[01] Rapport sur la mise en œuvre de l'assistance macrofinancière aux pays
tiers en 1996
En 1996, l'assistance macrofinancière déboursée par l'Union européenne (UE)
s'est élevée à un montant total de 175 millions d'Ecus. Cette somme
comprend 160 millions d'Ecus versés dans le cadre des engagements existants
en faveur des pays de l'Europe centrale et orientale (PECO) et des nouveaux
Etats indépendants (NEI) européens de l'ex Union soviétique. En outre, le
Conseil a décidé en 1996 de mettre à la disposition d'un NEI européen (la
Moldavie) un prêt d'un montant maximum de 15 millions d'Ecus, lequel a été
entièrement décaissé cette même année. Depuis 1990, l'UE a accordé, sur
base d'engagements, une assistance macrofinancière d'un montant de 4,047
milliards d'Ecus. Cette assistance prend généralement la forme de
facilités de crédits à moyen et long terme non liés et à décaissement
rapide. Les déboursements se sont élevés à 3,277 milliards d'Ecus. Telles
sont les principales conclusions d'un rapport que la Commission européenne
vient de transmettre au Conseil des Ministres et au Parlement européen.
[02] An event marking the liberalisation of telecommunications in Europe

The European Commission is organising an event to mark the arrival of full
liberalisation of telecommunications in the majority of Member States of
the European Union. The event is intended to highlight the impact of the
opening up of Europe's telecommunications markets on business and users;
but also to identify future challenges thrown up by liberalisation in the
light of convergence, the Internet and global market opening. It will be
opened by key note addresses of Ms Barbara Roche, President of the Telecoms
Council, Mr Martin Bangemann, Member of the European Commission and Ms
Imelda Read, Member of the European Parliament. The half day event will
combine key note speeches with an industry panel. It will be accompanied
by technical demonstrations of a range of new services, such as Internet
Voice Telephony, Tele-education, Telemedicine, Cable Telephony and Cable
Internet Access, High Speed video conferencing. Commissioner Karel Van
Miert and MEP Wim Van Velzen will make some concluding remarks.
