[02] Commission says : "No ban on car advertising"

The European Commissioner responsible for Transport policy, Neil Kinnock, categorically denied that the Commission has any plans whatsoever to introduce a ban on car advertising. "These stories are totally false and do great harm by creating unnecessary concern. I wish to reassure everybody, industry and consumers, that there are no plans to ban car advertising." The origins of this false story lie in the fact that, the UK, in preparing for its Presidency of the European Union (which ran from 1 January to 30 June this year), asked the services of the Commission (DGVII) to investigate informally whether there would be any benefit in extending throughout Europe a voluntary code of conduct. Under this code, UK advertisers voluntarily agree not to link base publicity for cars on their speed performance. A note was therefore drafted detailing the UK code and some elements of explanation and widely circulated to manufacturers, advertisers, consumer associations, etc. There was very little support for such a proposal and the Commission itself does not support it. The UK, as is the right of a presidency, nonetheless tabled the issue for discussion at a high level working group that meets regularly to discuss safety issues.
