[01] Adapter les institutions pour réussir l'élargissement - contribution
de la Commission à la préparation de la CIG
(! embargo 14h30 !) Le Président de la Commission européenne, Romano Prodi,
et le Commissaire chargé notamment de la prochaine conférence
intergouvernementale sur la révision des traités, Michel Barnier, ont
présenté à la Commission une contribution au rapport de la Présidence sur
la prochaine révision des traités. Cette contribution porte sur les enjeux
et la méthode de travail de la conférence, qui sera ouverte au début de
l'année 2000. Pour la Commission, l'Union européenne doit se préparer à
accueillir un grand nombre de nouveaux Etats Membres et stabiliser
durablement son système institutionnel. La Commission invite à entreprendre
toutes les réformes institutionnelles nécessaires au fonctionnement d'une
Union élargie et à entamer les négociations le plus tôt possible après le
Conseil européen de Helsinki.
[02] Commission launches a comprehensive review of the regulatory framework
for electronic communications
The European Commission adopted a package of four Communications to launch
a review of the current regulatory framework for electronic communications.
This process will be the cornerstone for maintaining and improving Europe's
competitive position in the Information Society. To respond to rapid
technological changes in this field, Europe needs to adapt its regulatory
framework. The current regulatory framework has already allowed bringing
substantial competition into the markets for telecommunications services.
[03] Commission proposes reform of flax and hemp sector
The European Commission has adopted a proposal for a wide ranging reform of
the flax and hemp regime. The sector has experienced a sharp subsidy-driven
rise in areas sown without any comparable increase in market demand,
leading to soaring EU expenditure, which rose from euro 74 million in 1995
to euro 158 million in 1999. The reform is structured around two proposals
for Council Regulations. The first would include flax and hemp in the
general aid scheme for arable crops, aligning the aid per hectare with aid
rates for linseed. The second, in order to ensure continued production by
those outlets worthy of support, would introduce supplementary assistance
in the form of processing aid for straw of flax and distinguishing between
high quality long fibre flax and low quality short fibre flax and hemp. The
rarely used measures for private storage and promotion would be abolished.
The reform is to enter into force on 1 July 2000.
[04] La Commission recommande l'abrogation de la décision du Conseil
relative à l'existence d'un déficit excessif en Grèce
Conformément à l'article 104, paragraphe 13, du traité, la Commission
européenne a approuvé une recommandation au Conseil des ministres en vue de
l'abrogation de sa décision du 26 septembre 1994 relative à l'existence
d'un déficit excessif en Grèce. Le déficit des administrations publiques a
été ramené de 13,8% du PIB en 1993 à 4,0% en 1997 et à 2,5% du PIB en 1998,
ce qui est donc inférieur à la valeur de référence de 3% fixée dans le
traité. Il devrait encore continuer à diminuer l'année prochaine et l'année
suivante. Le Conseil Ecofin statuera à la majorité qualifiée sur la
recommandation de la Commission lors de sa réunion du 29 novembre.
[05] Commission decides to simplify award of contracts within framework of
cooperation programmes with third countries
The European Commission adopted a decision aiming to simplify, harmonise
and procure more transparent procedures for awarding contracts in the area
of external relations. There are currently more than 40 different current
tendering procedures, used within the framework of numerous external aid
programs (Phare, Tacis, Obnova, Meda, Ala, EDF, etc.). These will be
progressively replaced, as of the beginning of the year 2000, by eight
simplified procedures for the procurement of services, works and supplies,
applicable to all EU-financed contracts worldwide. The transparency of
procedures for the award of contracts will be considerably improved, due to
the publication of the various stages of the awarding procedures on the
Internet which will render this information easily accessible to all
economic operators and the general public. This decision forms part of the
current reform and modernisation of the procedures and working methods of
the Commission.
[06] La Commission approuve sous conditions le plan d'aides aux banques
publiques siciliennes
La Commission européenne a approuvé les aides accordées par l'Italie au
Banco di Sicilia et à la Sicilcassa pour un montant estimé à environ 2,4
milliards d'euros (4.000 milliards de ITL). Les aides sont approuvées à
condition que le Banco di Sicilia, qui a repris l'essentiel des activités
de la Sicilcassa, continue l'œuvre de restructuration déjà entreprise et
cède ou ferme 55 guichets en Sicile avant fin 2000. La banque ne pourra pas
ouvrir de nouveaux guichets dans la région pendant trois années. En outre,
le Gouvernement italien s'est engagé à privatiser la société mère du Banco
di Sicilia, le groupe Mediocredito Centrale, d'ici juin 2000.
[07] La Commission autorise un régime d'aides en Sardaigne (Italie) en
faveur de PME commerciales et de l'artisanat
La Commission européenne a décidé ne pas soulever d'objections à l'égard
des mesures d'aide en faveur des petites et moyennes entreprises (PME)
commerciales et du secteur de l'artisanat de la région Sardaigne qui
réalisent des investissements afin de se conformer aux dispositions
nationales en matière de sécurité et hygiène de travail.
[08] La Commission va enquêter sur une aide française au développement
accordée à Saint-Pierre-et-Miquelon en faveur d'un navire de croisière
La Commission européenne a décidé d'engager une procédure formelle d'examen
concernant une aide d'Etat que la France a octroyée en 1996, sous forme
d'aide au développement, en liaison avec un navire de croisière devant être
exploité à Saint-Pierre-et-Miquelon par la Compagnie des Îles du Levant
(CIL). La Commission a en effet des doutes quant au caractère d'aide au
développement du projet, dans la mesure où le navire semble avoir navigué
surtout en dehors de Saint-Pierre-et-Miquelon. Elle a également constaté
que l'exploitant (et propriétaire final) du navire, à savoir CIL, est une
filiale d'une entreprise française commercialement viable. Dans ces
conditions, la Commission émet des doutes quant à la compatibilité de la
mesure en question avec le marché commun.
[09] Commission approves aid for restructuring and reprivatising
Mecklenburger Metallguß GmbH in Waren/Müritz (Germany)
The European Commission has given the go-ahead for restructuring aid
amounting to euro 7.05 million (DM 13.75 million) for Mecklenburger
Metallguß GmbH in Waren an der Müritz (Mecklenburg-Western Pomerania). It
also decided that debt forgiveness of euro 3.1 million (DM 6 million)
agreed by Dieselmotorenwerk Rostock GmbH as part of the sale of the
business was not to be regarded as state aid. The restructuring aid serves
essentially to finance investment in modernising the business.

[10] Commission authorises acquisition by British Telecom of shares in LGT
Telecom (Korea)
The European Commission has authorised the acquisition by British Telecom
of shares in the Korean mobile telecommunications operator, LGT Telecom.
The Commission found that the operation does not give rise to any addition
of market shares and will not lead to any overlaps in the market for mobile
telephony in the United Kingdom.
[11] Commission authorises Archer Daniels Midland Company to acquire joint
control of Alfred C. Toepfer International and InTrade
The European Commission has approved an operation in the agricultural
commodities sector whereby Archer Daniels Midland Company (ADM), will
acquire joint control of Alfred C. Toepfer International GmbH (ACTI) and
InTrade N.V. The Commission's investigation showed that in the markets
where the companies' activities overlap a significant number of competitors
exist. In particular this is the case in the crude seed oil and oilseed
meal markets. Therefore the operation will not create or strengthen a
dominant position.
[12] A positive story of European cooperation for the benefit of SMEs
The Member States of the European Union (EU) are learning valuable lessons
from each other in making life easier for Small and Medium-Sized
Enterprises. By copying good practice from elsewhere in the EU they are
improving regulatory and administrative procedures and enhancing the
effectiveness of their support measures. The details of this development
are presented in a report on concerted action with the Member States in the
field of enterprise policy, adopted by the European Commission.
[13] Suite du transport erroné de plutonium de la Belgique vers le Royaume-
Uni
Le 8 octobre dernier, la Commission européenne avait déjà informé le public
concernant l'incident susmentionné et avait ordonné une enquête au sujet
des causes de celui-ci. Conformément avec la réglementation internationale
les autorités belges, en accord avec l'IMMR (l'Institut des Matériaux et
Mesures de Référence), Geel, Belgique, ont maintenant classé l'incident au
niveau 2 sur l'échelle INES (International Nuclear Events Scale)
correspondant à la découverte d'une source à un endroit non approprié.
L'échelle INES varie d'une valeur 1 (anomalie), jusqu'à 7 (accident
majeur). Le niveau 2 s'applique aux incidents où il y a eu une défaillance
substantielle quant aux mesures de sécurité mais avec, en même temps,
suffisamment de capacité de défense en profondeur afin de pouvoir faire
face à d'autres dysfonctionnements. A aucun moment, il n'y a eu
d'écoulement du matériau à l'intérieur des containers, de contamination
humaine ou de toute autre fuite pour l'environnement.
