  • [01] Jacques Santer déplore la détention d'Emma Bonino à Kaboul et souhaite que la question afghane soit traitée au prochain Conseil Affaires générales

    Le Président de la Commission européenne, Jacques Santer, souhaite que le Conseil Affaires générales du 6 octobre traite de la question afghane, suite à l'incident qui a conduit à l'arrestation d'Emma Bonino, Membre de la Commission européenne responsable de l'action humanitaire, par les autorités de Kaboul. Dans une déclaration diffusée hier, après un contact téléphonique avec la Commissaire suite à sa libération, M. Santer a déploré l'incident, d'autant plus que la mission conduite par Mme Bonino avait un caractère purement humanitaire. "Personne ne peut violer les principes humanitaires. Ceux qui contribuent à l'allègement de la souffrance des populations en détresse ne peuvent être exposés à aucune sorte d'harcèlement", a dit le Président, qui a félicité Mme Bonino pour son engagement en faveur de l'action humanitaire européenne partout dans le monde. Il a rappelé que l'Union européenne est, avec 200 millions de dollars depuis deux ans, de loin le plus grand donateur d'aide humanitaire à la population afghane.

    [02] La Commission met 6,3 millions d'Ecus à la disposition du Portugal pour lutter contre la sécheresse

    La Commission européenne a décidé d'octroyer 6,3 millions d'Ecus pour la réalisation d'un programme d'initiative communautaire destiné à lutter contre la sécheresse au Portugal. L'Alentejo, l'Algarve et les communes bordant l'Espagne à l'est du Portugal sont concernées, soit plus de 20% de la population. Le programme portugais couvre la période 1997/1999. Il s'intègre dans l'initiative communautaire "Interreg II C" dédiée à l'aménagement du territoire et à la lutte contre la sécheresse dont la mise en oeuvre avait été décidée par la Commission, en mai de 1996. Les objectifs à atteindre sont les suivants: moderniser et améliorer les systèmes de contrôle, de suivi et de gestion des ressources hydriques; réaliser des études de prévision, d'évaluation des effets de la sécheresse et d'orientation des mesures de prévention; mettre sur pied des actions destinées à rétablir l'équilibre hydrologique et écologique, grâce notamment à une régularisation du débit des cours d'eau, ainsi que des actions d'approvisionnement en eau des exploitations agricoles dans les zones les plus sensibles; enfin, soutenir la mise en oeuvre de techniques d'irrigation et de réduction de pertes d'eau.

    [03] Commission consults on the problem of late payments at a public hearing

    Christos Papoutsis, European Commissioner responsible for Enterprise Policy, is organising a public hearing as part of the drive to tackle the problem of late payments in the European Union. The aim is to consult as widely as possible before the Commissioner proposes a Directive with a view to reducing late payments in Europe. The public hearing will take place on Tuesday 7 October in Brussels.

    [04] Single Market - Commissioner Monti recalls first Action Plan deadline

    On the eve of the 1 October 1997 deadline for a series of Single Market Action Plan measures to be taken by the Member States, Commissioner Mario Monti has reminded Member States of the crucial importance of respecting the tight schedule for making the Single Market effective by January 1999. "The Amsterdam European Council not only confirmed at the highest political level the Single Market's essential contribution to creating jobs and stimulating growth and competitiveness, but also specifically endorsed the Action Plan for making the Single Market work. The time has now come for Member States to demonstrate that they are prepared to go beyond fine words by meeting their commitments in practice".

    [05] Total contract in Iran: statement by Sir Leon Brittan

    European Trade Commissioner, Sir Leon Brittan, issued a statement today on Total's decision to sign a contract to develop an oil field in Iran. Sir Leon said that this was a commercial decision for Total alone and that the company was legally fully entitled to take such a decision. He added "the European Union remains firmly opposed to United States legislation having extraterritorial effect - notably the Helms-Burton and D'Amato Acts. Such legislation is contrary to international law. It is also counter- productive in political terms since it creates tension between Europe and the United States which makes it more difficult to work together to achieve shared political objectives in Iran. It plays into the hands of hardliners in Tehran. That is why we continue to believe that a negotiated settlement of the issues between us in accordance with the terms of the Understanding of last April remains the right route to pursue. I therefore hope the US Administration will reflect long and hard about the wisdom of taking any action against Total under the D'Amato Act."

    [06] Global Standards Conference: coherent standards and regulations for the Information Society

    The Conference 'Building the Global Information Society for the 21st Century' will take place in Brussels on 1-3 October, 1997. This event brings together political decision makers, industrialists, and users from the G7 countries and the Member States of the European Union, as well as respresentatives from national and international standardisation organisations. The Conference will focus on four major issues discussed in workshops which have been prepared by working groups in the various regions represented at the Conference (USA, Europe, Canada and Japan): Doing business on global information networks (electronic commerce); what kind of services the public needs; the users experiences and expectations, and requirements as to the communications infrastructure to ensure interoperability of networks.
