  • [01] Accounting - Commission publishes guidelines for the introduction of the euro

    Guidelines to facilitate a smooth and orderly changeover to the use of the euro in company accounts have just been published by the European Commission. The guidelines, prepared by the Commission's services in close cooperation with Member States and the accounting profession, aim to help national accounting standard setting authorities and people compiling and using accounts throughout the European Union (EU) to prepare for the drawing up of financial statements in euros and other practical consequences. The guidelines confirm that the introduction of the euro will not require any additional EU accounting legislation or amendment of existing accounting Directives.

    [02] La Commission autorise l'acquisition par la Bank of America et General Electric du contrôle commun de l'entreprise espagnole Cableuropa

    La Commission européenne a autorisé, en vertu du règlement sur le contrôle des concentrations, l'acquisition par BankAmerica International Investment Corporation et General Electric Capital Services Structured Finance Group, Inc., du contrôle commun de Cableuropa S.A. ("Cableuropa"). Cableuropa est une société espagnole spécialisée dans la fourniture de services utlisant les réseaux câblés de télévision ("CATV") ou en rapport avec ces réseaux. Cableuropa sera confrontée à la concurrence active d'autres entreprises très fortement implantées sur les marchés en cause, en particulier de Telefónica dans les télécommunications et de Sogecable sur le marché de la télévision à péage.

    [03] Europartenariat Hellas 1997 (Le Pirée, les 23 et 24 juin 1997)

    Plus de 2.000 petites et moyennes entreprises (PME) du monde entier participeront à Europartenariat Hellas 1997 pour trouver et explorer des possibilités de partenariats, d'entreprises conjointes ou d'accords de coopération. Le programme Europartenariat a été lancé par la Commission européenne en 1988 dans le cadre de ses politiques régionale et d'entreprise. Il est destiné à stimuler le développement des régions moins favorisées en encourageant les petites et moyennes entreprises de toute la Communauté à établir des relations d'affaires avec leurs interlocuteurs d'autres régions. Les expériences précédentes d'Europartenariat montre que 30 à 40% des sociétés invitées concluent un accord formel de coopération dans un délai d'un an. Europartenariat est également un vecteur important de la politique de l'entreprise de la Commission qui a pour objectif d'assister les sociétés, en particulier les petites et moyennes entreprises, à internationaliser et européaniser leur stratégie d'activité pour participer intégralement au marché unique européen. Le but recherché par l'organisation d'Europartenariat en Grèce est de continuer à stimuler le développement économique du pays en encourageant la coopération entre petites et moyennes entreprises et leurs interlocuteurs à l'intérieur et à l'extérieur de l'Union européenne.

    [04] Commission adopts a proposal on EU/US positive comity agreement

    The European Commission has adopted a proposal for a joint Council and Commission decision to conclude an agreement between the European Union (EU) and the United States of America on the application of positive comity principles in the enforcement of their competition laws. The principle of positive comity provides that a Party adversely affected by anticompetitive behaviour occurring in whole or in part in the territory of another Party may request that other Party to take action. Mergers are not within the scope of the proposed Agreement due to EU and US merger legislation, which would not allow a deferral or suspension of action as envisaged by the Agreement.

    [05] Franz Fischler: EU policy must ensure a competitive and multifunctional agricultural sector

    (!!! embargo 12.30 pm !!!) Increasing productivity, market liberalisation, enlargement and the need to maintain and increase our role on the international agricultural market necessitate a change in the Common Agricultural Policy. This was the message given by Franz Fischler in a speech to the Centre for European Policy Studies in Brussels today (Friday 20th June). The World Trade Organisation's limits on our subsidised exports, he said, limit our ability to supply the ever increasing demand on the world market and in the future there is a serious danger of the European Union (EU) being pushed out of this important market by our main trading partners and indeed by new entrants to this market. Furthermore the internal and external pressures will lead either to new food mountains in intervention stores or a reduction in production by EU farmers and set- aside of 20% or more. To avoid this potentially disastrous situation the EU must reduce support prices for agricultural products gradually and increase direct payments to producers including the possibility for Member States to differentiate those payments in accordance with EU criteria. This approach, he added, should be combined with a rural development policy which focuses on farm restructuring, diversification, protection of the environment and the improvement of infrastructure in rural areas.
