  • [01] La Commission approuve l'acquisition par L'Oréal du contrôle unique de sociétés espagnoles actives dans le secteur des cosmétiques

    La Commission européenne a approuvé le rachat simultané par la société L'Oréal de la totalité des parts qu'elle ne détenait pas encore dans les sociétés Procasa, Albesa, Cosmétique Iberica et sa filiale Cosesa, ayant toutes pour activités la fabrication et la distribution de produits L'Oréal en Espagne. L'ensemble des transactions ayant lieu simultanément entre les mêmes parties, vendeur et acquéreur, constituent une seule et même concentration au sens du règlement. Etant donné que cette opération se résume en la simple intégration dans la structure de L'Oréal d'entreprises déjà liées depuis de nombreuses années au groupe, l'opération notifiée n'entraînera pas d'impact significatif sur la concurrence. La concentration projetée ne crée ou ne renforce donc pas une position dominante ayant comme conséquence qu'une concurrence effective serait entravée dans le marché commun ou une partie substantielle de celui-ci.

    [02] Cisjordanie et Gaza: la Commission européenne approuve l'octroi d'une aide humanitaire de 7,25 millions d'Ecus

    La Commission européenne a approuvé l'octroi d'une aide humanitaire de 7,25 millions d'Ecus en faveur des Palestiniens de Cisjordanie et de Gaza ainsi que des réfugiés palestiniens au Liban. Cette aide, gérée par l'Office humanitaire de la Communauté européenne (ECHO), permettra à des organisations partenaires d'ECHO de mettre en oeuvre un programme d'aide humanitaire, essentiellement médicale, dans les six prochains mois.

    [03] Victims of Chernobyl: European Commission approves humanitarian aid worth ECU 1 million

    The European Commission has approved humanitarian aid worth ECU 1 million for victims of the nuclear disaster at Chernobyl. The aid, managed by the European Community Humanitarian Office (ECHO), will enable the International Federation of Red Cross and Crescent Societies (IFRC) and two European non-governmental organisations to carry out programmes of up to nine months in Belarus, Ukraine and the Russian Federation.

    [04] Albania: Commission approves humanitarian aid worth ECU 1.8 million

    The European Commission has approved a programme of humanitarian aid worth ECU 1.87 million for Albania. The aid, managed by the European Community Humanitarian Office (ECHO), will enable non-governmental organisations to carry out coordinated actions over the next six months. These will aim to deliver relief to people particularly vulnerable to the effects of the current crisis, and to rehabilitate some emergency and public health facilities that were looted and damaged.

    Depuis la chute du mur de Berlin, acheter est devenu une activité importante dans les pays d'Europe centrale. Leurs citoyens sont presses d'accéder à la société de consommation et l'entreprise privée fait tout ce qu'elle peut pour les satisfaire. L'ampleur du phénomène est illustrée dans une publication "Le Commerce de détail dans les pays d'Europe centrale 1996" d'Eurostat, l'Office statistique des Communautés européennes à Luxembourg, qui examine le commerce de détail dans chacun des 11 pays d'Europe centrale (PEC). Entre 1992 et 1995, les ventes au détail en prix courants ont augmenté de 837,4% en Roumanie, de 394,3% en Bulgarie, de 290, 7% en Estonie et de 152,9% en Pologne. En Pologne, le nombre de commerces de détail est passé de 165.000 en 1988 à 415.000 en 1994. Selon les derniers chiffres, il y aurait, dans les PEC, plus de deux millions de commerces pour une population d'un peu plus de 100 millions d'habitants. Le secteur génère plus de 10% de la valeur ajoutée de l'ensemble de l'économie des PEC et il emploie près de cinq millions de personnes, soit 11,4% de la population active totale. Le rapport examine entre autres le rythme de la privatisation et les obstacles à son développement, la pénétration des géants européens et étrangers de la distribution et les problèmes auxquels ils sont confrontés, les effets de l'économie souterraine et les perspectives pour l'acheteur d'Europe centrale.

    [06] Neil Kinnock warns against simply raising the price of petrol and instead advocates differentiated road pricing as a tool in the battle against congestion

    Noting that EU Member States such as Germany, the Netherlands and Austria have already announced road-pricing schemes and that technological developments favour the more sophisticated use of the tolling systems already well-established in France, Italy, Greece, Spain and Portugal, Transport Commissioner Neil Kinnock said: "If there is to be more widespread introduction of road pricing, there would clearly need to be cuts in exisitng taxes and charges in order to avoid an undue increase in road transport costs." In a speech to the European Commission Conference on "Making Road Pricing Work" in Brussels today, he outlined a number of issues that need to be addressed such as whether the revenues of road- pricing should be specifically earmarked for road investment or added to the general local or national budget.
