[01] Visit of EU Presidency and Commissioner van den Broek to Turkey
Following the earthquake of last week in Turkey, the Finnish Foreign
Minister, Mrs Tarja Halonen, and Commissioner Hans van den Broek will
arrive in Istanbul tonight for a one-day visit to Turkey. Meetings will be
scheduled with the Turkish authorities in Ankara, in particular Prime
Minister Bulent Ecevit and Foreign Minister Ismail Cem, in order to assess
the damage resulting from this earthquake. On that basis, initiatives on
behalf of the European Union (EU) might be discussed to support Turkey in
its efforts to meet the immediate humanitarian needs, as well as measures
to be taken to rehabilitate and reconstruct the region affected by the
earthquake. It is to be recalled that the European Commission has announced
last week a first tranche of emergency aid for Turkey of 2 million Euro, to
be chanelled through ECHO, the European Community Humanitarian Office (see
IP/99/634), while a similar amount will be decided still in the course of
this week. Following that, it is the intention that the Commission will
establish a more elaborate action plan to support Turkey, the outline of
which could be discussed during the0 informal session ("Gymnich") of the EU
foreign ministers in Saariselkä on 4-5 September next. - Alimentation
animale : il faudra améliorer la législation et son application
Les premiers éléments résultant de la mission d'inspection vétérinaire
effectuée en France la semaine dernière sur les boues d'épuration
confirment la nécessité d'un réel plan d'action sur l'alimentation animale.
Dès le mois de juin, Franz Fischler, le commissaire responsable de la
politique agricole, avait présenté un document de travail en ce sens au
Conseil des Ministres et au Parlement européen. Ce document passe en revue
l'ensemble de la législation de l'Union européenne (UE) sur l'alimentation
animale et propose d'en combler les lacunes. La Commission soumettra ses
premières propositions au mois de septembre. Bien évidemment, il ne s'agira
pas seulement de renforcer la législation mais aussi d'en améliorer
l'application. S'agissant du problème des boues d'épuration, le Directeur
général de l'Agriculture a par ailleurs envoyé hier une lettre aux
autorités allemandes et néerlandaises leur demandant des informations
détaillées concernant les pratiques dans ces deux pays. Comme cela avait
été le cas pour la France, l'échange d'informations sur ce dossier sera
suivi très rapidement de missions d'inspection de l'Office vétérinaire de
la Communauté. Une lettre a également été envoyée à tous les autres Etats
membres afin de permettre de faire le point de la situation dans l'ensemble
de l'UE.
