[01] Marché unique : le nouveau "tableau d'affichage" reflète des progrès
significatifs
La nouvelle édition du tableau d'affichage présentée aujourd'hui au Conseil
Marché intérieur par le commissaire européen Mario Monti fait état de
progrès significatifs dans la mise en œuvre du Plan d'action en faveur du
Marché unique. Le taux de directives du Marché unique non transposées dans
l'ensemble des Etats membres a été réduit de moitié, passant à 18% contre
35% lors de l'adoption du Plan d'action en juin 1997, avec une progression
notable de l'Autriche, la Suède, la Finlande, l'Allemagne et la Grèce.
Plus d'un tiers des engagements pris par la Commission, le Conseil des
Ministres et le Parlement européen dans le Plan d'action ont été honorés
(23 sur 62). Mais le tableau d'affichage met également en lumière un
certain nombre de faits préoccupants. Les Etats membres ne respectent pas
leurs propres calendriers de notification des directives non encore
transposées, des retards sont enregistrés dans la réalisation d'un certain
nombre d'échéances du Plan d'action et les procédures d'infraction sont
toujours excessivement longues. Les Etats membres mettent également encore
en place un nombre toujours croissant de règles techniques susceptibles de
désorganiser le Marché unique. Une analyse des problèmes rencontrés par
les citoyens souhaitant exercer les droits que leur confère le Marché
unique, publiée en marge du tableau d'affichage, identifie le manque
d'information comme étant le plus grand obstacle à cet exercice.
[02] EU and US give Democracy and Civil Society Awards
The European Union (EU) and the United States (US) of America announced the
winners of the Democracy and Civil Society Awards during the EU-US Summit
in London. Fifty awards worth USD 20,000 each were presented for
outstanding contributions to democracy and civil society and for furthering
the work of the winners in Central and Eastern Europe (including Ex-
Yugoslavia), the New Independent States and Mongolia. US President Bill
Clinton, Council of Ministers' President Tony Blair and European Commission
President Jacques Santer handed certificates to a selected group of the
winners, while similar ceremonies were taking place across the continent.
"I am especially pleased that a substantial proportion of the winners of
the EU-US Democracy and Civil Society Awards have been associated with the
European Union's Democracy Programme in the past" commented President
Jaques Santer. "It proves the value of these programmes and underlines the
EU's commitment to developing stable democracies across Europe". The EU's
Democracy Programme was launched in 1992 and has an annual budget of ECU 20-
25 million. Most of its grants go to non-governmental organisations that
have built partnerships with EU counterparts. A selection of the winning

[03] Perspectives de développement d'un marché périphérique de
l'électricité dans la région des Balkans
Christos Papoutsis, membre de la Commission européenne responsable de
l'énergie, a présenté une étude sur les perspectives de développement d'un
marché périphérique de l'électricité dans la région des Balkans. L'étude
présente une proposition visant à instaurer un marché de l'électricité
compétitif dans cette région.
[04] Second Industrialists Round Table gives new impulse to business
relations between the EU and the Russian Federation
The second European Union (EU)-Russia Industrialists Round Table, 19-20 May
in Brussels, will bring together some 120 high-level representatives from
industry and politics from both sides in order to discuss how to improve
business and trade relations, and how to promote industrial co-operation
between EU and Russian Federation industrialists. The aim of the event is
to establish a set of joint recommendations of European and Russian
Federation industrialists addressing the authorities on both sides.
Central chapters of these "Recommendations" are dealing with foreign direct
investments in Russia, trade policy, various sectoral issues like EU-Russia
cooperation in the areas of Information Society, transport and energy. The
Conference will be opened by the two industrial co-chairmen Jaakko
Ihamuotila (Neste Oy) and Rem Iwanovich Vyakhirev (Gazprom). Introductory
speakers during the plenary session include the European Commissioners
Martin Bangemann (Industry), Neil Kinnock (Transport) and Christos
Papoutsis (Energy, SMEs), and the Minister of Economics of the Russian
Federation, Mr. Jakov M. Urinson.
[05] L'excédent des échanges courants de l'UE a atteint un nouveau record
en 1996
L'excédent des échanges courants de l'Union européenne (UE), y compris les
transactions intra-UE, a atteint un nouveau record de 83,5 milliards d'Ecus
en 1996, dépassant de 134% le précédent record de 35,6 milliards d'Ecus en
1995. Ces résultats préliminaires sont annoncés aujourd'hui par Eurostat,
l'Office statistique des Communautés européennes à Luxembourg. Cette
croissance est principalement due aux échanges de biens, qui participent
pour 60% à la balance des échanges courants. Leur excédent s'est accru de
25% pour atteindre 129,1 milliards d'Ecus. Le rapport affirme que
l'excédent des échanges de services s'est accru dans une proportion
"remarquable" de 184%, pour atteindre 6,2 milliards d'Ecus. Les services
représentent 17% du total des transactions de l'UE. Le déficit stucturel
des transferts courants s'est légèrement réduit de 2% pour atteindre - 28,8
milliards. Le déficit des revenus a fortement diminué de 43% pour
atteindre - 23,1 milliards. Eurostat affirme que l'UE "a continué à
commercer principalement avec elle-même. (…) Sa part du commerce inter-UE
dans le total de transactions s'élève à 62%, comme en 1995".
[06] Hans van den Broek signs financing agreement for ECU 3 million support
to Montenegro
An ECU 3 million financing Agreement was signed this morning in Brussels,
between European Commission for Foreign Affairs Hans van den Broek and Dr
Miomir Mugoša, Minister for Labour and Social Welfare of the Government of
Montenegro. The Agreement consists of a contribution of ECU 3 million from
the European Union (EU) towards outstanding social welfare costs and
thereby implements the political decision of EU Foreign Ministers, which
was adopted on 30 April 1998, in the framework of the Common Foreign and
Security Policy. "This contribution illustrates the EU's support for the
political and economic reforms presently being undertaken by the Government
of Montenegro", commented Commissioner van den Broek. The EU's ECU 3
million contribution will be used to pay outstanding social welfare
benefits, such as child support and family benefit, maternity leave and
allowances, benefits for veterans and disabled persons, health insurance
contributions and other such benefits.
[07] El Nino : Commission approves humanitarian aid worth ECU 1 million for
Paraguay and Argentina
The European Commission has approved a package of humanitarian aid worth
ECU 1 million for victims of flooding caused by El Nino freak weather
patterns in Paraguay and Argentina. Heavy rains linked to the El Nino
phenomenon have caused flooding, forcing people to abandon their homes.
Nearly 65,000 people have been affected lately. This programme will
provide essential relief including food supplies for families in need, as
well as medical aid and measures to control possible outbreaks of
epidemics. The aid, managed by the European Community Humanitarian Office
(ECHO), will enable to carry out actions over the next six months. ECHO's
partners for this action are the Red Cross (Spain) and CESVI Cooperazione e
Sviluppo (Italy) in Paraguay ; Caritas (Spain) and the International
Federation of the Red Cross (IFRC) in Argentina.
