    [01] La Commission déclare illégal le projet du gouvernement italien de répartition du trafic aérien entre les aéroports de Milan

    La Commission européenne a formellement décidé ce matin que le projet du gouvernement italien de répartition du trafic entre les deux aéroports de Milan est discriminatoire, disproportionné et par conséquent illégal. La décision avait été prise en principe le 9 septembre dernier, mais la Commission avait accepté en même temps de retarder d'une semaine l'adoption formelle de la décision dans l'espoir que les autorités italiennes seraient à même de présenter des propositions alternatives en ce qui concerne la répartition du trafic. Milan est desservi par deux aéroports, Linate et le nouvel aéroport Malpensa 2000 qui doit ouvrir formellement le 25 octobre 1998. Neuf compagnies aériennes se sont plaintes cependant auprès de la Commission que les critères utilisés par le gouvernement italien en vue de déterminer quelles routes devaient être utilisés, respectivement, au départ des deux aéroports, donne en réalité un avantage comparatif à la compagnie italienne Alitalia par rapport aux autres compagnies européennes. La Commission a conclu que le système actuel est discriminatoire et par conséquent incompatible avec le droit européen.

    [02] La Commission refuse d'exempter l'accord TACA et impose des amendes à ses membres

    La Commission européenne a adopté une décision imposant des amendes aux parties à l'accord Trans-Atlantic Conference Agreement (TACA). Les membres du TACA, qui avaient demandé en 1994 une exemption conformément à l'article 85 (3) du traité de l'Union européenne (UE), ont une part de marché totale supérieure à 60%. En 1995, les parties au TACA ont transporté du fret par conteneur pour compte de tiers pour plus de 1,3 millions d'unités équivalent vingt pieds (TEUs) entre l'Europe du Nord et les Etats-Unis. La Commission a constaté que le TACA ne remplissait pas les critères permettant une exemption selon les règles de l'UE applicables aux conférences maritimes. Elle a également constaté que les membres du TACA avaient abusé de leur position dominante collective en restreignant la disponibilité de contrats de service (lignes affrétées) individuels et en décourageant de façon active l'entrée indépendante sur le marché de concurrents potentiels. Les amendes pour ces deux infractions à l'article 86 du traité UE s'élèvent à 273 millions d'Ecus.

    [03] Commission approves Action Plan for Transatlantic Economic Partnership

    The European Commission approved a draft Action Plan to enhance trade relations with the United States (US). The draft plan proposes intensified cooperation on multilateral trade issues, as well as bilateral action to address the real barriers which remain to transatlantic trade. It proposes the negotiation of agreements to tackle barriers to trade in the fields of goods, services, government procurement and intellectual property. The proposal follows agreement at last May's European Union (EU) and US Summit on a joint statement which launched the Transatlantic Economic Partnership (TEP). The Commission Plan will now be submitted to the Council of Ministers, and will be discussed with the US. It is hoped that a joint EU- US plan will be endorsed at the next EU-US Summit in December in Washington.

    [04] Monika Wulf-Mathies s'inquiète de la dilution de la réforme des Fonds structurels

    Monika Wulf Matthies, Commissaire européen responsable pour les politiques régionales, s'est inquiétée des risques de dilution de la réforme des Fonds structurels. A mesure que la discussion s'intensifie sur la réforme des Fonds structurels de l'Union européenne, les gouvernements et les groupes d'intérêt s'affairent tellement à promouvoir leurs agendas spécifiques qu'un risque réel existe aujourd'hui de miner tout le processus de la réforme. La Commissaire a exprimé sa sympathie pour les intérêts spécifiques des régions périphériques, des régions montagneuses, des villes et du monde rural. "Toutefois, si nous introduisons de nouveaux programmes et volets pour chaque groupe ou domaine, les Fonds structurels n'auront plus aucun effet significatif pour ceux qui en ont le plus besoin", a-t- elle déclaré au Comité des Régions.

    [05] West Bank/Gaza Strip, Lebanon, Jordan, Syria : Commission clears humanitarian aid worth ECU 10.9 million

    The European Commission has approved a package of humanitarian aid worth ECU 10.9 million for Palestinians living on the West Bank and Gaza Strip, and as refugees in Jordan and Syria. It also includes assistance for Lebanon, both for Palestinian refugees and for Lebanese affected by the refugee crisis. The aid, managed by the European Community Humanitarian Office (ECHO), will enable United Nations agencies, members of the Red Cross family and European non-governmental organisations to carry out a programme over the next six to nine months.

    [06] Northern Mali : Commission approves aid worth ECU 5 million

    The European Commission has approved a package of humanitarian aid worth ECU 5 million for resettling refugees and diplaced people in Northern Mali. The aid, managed by the European Community Humanitarian Office (ECHO), will enable the International Committee of the Red Cross and European non- governmental organisations to carry out a programme covering the next six to nine months.

    [07] Honduras : humanitarian aid worth ECU 1.405 million

    The European Commission has cleared humanitarian aid worth ECU 1.405 million to help fight disease via improvements in public health in Honduras, one of the poorest countries in Latin America. The aid, managed by the European Community Humanitarian Office, will enable European non- governmental organisations to carry out campaigns over the next six to nine months.

    [08] Equality is the Future

    From 21 to 22 September 1998, the European Commission is organising a high profile congress and exhibition under the medium-term Community Action Programme on equal opportunities for women and men (1996-2000). The congress will be a forum for debate and analysis on equality today and into the new millennium, making an important contribution to the shaping of the European Union's (EU) policies. It will highlight the EU's equal opportunities policy and in particular the different aspects of the Community Action Programme. A special focus will be given to equal opportunities and employment policies, issues at the top of the Community's policy agenda. European, national and regional decision-makers (Padraig Flynn, Commissioner responsible for Employment, Industrial Relations and Social Affairs, Eleonora Hostasch, Austria's Federal Minister of Labour, Health and Social Affairs, Miet Smet, the Belgian Employment Minister, Margareta Winberg, Sweden's Labour Minister, Heidi Hautala, Chair of the European Parliament's Committee on Women's Rights, the Social Partners, non governmental organisations and representatives of the media) will join the main actors of the Action Programme to explore these issues, to strengthen existing cooperation and to develop new models of partnership for the future. An accompanying exhibition will offer a comprehensive view of equal opportunities and good practice in Europe today. The congress will be officially opened on 21 September at 19h30 by Jacques Santer, President of the European Commission, and José María Gil-Robles, President of the European Parliament. The venue is the Bâtiment Charlemagne, rue de la Loi, 170, Brussels.

    [09] Conference on "The euro and tourism : opportunities and strategies for businesses"

    The European Commission is organizing a conference to be held at the Centre Borschette on October 16 for an exchange of views and experience on questions concerning supply strategies for tourism services in euros, the satisfaction of the demand for these services during the transitional period, the internal adaptation of tourism companies and internal coordination within the sector and with the banking sector. The Conference will be opened by Commissioners Christos Papoutsis, responsible for Tourism, and Emma Bonino, responsible for Consumer Policy. Mr Papoutsis stated that "it is essential that the tourism sector is helped to prepare for the introduction of the euro on 1st January 1999. Through this Conference, the Commission wishes to help in this preparation by stimulating the adoption of synergies between tourism operators and the business partners of tourism enterprises".
