[01] Initiative DAPHNE: la Commission apporte son soutien à des projets
visant à combattre la violence exercée contre les femmes et les enfants
Mme Anita Gradin, membre de la Commission européenne responsable de la
justice et des affaires intérieures, a annoncé aujourd'hui que la
Commission européenne soutiendrait 47 projets dans le cadre de l'initiative
Daphné. Trois millions d'Ecus ont été affectés à cette initiative. Daphné
a pour objectif d'appuyer les activités des organisations non
gouvernementales qui visent à lutter contre la violence exercée contre les
enfants et les femmes. La liste des projets est extrêmement variée. Elle
couvre tous les Etats membres et comprend des projets locaux, nationaux et
européens. Parmi les nombreuses actions à mettre en oeuvre, on trouve la
mise en place de réseaux d'experts en matière de disparitions d'enfants, la
réalisation d'une étude de faisabilité concernant un registre de
localisation des personnes condamnées pour abus sexuels sur des enfants et
l'analyse des dispositions destinées à assurer la protection des enfants
dans l'Union européenne. Une étude visera à mesurer l'efficacité des
programmes qui ont pour but d'empêcher les délinquants sexuels de
récidiver. On peut aussi mentionner des projets de lutte contre la
pornographie enfantine sur Internet, la formation des services de police à
l'accueil des femmes victimes de viol, des projets de lutte contre
l'exploitation des femmes migrantes ou des employés de maison, etc.
[02] Commission opens in depth enquiry into the joint venture between
Thyssen Krupp Stahl and ITW Signode to take over the activities of Titan
Umreifungstechnik
The European Commission has decided to continue its investigations into the
proposed joint acquisition of Titan Umreifungstechnik GmbH by Thyssen Krupp
Stahl AG and ITW Signode Inc. The Commission has several concerns,
including the creation of a dominant position in the market for steel
strapping. Thyssen Krupp Stahl (TKS) is a joint venture company into which
Thyssen Stahl AG and the Krupp-Hoesch Stahl AG have merged their activities
in the production and distribution of quality steel flat products. ITW
Signode is a fully-owned holding company of the US-American undertaking
Illinois Tool Works, Inc. ("ITW") and the sole owner of the Signode System
GmbH which will be integrated into the joint venture. Titan is currently a
fully-owned subsidiary of the Krupp-Hoesch group and focuses on the
production and distribution of strapping materials and strapping tools and
machinery. At the same time as TKS and ITW Signode acquire joint control
of Titan, the equipment manufacturing assets and its entire distribution
organisation will be transferred to PW Lenzen, a medium sized undertaking.
[03] Commission approves a joint venture in the match sector
After a detailed investigation, the European Commission has authorised the
creation of a joint venture between Swedish Match AB ("Swedish Match") and
Koç Holding AS ("Koç"). This joint venture transfers the existing business
of Kav Orman Sanayii AS ("Kav"), which is a Turkish manufacturer of matches
for resale, currently owned by Koç. The investigation carried out has
shown that this operation does not change the already strong position of
Swedish Match on the market of matches for resale, in particular in view of
the realistic alternative of supplies of non-European Economic Area
producers. It is, however, stressed that it is the Commission's intention
to follow closely any other operation undertaken by Swedish Match in this
sector, given its high market share and the current structure of the
market.
[04] Albanie: la Commission mobilise une aide humanitaire d'urgence pour
les victimes des inondations
La Commission européenne a pris des mesures d'urgence pour faire parvenir
une première aide alimentaire rapide à la région de Lezhe au nord de
l'Albanie, gravement touchée par des inondations. La Commission se prépare
également à mobiliser l'envoi de vêtements d'hiver, couvertures et matériel
d'abri après une évaluation urgente de besoins menée actuellement sur
place. L'Office humanitaire de la Communauté européenne (ECHO),
responsable de la gestion de l'aide, est inquiet quant au degré de gravité
des inondations décrites comme "les pires depuis de nombreuses années" dans
une région déjà susceptible aux inondations et dont une partie importante
se situe en dessous du niveau de la mer.
