indian Prime Minister Vajpayee, Foreign Affairs Minister Jaswant Singh, the Trade & Industry Minister Murasoli Maran, and Finance Minister Yashwant Sinha. He is also due to meet the Governor of the Reserve Bank of India, Dr. Bimal Jalan. The Commissioner will speak to the Indian business community in Mumbai (March 3) and Delhi (March 6). He will also visit the Indian Institute of Foreign Trade, New Delhi, and meet representatives of India's civil society. This is the first visit to India by a member of the new Commission which took office in September 1999. The 15-member European Union is India's largest trading partner accounting for almost 30% of India's India's exports and imports. The EU is traditionally the largest source of foreign direct investment into India as also India's biggest partner in development cooperation. This visit assumes significance in view of the EU's efforts to re-launch the WTO negotiations as soon as possible. Mr Lamy will try to identify common ground for re-launching the process towards a new round stalled at Seattle in December 1999.
