  • [01] La Commission et la commission mixte UE/AELE adoptent les bases légales du "Nouveau Système de Transit Informatisé" (NSTI)

    Le 12 février 1999, la Commission européenne, dans le cadre des dispositions d'application du code des douanes de l'Union européenne (UE), et, parallèlement, la Commission mixte UE/AELE dans le cadre de la "Convention relative à un régime de transit commun", ont adopté les bases légales du Nouveau Système de Transit Informatisé (NSTI), créant ainsi les prémisses pour une collaboration moderne et efficace des administrations nationales dans la gestion des procédures de transit et pour une douane "sans papier". Cela constitue un volet essentiel de la réforme des régimes de transit en Europe et une réponse concrète aux recommandations de la commission temporaire d'enquête sur le transit du Parlement européen, qui préconise une amélioration des performances et de la sécurité de ces régimes. Ces dispositions seront applicables dès le 31 mars 1999.

    [02] Commission proposes full association of candidate countries with the Fifth Framework Programme for Research

    The European Commission has submitted to the Council of Ministers the seven first draft Decisions on the association of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland and Slovenia with the Fifth Framework (FP5) for Research, Technological Development and Demonstration (1998- 2002). Similar proposals should follow in the next few days for Bulgaria, Romania, Slovakia and Cyprus. Once the Decisions are adopted, the countries will be able to participate fully in the FP5 alongside existing Member States.
