    [01] Prévisions économiques de l'automne

    Les prévisions économiques des services de la Commission européenne ont été publiées. Le tableau qu'elles brossent, dans l'ensemble, est favorable : la croissance économique, essentiellement tirée par la consommation interne et l'investissement, devrait demeurer robuste dans l'Union européenne (UE) durant toute la période 1998-2000. En dépit des événements survenus en Asie et, plus récemment, en Russie, on s'attend maintenant à ce que la croissance, en 1998, dans l'UE, soit de 2,9%, ce qui est légèrement supérieur aux prévisions du printemps dernier. Néanmoins, la nette détérioration de l'environnement extérieur a obligé à revoir sensiblement à la baisse (à 2,4% pour UE15) les chiffres de la croissance pour 1999. Dans l'hypothèse de politiques inchangées, l'activité de l'UE devrait repartir à la hausse à 2,8% en 2000. La convergence économique justifiant les décisions du 2 mai 1998 relatives aux pays qui adopteront l'euro à compter du 1er janvier 1999, ainsi que l'annonce préalable des taux de conversion entre les monnaies participantes, ont contribué à assurer une grande stabilité monétaire à l'intérieur de la future zone euro. Les Etats membres, en moyenne, ont l'inflation bien maîtrisée et continuent de progresser dans la réduction de leurs déficits publics, quoique moins rapidement qu'en 1997. En outre, les prévisions tablent sur une amélioration bienvenue de la situation de l'emploi en Europe, avec la création de 1,7 million d'emplois en 1998 et de 1,3 million en 1999. D'une manière générale, l'économie de l'UE devrait obtenir de meilleurs résultats que les autres grandes puissances industrialisées durant la période considérée.

    [02] Commission imposes heavy fines for price fixing and bid-rigging in district heating pipe cartel

    The European Commission has fined ten companies a total of ECU 92.21 million for running a secret market-sharing, price-fixing and bid-rigging cartel in pipes used for District Heating systems and for attempting to eliminate a competitor. ABB was fined ECU 70,000,000, Løgstør ECU 8,900,000, Henss/Isoplus ECU 4,950,000, Tarco ECU 3,000,000, Pan-Isovit ECU 1,500,000, Dansk Rør ECU 1,475,000, Brugg ECU 925,000, KWH ECU 700,000, Sigma ECU 400, 000 and Ke-Kelit ECU 360,000. The cartel began in Denmark in late 1990 and soon extended to Germany and other markets. From 1994 onwards the whole European market (worth around ECU 400 million) was cartellised. In Germany and Denmark, the two largest markets, the producers operated a particularly sophisticated system of bid-rigging : a "favourite" was nominated to win each contract and the other cartel members put in higher offers. A particular aggravating factor was that the cartel was continued for nine months after the Commission had discovered the evidence in surprise investigations in June 1995.

    [03] European strategy for Turkey

    In response to a request of the Luxembourg European Council (12-13 December 1997), the European Commission adopted on 4 March 1998 a communication to prepare Turkey for accession by bringing it closer to the European Union (EU) in every field, entitled "European Strategy for Turkey : initial operational proposals". The Cardiff European Council of 15-16 June 1998 welcomed this communication as a platform for developing relations between the EU and Turkey on a sound and evolutionary basis. It noted that the strategy required financial support and invited the Commission to make the necessary proposals. The Commission yesterday responded to this request by proposing : (1) a Regulation regarding the implementation of measures to intensify the EU-Turkey customs union (ECU 15 million for 1999-2001) and (2) a Regulation on measures to promote economic and social development in Turkey (ECU 135 million for 1999-2001). The two proposals have been submitted to the Council of Ministers for adoption.

    [04] Report of the High level group on tourism and employment

    European Commissioner Christos Papoutsis, responsible for Tourism, has received today from Dr. Ralf Corsten, President of the Board of Directors of TUI GmbH and Chairman of the High Level Group on Tourism and Employment, the final report of the Group. The report assesses the economic impact of tourism and its potential for further growth, and makes recommendations concerning the conditions and means for encouraging growth and employment. The report focuses on five main areas of action, namely : activation of tourism businesses to meet the needs of the guests ; improvement of the business environment in order to make the tourism market work better ; modernisation and improvement of the efficiency of tourism-related infrastructures ; upgrading of human resources ; and encouragement of sustainable development of tourism. In conclusion, the report claims for European tourism the political recognition it deserves as leading player. It invites the Commission to ensure effective, coherent and systematic coordination and consultation among its services on all measures which affect tourism, and to make, by the end of 1999, an assessment of the follow-up given to the conclusions and recommendations put forward. The organisation of an Annual Tourism Summit is seen as a valuable opportunity for ensuring a comprehensive exchange of views on the issues raised in the report.

    [05] La Commission adopte un Livre vert en vue de s'attaquer au problème de la contrefaçon et de la piraterie dans le marché unique

    La Commission européenne vient d'adopter un Livre vert sur la lutte contre la contrefaçon et la piraterie dans le marché unique qui marque le départ d'une large consultation de tous les milieux intéressés des Etats membres et des institutions de l'Union européenne. Cette consultation, qui devrait se terminer en mars 1999, vise à déterminer l'impact économique de la contrefaçon et la piraterie dans le marché intérieur, à évaluer l'efficacité de la législation en la matière et à suggérer un certain nombre d'initiatives éventuelles à prendre pour améliorer la situation. Celles-ci pourraient notamment concerner le soutien aux activités de surveillance du secteur privé, la protection juridique des dispositifs techniques de sécurité et d'authentification, l'évaluation des sanctions et des moyens de faire respecter les droits de propriété intellectuelle et l'établissement d'une coopération administrative appropriée entre les autorités nationales compétentes.

    [06] Commission gives green light to Inmarsat restructuring

    The European Commisson has given a green light to the restructuring proposals of Inmarsat. Inmarsat is the major international mobile satellite operator, which is currently an intergovernmental treaty organisation. The restructuring will transform the operating parts of Inmarsat into a public company. As part of its restructuring proposals, Inmarsat envisages a public offering of shares (IPO). The Commission regards this public offering as very important and has indicated to Inmarsat that such a public offering should take place within three years. The approval of this model of conversion to a public company followed by an IPO within a short period of time should be seen in the light of the ongoing restructuring plans of the other intergovernmental satellite organisations.

    [07] Interdiction de l'amiante : l'UE soutient la position de la France contre celle du Canada dans le cadre de l'OMC

    Le Canada a demandé hier à l'Organisation Mondiale du Commerce (OMC) de constituer un groupe spécial (panel) en vue d'examiner l'interdiction par la France de l'amiante et de ses produits dérivés. L'Union européenne (UE) rejette l'affirmation du Canada selon laquelle la France aurait ce faisant agi en contravention des accords du GATT. L'UE a estimé aussi que les mesures prises par la France étaient compatibles avec les règles de l'OMC. En application de celles-ci, l'UE a ainsi rejeté la première demande de formation d'un groupe spécial. Si le Canada réitérait sa demande lors de la prochaine réunion de l'Organe de règlement des différends, un groupe spécial serait alors automatiquement constitué. Une première série de consultations s'est déjà tenue dans le cadre de l'OMC en juillet dernier.

    [08] L'UE soutient les progrès du processus de paix au Guatemala

    Le Vice-Président de la Commission européenne Manuel Marín a présidé aujourd'hui l'ouverture du deuxième Groupe Consultatif Guatemala (rencontre des pays donateurs et des organismes multilatéraux bailleurs de fonds). La réunion (qui se clôturera demain), convoquée par la Banque Interaméricaine de Développement et co-présidée par la Commission, se tient au Centre Borschette exactement 21 mois après la première rencontre qui a eu lieu au lendemain de la signature des Accords de Paix entre le gouvernement du Guatemala et les forces de la guerrilla.

    [09] Bangladesh : Commission clears additional humanitarian aid worth ECU 2 million

    The European Commission has cleared a further package of humanitarian aid worth ECU 2 million for victims of the flooding in Bangladesh. The aid, managed by the European Community Humanitarian Office (ECHO), will enable humanitarian organisations to provide emergency relief to the victims of the floods in the coming months. The effects of recent flooding in Bangladesh have been disastrous. The disaster is considered to be the worst in the history of Bangladesh and has exceeded the country's capacity for self-reliance. The Northwest and Central districts (over 60% of the landmass) have been hardest hit. Up to 30 million people have been affected.

    [10] Bangladesh : la Commission ouvre un bureau régional d'ECHO à Dhaka

    L'Office humanitaire de la Communauté européenne (ECHO) a ouvert un bureau régional à Dhaka qui sera le pôle du nouveau programme de préparation aux catastrophes d'ECHO (DIPECHO) pour l'Asie du Sud-est et le Bangladesh. Le bureau sera également chargé de la surveillance et de la coordination de l'aide humanitaire en faveur du sous-continent indien. Le bureau d'ECHO à Dhaka évaluera la situation humanitaire générale et les besoins de la population de la région. Il fera des recommandations au siège d'ECHO à Bruxelles concernant la programmation de son assistance et assurera le suivi des programmes mis en œuvre avec des financements de la Commission européenne. Il surveillera des opérations dans le cadre du programme de prévention et de préparation aux catastrophes pour le Bangladesh et l'Asie du Sud-est ainsi que les actions d'aide humanitaire financées par la Commission dans le sous-continent indien.
