    "J'ai, au nom du Collège, appuyé et salué la constitution du Comité des Sages. Son mandat est clair : examiner la façon dont la Commission traite les cas de mauvaise gestion, de fraude ou de népotisme. Le rapport sera rendu public lundi soir. Le Comité a travaillé de façon professionnelle et objective. La Commission donnera suite à ses recommandations, qu'elles concernent le fonctionnement général de la Commission ou le comportement de membres individuels du Collège. Je m'y engage personnellement. Je m'interdis de spéculer sur les résultats des travaux du Comité. J'ai convoqué une réunion extraordinaire du Collège lundi soir pour consulter mes collègues avant de prendre position."

    [02] Commission clears merger in the sector of components for the automotive industry

    The European Commission has authorised an operation whereby Dura Automotive Systems, Inc. (Dura) acquires Adwest Automotive Plc (Adwest) by way of public offer. Dura is a US company, which designs and manufactures driver control systems, cable-related systems and engineered mechanical components for the automotive industry. It is controlled by Onex Corporation, a diversified company incorporated in Canada. Adwest is a public company, incorporated in the UK, supplying automotive systems and components to major car manufacturers. The Commission found that the operation would not lead to the creation or strengthening of a dominant position.

    [03] La Commission autorise l'acquisition de LucasVarity par TRW

    La Commission européenne a autorisé TRW Inc (Etats-Unis) à acquérir le contrôle exclusif de LucasVarity plc (Royaume-Uni), fournisseur de systèmes, produits et services de technologie de pointe aux secteurs de l'automobile et de l'aérospatiale. Les activités de ces entreprises se chevauchent sur certains marchés de l'électronique automobile. Toutefois, la structure et le dynamisme de ces marchés garantissent que l'opération de concentration ne créera pas de position dominante et ne faussera pas le jeu de la concurrence au sein de l'Espace Economique Européen.

    [04] Scientists : BST use causes animal Welfare problems

    The Scientific Committee on Animal Health and Animal Welfare is of the opinion that bovine somatotrophin (BST) should not be used in dairy cows. BST is a synthetic, genetically engineered drug based on a cow's naturally occurring growth hormone that is injected into dairy cows normally every two weeks to increase milk production. In a comprehensive report adopted on Wednesday, the Committee states that BST use substantially increases foot problems, mastitis and injection site reactions in dairy cows. These conditions are painful and debilitating, leading to significantly poorer welfare of the animals. BST also causes reproductive disorders. Therefore, from the point of view of animal welfare and health, this substance should not be used, concluded the 18 independent scientists of the Committee unanimously. An opinion on the effects of the use of BST on human health is expected to be adopted by the Scientific Committee on Veterinary measures related to Public Health in a few days.

    [05] L'excédent de l'UE15 avec les pays tiers en augmentation de 56%

    (! embargo 12h !) Les résultats préliminaires concernant les transactions internationales courantes de l'Union européenne (UE15) en 1997, publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg, confirment la tendance observée en 1996. Pour l'ensemble des éléments du compte des transactions courantes, l'excédent de l'UE15 avec les pays tiers a atteint 63,2 milliards d'euros, soit une augmentation de 56% par rapport à l'excédent de 1996 (40,5 milliards). En 1997, les pays qui constituent aujourd'hui la zone euro ont dégagé un excédent de 77,7 milliards d'euros dans leur compte des transactions courantes extérieures, ce qui représentait une hausse de 47% par rapport à l'année précédente (52, 8 milliards). Le compte des transactions courantes de l'UE15 avec les Etats-Unis en 1997 est monté en flèche pour présenter un excédent de 18,5 milliards. Le déficit courant de l'UE15 avec le Japon s'est creusé de 45%, passant de -11,3 milliards d'euros en 1996 à -16,4 milliards en 1997.

    [06] Prix Lorenzo Natali pour le journalisme

    Aujourd'hui à l'International Press Centre a lieu la remise du prix "Lorenzo Natali". Le prix, du nom de l'ancien vice-président de la Commission européenne, destiné à des lauréats ayant publié durant l'année 1997 des articles de presse traitant de la démocratie ou du respect des droits de l'homme comme élément essentiel du développement, est attribué à M.Robert Mugagga du "The Monitor", Ouganda, et à M. Ole Damkjaer du "Berlingske Tidende, Danemark. Les lauréats ont été choisis par un jury international de journalistes parmi 90 candidats appartenant à 44 pays. M. Mugagga a été primé pour un article sur la torture systématique des prisonniers dans les prisons d'Ouganda qui a eu pour conséquence des réformes immédiates et M. Damkjaer pour un article sur les conséquences de la crise en Indonésie. A l'occasion de cette cérémonie, une table ronde aura lieu sur le thème "Comment une presse libre ouvre la voie à la démocratie".

    [07] Ritt Bjerregaard : "We need transatlantic leadership to achieve sustainable development"

    (! embargo 3 pm !) Speaking at the US-German State Leadership Conference in Washington on 13 March 1999 European Commissioner for Environment Ritt Bjerregaard said "environmental protection and sustainable development has now the same degree of priority and importance on the global agenda as security policy and peace keeping, as the management of the world financial system or the fight against international organised crime." She underlined the need for political will : "It is only by providing leadership and commitment together across the Atlantic that we may move the environmental agenda forward. The European Union (EU) and the United States (US) each have a very special responsibility. We have the most aggressive production systems depleting the resources of the planet at high speed. But also the most environmentally conscious citizens, the highest scientific expertise and economic wealth. So there is no excuse for not moving aggressively forward." The Commissioner expressed "surprise and disappointment at the failure of negotiations of a Protocol on Biosafety to the UN Convention on Biodiversity." She said that "this was not the best example of international leadership. It is a matter of great regret to Europe when the US fails to enter into commitments under the UN system, which is the prime forum for providing global solutions to global environmental problems". At the Rio Conference in 1992, "governments of the world agreed to develop their economies in a sustainable manner, to integrate environmental concerns into all policy areas to provide for the rational and equitable use of natural resources and to protect the global environment for the benefit of future generations. In Europe we wrote these principles into our Constitution ! In the Maastricht Treaty and in the Amsterdam Treaty the EU effectively signed up to an obligation to integrate the Rio requirements into all European policies". Commissioner Bjerregaard concluded "that the Transatlantic Economic Partnership could be particularly important in bringing together the US and EU position in the forthcoming WTO millennium round. Trade and environment will play a determining role in those negotiations. If we cannot narrow down our differences, we may head for a showdown in Geneva. Health, safety, clean air, nature and water are absolute requirements of our citizens. We need to reconcile these desires with our economic behaviour, with our trade system and with the way with which we deal with these issues in international negotiations. This requires much more than meeting rooms, speeches and dialogue. It requires vision and leadership".
