  • [01] Padraig Flynn welcomes the social partners draft framework agreement on part-time work

    Employment and Social Affairs Commissioner, Padraig Flynn, has welcomed last night's announcement that the negotiating teams of the main trade union and employer organisations at European level (ETUC, CEEP and UNICE) have finalised a draft agreement on part-time work. Commenting on the draft agreement, which must now be ratified by the decision-making bodies of the three organisations, Mr Flynn noted with satisfaction that "it catered for the main issues raised by the Commission when it launched the consultations under the Social Protocol." These issues centered on the need to remove discrimination against part-time workers and to improve their working conditions, while at the same time facilitating development of part-time work which has become a hugely important feature of today's labour market and has considerable potential for job creation.

    [02] Perspectives et obstacles potentiels au développement des marchés européens de capitaux pour les PME

    La Commission européenne a adopté une communication sur les perspectives et les obstacles potentiels au développement des marchés européens de capitaux pour les petites et moyennes entreprises (PME), qui s'inscrit dans le prolongement des efforts de la Commission pour stimuler la création et le développement de ce type de marchés. Les principaux objectifs de la Commission consistent à définir les obstacles potentiels à l'introduction des PME sur les marchés de capitaux, à lancer un débat d'envergure européenne sur les meilleures conditions d'accès aux sources de capitaux propres, à rappeler la nature et l'intérêt des progrès réalisés grâce à diverses initiatives dans l'Union européenne, telles que "EASDAQ" et "Euro- NM", à donner un aperçu des mesures que la Commission prend actuellement et entend prendre à l'avenir pour éliminer les obstacles au développement des marchés de capitaux voués aux PME et pour assurer leur bon fonctionnement.

    [03] Commission authorizes the acquisition of joint control of both the RTE companies and SSM Coal B.V. by SHV Deelnemingen Maatschappij B.V and Rheinbraun Brennstoff GmbH

    The European Commission has cleared the proposed acquisition of joint control of both the German companies Rheinbraun Thyssen Energy GmbH und Rheinbraun Thyssen Energy GmbH & Co. KG (hereafter together "RTE") as well as the Dutch company SSM Coal B.V. by the Dutch SHV Deelnemingen Maatschappij B.V. ("SHV") and the German Rheinbraun Brennstoff GmbH ("RBB"). The investigation carried out has shown that the operation will not give any power to the parties to increase prices or to evade the rules of competition under the ECSC Treaty.

    [04] Ex-Yugoslavia: Commission approves humanitarian aid package worth ECU 98 million

    The European Commission has cleared a package of humanitarian aid worth ECU 98 million for former Yugoslavia. Besides helping the vulnerable groups and the war-affected throughout the region, the European Community Humanitarian Office (ECHO) will step up decisively rehabilitation efforts to further the return and reintegration of displaced persons and refugees. This includes emergency repairs to schools, health centres, houses and infrastructure, especially electricity and water supplies. This decision should bring benefits to some 2 million people, 1,300,000 of them in Bosnia and Herzegovina, including an expected 200,000 refugees returning from abroad. The aid, managed by ECHO, will enable United Nations specialist organisations, the Red Cross family and non governmental organisations to run programmes until the end of this year in Bosnia and Herzegovina, Croatia and the Federal Republic of Yugoslavia. Previous funding for humanitarian aid in the former Yugoslavia since the outbreak of fighting in 1992 came to a total of ECU 1,367 million.

    [05] Commission and South Africa agree on priorities for development cooperation

    The Government of South Africa and the European Commission signed a Multiannual Indicative Programme which provides a general framework for development cooperation between the two sides for the next three years. The aim of the programme, which was signed in Cape Town by South Africa's Deputy Finance minister, Ms. Gill Marcus, and the Commission's Director General for Development, Mr Philippe Soubestre, is to create a more focused approach to development cooperation between South Africa and the Commission.

    [06] La Commission crée 57 nouvelles Chaires Jean Monnet dans les universités de l'Union

    La Commission européenne a décidé de créer 57 Nouvelles Chaires Jean Monnet portant à 364 leur nombre total dans l'Union européenne (UE). Le "Conseil Universitaire Européen pour l'Action Jean Monnet", que présidait M. Emile Noël et dont M. Leo Tindemans a accepté de prendre la succession, vient de remettre un avis académique sur les 447 candidatures présentées cette année encore par quelques 250 universités de l'UE, désireuses de participer activement à l'Action Jean Monnet. En parallèle, la Commission a décidé d'encourager l'émergence de Pôles européens dans les Universités autour des Chaires Jean Monnet.

    [07] Yves-Thibault de Silguy: "Régler les aspects pratiques de l'euro d'ici début mai 1998"

    Lors de la Table Ronde sur les aspects pratiques du passage à l'euro aujourd'hui à Bruxelles, M. Yves-Thibault de Silguy, Commissaire aux Affaires économiques, financières et monétaires, a lancé deux idées: "l'hypothèse d'une introduction des pièces et billets dans l'ensemble de la zone euro à l'automne 2001" (plus tôt que la date limite du 1er janvier 2002 fixée à Madrid); "une durée maximale de double circulation de l'euro et des monnaies nationales de quelques semaines au maximum" (au lieu d'une période d'un maximum de six mois). M. de Silguy a également proposé l'objectif de "définir et rendre pubiques toutes les orientations et décisions concernant les aspects pratiques de l'euro avant le début du mois de mai 1998. Elles pourront ainsi être annoncées en même temps que la décision des Chefs d'Etat et de gouvernement sur la liste des pays participant à l'euro".

    [08] Emma Bonino: "L'euro sera-t-il la 'monnaie maternelle' des futurs citoyens européens?"

    Dans son intervention à l'occasion de la table ronde sur les aspects pratiques du passage à l'euro, Emma Bonino, Commissaire responsable de la politique des consommateurs, a souligné comme les différentes politiques ont jusqu'ici trop souvent sous-estimé la place et le rôle du consommateur, en postulant que tout ce qui est bon pour le grand marché était bon pour le consommateur: " Nous savons aujourd'hui que ce postulat est faux", a-t-elle dit. En matière d'organisation nationale de l'introduction de l'euro, les consommateurs ont leur mot à dire. Encore faut-il que les différentes autorités leurs demandent leur opinion et bien peu de pays l'ont fait. Souvent, l'impression est que dans le bateau de la monnaie unique, chaque Etat membre rame à son rythme: ce n'est pas la meilleure façon d'avancer. Le problème le plus difficile pour les consommateurs sera l'éducation à la nouvelle monnaie: "Nous avons été éduqués avec une langue maternelle et une monnaie "maternelle"; ce qui est demandé aux consommateurs est d'abandonner leur monnaie maternelle." Enfin, Mme Bonino a annoncé de vouloir former un "correspondant euro" dans chaque association de consommateurs, soit plus de 300 associations. Ces experts deviendront ainsi des "multiplicateurs d'information" sur l'euro auprès des consommateurs.

    [09] Monika Wulf-Mathies: "Subsidiarity must not be pretext for renationalisation"

    (!!! embargo 6 pm !!!) "A treaty protocol that clarifies the application of the principle of subsidiarity can contribute to strengthen this principle. Let me say just as clearly, however, that the principle of subsidiarity must not be a pretext for renationalisation or for abandoning the European integration process." This was made clear by Regional Policies Commissioner Monika Wulf-Mathies at the "Summit of the Regions and the Cities" today in Amsterdam. Cities and regions are mediators of European topics on the ground, they help the citizen to combine European diversity with regional attachment and show via practical projects what it means to think European and act locally. "This requires, however, that they don´t succumb to eurosceptical prejudices or make Europe the scapegoat for their own problems." (!!! embargo 6 pm !!!)
