[02] WTO appellate body confirms that US export subsidies breach International Trade Rules

Today, the WTO Appellate Body confirmed that US subsidies to exports (via the Foreign Sales Corporation (FSC) scheme) breach WTO rules. FSC subsidies assist US exports worth around $250 billion, giving US companies an unfair advantage and creating major distortions of international trade. The US budgetary cost of the subsidy is around $3.5 billion each year.

[03] Laos : Commission approves euro 1.14 million in aid for relocated villagers

The European Commission has made available aid worth euro 1.14 million for Laotian villagers whose relocation has exposed them to unexpected health hazards. The aid, channelled via the European Commission Humanitarian Office (ECHO), will enable European non-governmental organisations to improve the availability of food, water/sanitation and healthcare pending more permanent solutions to the situation.

[04] Mozambique, Botswana : Commission approves euro 1 million for flood victims

The European Commission has cleared emergency aid worth euro one million for victims of floods in Mozambique and Botswana. The aid, channelled via the European Commission Humanitarian Office (ECHO), will enable the Spanish Red Cross, German Red Cross and Medecins sans Frontieres-Luxembourg to carry out emergency relief operations over the next six months. Southern African has been struck by heavy rains, resulting in widespread flooding. Mozambique and south-eastern Botswana have been particularly badly hit. Around 200,000 people have been affected in Mozambique, and some 25,000 in Botswana. This funding will cover the supply of materials for temporary shelter, food distribution, basic health care and some preventive measures to curb epidemics, provision of drinking water and sanitation measures.

[06] New contributions in the areas of education, training and youth and culture

The latest issue of Le Magazine, published by the European Commission's new Directorate-General for Education and Culture, gives an overview of the second phase of EU programmes now being launched in the areas of education (Socrates), training (Leonardo da Vinci), youth (Youth) and culture (Culture 2000). Together with initiatives in sport, language learning and the audiovisual sector, including cinema and television, these programmes reflect the Commission's aim to respond more closely to the everyday interests of the people of Europe. "Making the best of Europe's vast potential for all kinds of education and culture", Commissioner Viviane Reding writes in the editorial, "is an exciting, relatively new field of EU cooperation which I very much look forward to developing". Le Magazine is available in French, English and German editions from the Education and Culture DG, 5-7 rue Belliard, 1049-Brussels. Fax: +32 2 296 4259. E-mail: eac-info@cec.eu.int.
