  • [01] Commission appeals to Turkey not to reject European Council conclusions

    The European Commission appeals to the Turkish authorities to reconsider their initial negative reaction to the conclusions adopted by the European Council on 13 December 1997. A careful analysis of the conclusions shows that they present Turkey with a number of interesting and substantial openings in view of eventual accession of Turkey to the European Union (EU) on exactly the same conditions to be fulfilled by other candidates and with a tailor-made strategy to help Turkey to prepare for future accession. As Commission President, Jacques Santer, stated at the end of the European Council, the EU has made a serious and constructive offer to Turkey and hopes for a similar answer. He stressed that it would be a formidable success if this could contribute to the disappearance of one of the last zones of tension within Europe. The Commission attaches considerable importance to the dialogue with Turkey which it hopes will continue once the detailed examination of the Luxembourg conclusions has been completed. In this regard the Commission welcomes Turkey's stated "continued willingness to integrate with the EU".

    La Commission européenne a décidé, en vertu de l'article 171 du Traité sur l'Union européenne, d'entamer des mesures contre la Belgique, la France, l'Allemagne, l'Espagne, l'Italie et la Grèce pour ne s'être pas conformées aux arrêts précédents de la Cour européenne de Justice concernant la législation environnementale européenne sur les déchets, les résidus de piles, les habitats naturels, les oiseaux sauvages, les organismes génétiquement modifiés et les eaux usées. La Commission a décidé d'envoyer des lettres de mise en demeure à tous les Etats membres ci-dessus excepté l'Italie, qui recevra un avis motivé.

    [03] La Commission décide de demander des pénalités financières à l'encontre de la Belgique concernant la législation sur les oiseaux sauvages

    La Commission européenne a décidé, en vertu de l'article 171 du Traité de l'Union européenne, de présenter un deuxième recours devant la Cour européenne de Justice et de demander que des sanctions financières soient prises à l'encontre de la Belgique pour non-respect d'un arrêt précédent concernant la conservation des oiseaux sauvages. La Commission a également décidé de proposer à la Cour l'imposition à la Belgique d'une sanction journalière de 7.750 Ecus dans le cas où elle ne respecterait pas la deuxième décision de la Cour.

    [04] Humanitarian aid in Asia: news in brief

    The European Commission has approved humanitarian aid worth a total of ECU 1.23 million for projects in Asia. The aid, managed by the European Community Humanitarian Office (ECHO), will enable the Red Cross family and non-governmental organisations to carry out projects over the next six months. The projects approved are as follows: West Bengal - ECU 380,000 for victims of flooding; Vietnam - ECU 400,000 for victims of Typhoon Fritz; Papua New Guinea - ECU 250,000 for people affected by drought; Indonesia - ECU 200,000 for victims of drought and forest fires.

    [05] Afghanistan: Commission approves food aid worth ECU 500,000

    The European Commission has approved food aid worth ECU 500,000 for regions of Afghanistan affected by famine. The aid, managed by the European Community Humanitarian Office (ECHO), will enable the World Food Programme (WFP) to reach one of the poorest regions of Afghanistan with food aid over the next two to four months. Experts estimate that about 160,000 people risk famine in the Hazarajat region, where a combination of Taliban blockade and poor harvests have devastated food supplies. Staples have to delivered now, before winter snow makes roads impassable until springtime. The WFP plans to buy 3,000 tonnes of potatoes and 500 tonnes of wheat elsewhere in the country, and to deliver them to about 22,760 families at risk. ECHO has made available a total of about ECU 40 million for humanitarian aid in Afghanistan this year.
