    [01] La Commission recommande la participation de 11 Etats membres à l'UEM

    La Commission européenne a recommandé que les onze pays suivants soient considérés comme remplissant les conditions nécessaires pour adopter la monnaie unique, l'euro, le 1er janvier 1999 : la Belgique, l'Allemagne, l'Espagne, la France, l'Irlande, l'Italie, le Luxembourg, les Pays-Bas, l'Autriche, le Portugal et la Finlande. Pour pouvoir entrer dans la troisième phase de l'Union économique et monétaire (UEM), les Etats membres doivent atteindre un degré élevé de convergence économique durable. Leurs progrès sont mesurés à l'aune de critères portant sur l'inflation, le déficit et la dette publics, la stabilité du taux de change et les taux d'intérêt à long terme. Les pays doivent aussi satisfaire à d'autres conditions, parmi lesquelles figure notamment l'indépendance de la banque centrale. L'analyse des résultats des Etats membres effectuée par la Commission est présentée dans le rapport de convergence qu'elle publie aujourd'hui, en même temps que ses prévisions économiques de printemps. Dans sa recommandation, la Commission indique en outre que neuf pays ne présentent plus de déficit excessif. Ces pays s'ajoutent donc aux cinq pays qui satisfont déjà au critère de participation à l'UEM relatif aux finances publiques. Le 2 mai, les chefs d'Etat ou de gouvernement de l'Union européenne confirmeront la

    liste des pays participant à l'UEM, en se fondant sur la recommandation et le rapport de convergence de la Commission, ainsi que sur le rapport de convergence de l'Institut monétaire européen (également publié aujourd'hui). La décision finale sera prise sur recommandation du Conseil Ecofin (Ministres des finances), après consultation du Parlement européen.

    [02] Commission makes one more attempt for EU regime on SRMs

    The European Commission will make a final attempt to establish an European Union regime on specified risk materials (SRMs) as it considers that these measures are essential to achieve a high level of consumer protection from the risk of BSE. Faced with Council of Ministers inaction, the Commission will propose for the last time an amendment to the Decision of 30 July 1997 on the removal of the specified risk materials. This Decision, which is due to enter into force on 1 April 1998, cannot apply as it stands on account of new scientific advice received since and because of the problems it would cause to the supply of essential or life-saving pharmaceutical products. If this renewed attempt fails, the Commission will withdraw its July 1997 Decision on SRMs, thus making clear that the full responsibility will lie on the Member States which will have to keep or take all necessary measures on SRMs removal taking into account their respective epidemiological situations and national risk assessment. In order to establish a comprehensive approach and to achieve a long term solution on the controls of TSE, the Commission will submit as soon as possible to the Council and the European Parliament a new proposal based on Article 100a of the EC Treaty (co-decision between the European Parliament and the Council).

    [03] Lutte contre le racisme : la Commission adopte un plan d'action

    Dans une communication adoptée aujourd'hui, la Commission européenne présente un plan d'action global pour lutter contre le racisme dans toute l'Union européenne d'ici l'an 2000. Dans l'attente de la mise en œuvre de la clause générale de non-discrimination du Traité d'Amsterdam (qui doit encore être ratifié), le plan d'action identifie, sur la base des résultats de l'Année européenne contre le racisme 1997, quatre grands axes pour l'action européenne : ouvrir la voie aux initiatives législatives dès que la clause de non-discrimination du nouveau Traité sera entrée en vigueur ; intégrer la lutte contre le racisme dans toutes les politiques communautaires pertinentes ; élaborer et échanger de nouveaux modèles ; renforcer l'action d'information et de communication. Ces objectifs seront réalisés en partenariat étroit avec tous les acteurs concernés - citoyens, autorités nationales et locales, organisations non gouvernementales, partenaires sociaux, médias et organismes sportifs.

    [04] Commission launches fresh policy on China

    The European Commission is proposing that the European Union (EU) should hold regular Summits with China as part of a wide-ranging reappraisal of EU- China relations in view of the country's growing economic and political importance on the world stage. This is one of the key proposals outlined in a major new Communication approved by the Commission today. The Communication - entitled "Building a Comprehensive Partnership with China" - aims to engage China fully as a world partner, smoothing its integration into the global economy, underpinning its economic and social reforms and supporting the creation of an open society built on the rule of law. The Commission envisages a stronger, more coherent use of all its policy instruments - including political dialogue, trade, economic cooperation and human rights policy - in order to pursue this vision effectively. And to make Europe's funding go further in China, it proposes closer synergy with other international lending bodies and with the EU Member States themselves. This Communication will give rise to a wide range of specific and concrete initiatives in all areas of the EU's policy towards China.

    [05] La Commission institue des droits antidumping provisoires sur le coton écru

    La Commission européenne a décidé d'instituer des droits antidumping provisoires sur les importations de coton écru en provenance de Chine, d'Egypte, d'Inde, d'Indonésie, du Pakistan et de Turquie. Le taux moyen de ces droits sera de 15%. Cette mesure fait suite à une enquête ouverte en juillet dernier sur le prix du coton importé, en réponse à une plainte déposée par Eurocoton (industries du coton et des fibres connexes de l'Europe). L'analyse approfondie que la Commission a menée a permis d'établir que les tisseurs et les filateurs tireront parti de l'institution des droits antidumping alors que, pour les ennoblisseurs et les confectionneurs, l'effet sera limité.

    [06] Accession Partnerships will guide applicants towards EU membership

    The European Commission approved Accession Partnerships (AP) for the 10 applicant countries of central and Eastern Europe (CEEC's). These are a key part of the enhanced pre-accession strategy aimed at guiding the applicants towards European Union (EU) membership. Each AP will support the applicant country in its preparations for membership by setting out both the priority areas for further work identified from the Commission's Opinions and the financial assistance from the EU available to help tackle these problems. Objectives cover areas such as strengthening democracy and the rule of law, protection of minorities, economic reform, reinforcement of institutional and administrative capacity, preparation for full participation in the internal market, justice and home affairs, agriculture, environment, transport, employment and social affairs, regional policy and cohesion. The APs will be a key feature of the launch of the Accession Process on 30 March in Brussels. From that day on the APs can be downloaded at http://europa.eu.int/comm/dg1a/enlarge/index.htm.

    [07] Commission opens enquiry against Italian State aid for road sector and intermodal transport

    The European Commission has opened an investigation under Article 93(2) of the Treaty into the State aid granted by the Italian authorities to restructure the road sector and develop intermodal transport. While the Common European Transport Policy specifically promotes combined transport and restructuring in the interest of an efficient, safe, competitive transport system, the Commission has identified a disturbing number of elements of the proposed Italian package which are clearly incompatible with the Treaty and in some cases seem to even constitute operating aid. The Italian authorities have, accordingly, been given a month to answer the Commission's concerns which are particularly serious given that the Italian authorities have introduced legislation benefiting road transport on two previous occasions that the Commission has already ruled to be inadmissible aid. The Commission has reminded the Italian authorities that aid payments must be suspended during the investigation and that the Commission, in recovering incompatible aid already paid, charges interest on the sums owed.

    [08] Agrimonetary compensatory aid : sheep scheme in the United Kingdom approved

    The European Commission has decided to approve an agrimonetary compensatory aid scheme to the UK sheep sector, for a total amount of £ 12.5 million (about ECU 15 million). The aid is granted by the Commission through the application of the Council of Ministers regulation providing for compensation of income losses in relation to the reduction of agricultural conversion rates of certain national currencies, in this case the revaluation of the pound sterling. Member States are entitled but not obliged to top up this payment subject to certain limits.

    [09] Feu vert aux aides en faveur du projet "Riso 2000" en Italie

    La Commission européenne a décidé de ne pas soulever d'objections à l'égard d'une mesure d'aide prise par le Gouvernement italien en faveur du projet Riso 2000. Le taux d'aide appliqué est, en effet, inférieur au taux maximal autorisé par l'encadrement des aides aux investissements de transformation et de commercialisation de produits agricoles. Ce projet concerne l'amélioration technologique d'une ligne de transformation de riz située à Valle Lomelina (province de Pavia). Les investissements concernent la construction de nouvelles installations, l'achat d'équipement pour la production de riz blanchi et riz "parboiled" et la réalisation d'une centrale thermo-électrique (visant la production d'énergie électrique et cendres et la production de vapeur pour l'autoconsommation). Ainsi, l'usine constituera la seule entreprise en Italie qui produit du riz en cycle intégré. Le coût total des investissements prévus est de 31,7 milliards de lires (± 16,3 millions d'Ecus).

    [10] Commission opens procedure regarding State aid to Draiswerke GmbH in Mannheim

    The European Commission has decided to open proceedings against restructuring aid given to the large undertaking Draiswerke GmbH, Mannheim. State transactions comprised the acquisition of land by the municipality of Mannheim for DM 1.2 million, a DM 0.8 million loan given by the municipality and a 50 per cent State guarantee on a DM 6 million credit given by a public bank. The Commission has found these transactions illegal since none of them have been covered by a Commission approval.

    [11] La Commission approuve des aides régionales en faveur d'Opel pour deux projets à Bochum

    La Commission européenne a décidé de ne pas soulever d'objection à l'attribution d'aides régionales d'une valeur totale de 14,6 millions de DM en faveur d'Opel pour deux projets d'investissement à Bochum (Land Nordrhein-Westfalen). Après examen des mesures d'aides envisagées par le Land de Nordrhein-Westfalen, la Commission a conclu que les prescriptions de l'encadrement automobile s'avèrent respectées et que ces aides régionales sont donc compatibles avec le marché commun.

    [12] Commission authorises R&D aid to Rolls-Royce large engine programmes in the United Kingdom

    The European Commission has authorised the proposed R&D aid by the United Kingdom authorities to Rolls-Royce for the development of a new generation of three high thrust aero-engines. The new engines will be derivatives of the existing Trent engines. The aid is in the form of a reimbursable advance of £ 200 million to be granted over 4 years (1988-2001). The total cost of the R&D programmes is £ 736 million and complies with the European Union's framework for State aid to R&D.

    [13] Hoogovens Staal : Commission raises no objections to proposed aid in favour of the "Cyclone Converter Furnace" R&D project

    The European Commission is satisfied that a NLG 60 million national aid project to the "Cyclone Converter Furnace" (CCF) complies with the rules laid down in the Steel Aid Code and in the European Union Framework for State aid for research and development. The CCF project is a novel process for the production of iron developed by Hoogovens Staal, which is part of Koninklijke Hoogovens NV. The CCF project is unsuited for industrial exploitation and will not be integrated in Hoogoven's production process. Moreover, the aid intensity is 23% of the total investment (NLG 261 million).

    [14] Commission opens investigation into aid to Spanish synthetic fibres producer Brilén S.A.

    The European Commission has decided to open an investigation into State aid to synthetic fibres producer Brilén S.A. which is located in Barbastro, Huesca (Aragón). State aid amounting to Ptas 201.2 million was notified to the Commission by the Spanish authorities on 2 December 1997. The investment project concerns the technological rationalisation and upgrading of the company's polyester yarn production plant. The Commission had to examine the proposal in light of the Code on aid to the synthetic fibres industry. Since the project appears to involve an increase in capacity for polyester filament yarn where no structural shortage of supply exists, the Commission has doubts as to whether the proposed aid would fulfil either of these criteria.

    [15] La Commission autorise un projet d'aide en faveur de la protection de l'environnement à l'entreprise sidérurgique belge Sidmar

    La Commission européenne a autorisé l'octroi d'une aide en faveur de la protection de l'environnement à l'entreprise sidérurgique belge Sidmar. L'aide consiste en une subvention de 52.400.000 BEF destinée à un investissement de 359.500.000 BEF pour quatre projets visant à réduire l'impact environnemental des activités de Sidmar. L'intensité de l'aide est conforme au plafond de 15% fixé par l'encadrement communautaire des aides d'Etat pour la protection de l'environnement.

    [16] Commission decides to investigate State aid to KNP Leykam (Austria)

    The European Commission has decided to open procedure according to Article 93 (2) of the EC-Treaty concerning the Austrian government's proposal to grant aid of ECU 3.5 million to KNP Leykam for the development of a "mill information and control system" relating specifically to the construction of a new paper machine at Gratkorn, Austria. The Commission has doubts as to whether the aid induced the company to undertake research as required by the European Union Framework for State aid for research and development.

    [17] Commission closes its investigation over transport aid to Volvo Truck Corporation in Umeå (northern Sweden)

    The European Commission closed its enquiry over transport aid to Volvo Truck Corporation in northern Sweden in the city of Umeå. The aid has been in existence since 1971 and can therefore be regarded as an existing aid. The Swedish authorities are requested to implement appropriate measures to phase out the aid up to 2002.

    [18] La Commission participe à la mise en orbite d'un instrument d'observation de la végétation terrestre

    La station de Kourou (Guyane française) a procédé le mardi 24 mars à 2h37 du matin (heure de Bruxelles) au lancement d'une fusée Ariane 4 emportant le satellite SPOT 4, équipé de l'instrument "Végétation", dont la mise au point est due notamment au soutien de l'Union européenne. C'est la première fois que la Commission européenne contribue directement au développement d'une mission spatiale d'observation de la Terre. "Végétation" sera l'un des meilleurs instruments de sa classe sur le plan mondial et permettra d'effectuer, avec une résolution de 1 km, un suivi quasi-journalier des forêts et des cultures sur l'ensemble de la planète.
