  • [01] La Commission soumet à consultation publique sa proposition de réforme des règles de concurrence dans le secteur de la distribution

    La Commission a publié aujourd'hui un projet de règlement sur les accords verticaux entre producteurs et distributeurs, ainsi qu'un projet de lignes directrices y relatives. Ces deux projets législatifs sont destinés à opérer une réforme importante dans ce domaine clef de la politique de concurrence. Ils font suite à un processus de réforme qui a été lancé en 1997 avec la publication par la Commission d'un Livre vert et qui entre maintenant dans la phase finale des consultations. Ils concernent toutes les ententes entre entreprises opérant à différents niveaux de la chaîne de production et de distribution, allant des accords de fourniture industrielle aux accords de commercialisation. Les nouvelles règles de concurrence en matière de restrictions verticales entreront en vigueur en l'an 2000.

    [02] Commission clears the acquisition of Van Leer (Netherlands) by Huhtamäki (Finland) in the packaging sector

    The European Commission has decided to authorise an operation whereby Huhtamäki Oyj (Huhtamäki) acquires sole control of Royal Packaging Industries Van Leer NV (Van Leer) by way of a public bid. The acquisition will not rise any competition concerns.

    [03] Commission authorizes the acquisition of Sequent by IBM (both USA)

    The European Commission has authorized the acquisition of Sequent Computer Systems Inc (Sequent), USA, by International Business Machines Corporation (IBM), USA. Both companies manufacture computer products and offer services in Information Technology. The transaction does not give rise to competition concerns given the low market share additions.

    [04] Commission clears public bid by Ashland (USA) on Superfos (Denmark)

    The European Commission has authorised the unsolicited public tender offer by Ashland Inc. to the shareholders of Superfos a/s. The Commission found that the take-over does not give rise to a competition concern as the companies' respective activities in the distribution of certain chemicals and speciality chemicals overlap only to a very limited extent.

    [05] La production industrielle de la zone euro et de l'UE15 en hausse de 0, 4%

    La tendance de la production industrielle de la zone euro et de l'Union européenne (UE15) a augmenté de 0,4% pour la période de mai à juillet par rapport aux trois mois précédent, selon les estimations publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Les estimations pour la période d'avril à juin ont été confirmées pour la zone euro avec 0,3% et révisées à la baisse pour l'UE15 de 0,4% à 0,3%. Après avoir baissé pendant six mois, on enregistre une croissance positive pour la troisième période consécutive. Les Pays-Bas (1, 2%) et la Finlande (1,0%) ont témoigné le progrès le plus prononcé de la production industrielle tandis que l'Allemagne (-0,4%) et la Belgique (-0, 6%) enregistre les taux les plus négatifs.

    [06] Franz Fischler : "European model of agriculture faces the WTO acid test"

    In a speech given at the CEA Congress in Verona (Italy) today, European Commissioner for Agriculture, Rural Development and Fisheries, Franz Fischler, pointed out that the forthcoming WTO negotiations are the ideal venue for creating stable conditions and rules for fair international competition in agricultural trade, but also the "acid test" for the European model of Agriculture. He underlined the importance of maintaining the blue box, the green box, and the special safeguard clause, as well as improving market access for the European exporters and addressing non-trade issues like consumer, animal and environmental protection. "If our negotiating partners insist on disputing the blue box status of the direct payments under the CAP, they will have to expect our determined resistance. I have noted with great interest that the US Government is once again granting increasing amounts of direct income assistance. While we in Europe are reducing the level of support for agriculture, the US is increasing its support, in contrast to its earlier declarations", Mr Fischler said. He also announced to hold a 'WTO forum' with non-governmental organisations to incorporate as many parties as possible in the preparatory work for the negotiations.
