  • [01] Mieux légiférer: rapport de la Commission au Conseil européen de Dublin

    Dans son rapport au Conseil européen de Dublin sur l'application des principes de subsidiarité et de proportionnalité, sur la simplification et la codification, la Commission européenne rappelle qu'en 1996, comme en 1995, ses initiatives ont été guidées par deux lignes d'action principales: des propositions législatives nouvelles répondant à des critères de rigueur, de clarté et de transparence et la révision de la législation existante ainsi qu'une meilleure accessibilité des textes. S'agissant des proposition nouvelles, la Commission a eu davantage recours aux directives-cadre, à la consultation préalable et à des solutions alternatives à la législation. En ce qui concerne la révision de la législation existante, une méthode de simplification innovatrice a été suivie dans le domaine du marché intérieur à travers l'initiative SLIM, alors que 48 propositions dépassées ont été retirées cette année.

    [02] MEDA: financement de 140 millions d'Ecus pour des projets en Egypte et au Maroc

    La Commission européenne a décidé le financement de deux projets dont un concernant l'amélioration de l'enseignement en Egypte (100 millions d'Ecus) et l'autre visant l'assainissement du milieu rural au Maroc (40 millions d'Ecus). Le règlement MEDA est l'instrument financier de l'Union Européenne dans le cadre du Partenariat Euroméditerranéen. Doté d'un montant de 3.425 millions d'Ecus pour la période 1996-1999, il est destiné aux financements de projets dans les pays et territoires suivants: Algérie, Chypre, Egypte, Israël, Jordanie, Liban, Malte, Maroc, Syrie, Tunisie, Turquie, territoires occupés de Gaza et de la Cisjordanie.

    [03] Marcelino Oreja se félicite du classement sur la liste du patrimoine mondial du dôme d'Hiroshima

    Marcelino Oreja, Commissaire en charge de la Culture, se félicite de la décision prise par la commission intergouvernementale de l'UNESCO relative au classement sur la liste du patrimoine mondial de l'humanité du dôme d'Hiroshima. "Ce site symbolique converti en lieu de pèlerinage universel, constitue de par le souvenir un appel permanent lancé à tous les citoyens de la planète de déployer au quotidien les efforts nécessaires pour sauvegarder la paix", a dit M. Oreja.

    [04] Agreement between Poland and the EU reached on oil tariffs

    Following a provisional agreement reached between the parties at the occasion of an official visit of Commissioner Hans van den Broek to Warsaw on 17-18 October, the EU and Poland have now reached a final settlement regarding issues related to the Polish import regime in the oil sector. The Polish authorities raised on 1 January 1996 their tariff rates on the import of gasoline and gasoil products to protect their domestic market while modernizing the Polish oil industry. The EU objected towards the new tariff levels, since they deviated from the levels foreseen in the Europe Agreement between the EU and Poland.

    [05] Positive results from tests on Kozloduy Unit 1

    Experts from Bulgaria and from the European Union have met in Sofia on 5 and 6 December, 1996 to analyse the results obtained in the testing programme of the Kozloduy Unit 1 Reactor Pressure Vessel. The experts concluded that the condition of the material of the pressure vessel of Reactor n° 1 (the steel container which houses the nuclear reactor) allows the safe operation of the reactor pressure vessel without annealing (ie corrective heat treatment). This information, together with other elements, will be used as the basis for the formal application by the plant's operators to the Bulgarian Nuclear Safety Authority for restart of the Unit. As the design and construction of Units 1 to 4 at the Kozloduy nuclear power plant do not fully meet safety standards generally accepted in the EU, the European Commission considers that these units should be permanently closed as soon as alternative energy supplies are available. Closure is anyway foreseen in the 1993 international agreement with Bulgaria on nuclear safety (the 'Nuclear Safety Account'). The Commission therefore urges the Bulgarian government to develop alternative energy supplies and improve energy efficiency. For the period that units 1-4 are still in operation, the Commission urges the Bulgarian government to continue to improve the safety of Kozloduy nuclear power plant.

    [06] Commission proposes to offer social assistance for deprived populations in Bulgaria

    Taken the current severe economic crisis in Bulgaria and following an appeal for humanitarian assistance by President-elect Peter Stoyanov and Prime Minister Jean Videnov, Hans van den Broek, Member of the European Commission responsible for relations with central and eastern Europe, has proposed today to the Council of Ministers European Union assistance to Bulgaria for the coming winter. ECU 20 million could be made available through the Phare programme, in particular in the form of income support for retired people and those dependent on welfare: the sick, the disabled and orphans. The assistance should be subject to the condition that Bulgaria accelerates its economic and structural reform.

    [07] L'Union européenne signe un nouvel accord commercial avec les îles Féroé

    Aujourd'hui, un nouvel accord commercial sera signé entre l'Union européenne (UE) et le Danemark/îles Féroé. L‘objectif principal du nouvel accord est la mise à jour et le remplacement de l‘accord commercial existant, en vigueur depuis 1992, notamment pour tenir compte de l‘adhésion à l‘UE de l‘Autriche, de la Finlande et de la Suède. Comme son prédécesseur, le nouvel accord est basé sur le principe du libre échange. Toutefois, un nombre restreint de produits sensibles dans le domaine de la pêche et de l‘agriculture, originaires des îles Féroé, restent soumis à des contingents tarifaires et/ou à des mesures de surveillance lors de leur importation dans l'UE. En outre, le nouvel accord comprend une mise à jour des règles d'origine ainsi qu'un nouveau protocole sur l‘assistance administrative mutuelle en matière douanière. Sous réserve de l‘accomplissement des procédures d'approbation, l'accord entrera en vigueur au 1er janvier 1997.

    [08] Signes de redressement de la production industrielle de l'UE

    Les signes de redressement de la production industrielle de l'UE se multiplient, selon les chiffres publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. De juin à août, la tendance-cycle de la production industrielle de l'UE a augmenté de manière significative de 0,7% par rapport aux trois mois précédents. Au deuxième trimestre, la croissance s'était limitée à 0,2% par rapport au premier trimestre. De juin à août par rapport aux trois mois précédents, la production de biens de consommation durables a augmenté de 2,7% et de biens intermédiaires non énergétiques de 1,5%. La production industrielle a continué à s'accroître aux Etats-Unis (1,5%) et - plus lentement - au Japon (0,7%). Au sein de l'UE, les taux de croissance étaient particulièrement élevés dans le domaine de la fabrication d'équipements de radio, télévision et communication (+3,7%), dans l'industrie automobile (2,9%), dans l'industrie du papier et du carton (2,1%), dans l'industrie chimique (2,1%) et dans l'industrie du caoutchouc et des plastiques (+ 1,8%).

    [09] Ritt Bjerregaard on climate change

    Environment Commissioner Ritt Bjerregaard spoke the 5 December at the Globe Europe Network Conference about the EU's plans in responding to Climate Change which is a topic at the top of the political agenda in the light of the Conference on Climate Change to be held in Kyoto in December 1997. Mrs Bjerregaard focused on concrete policies and measures and said, that "many of these must take place at national level. But there is considerable scope for action at Community level, due to the close link between energy efficiency and other Community policies - such as the internal market, competitiveness and regional development. Our analysis shows that removing specific barriers to energy efficiency, improving access to innovative technologies, introducing product standards and promoting voluntary agreements could make the greatest contribution to limiting CO² emissions and save billions of ECUs throughout the economy. Some actions to achieve this can only be taken effectively at EU level. We must integrate climate change and energy issues into other areas of policy making and promote renewable sources of energy and energy efficiency more actively". She further discussed areas such as energy efficiency, renewable sources of energy, transport and the use of economic instruments.

    [10] Accounting: Mario Monti stresses Single Market needs high level auditing standards and practices

    The application in practice of good accounting and auditing practices are essential for the development of a strong Single Market, Internal Market Commissioner Mario Monti told a conference in Brussels on 6 December. The two day conference involves some 200 representatives of institutes and public authorities concerned with auditing, and marks the end of consultations on the Commission‘s July 1996 Green Paper on the Role, the Position and the Liability of the Statutory Auditor. Proper financial information allows economic operators to make informed investment decisions, thus improving economic performance. Closer harmonisation of these practices should be carried out in connection with broader international efforts. In the case of accounting, I will launch next year an interpretative Communication to clarify certain aspects of the Accounting Directives in the light of compatibility with International Accounting Standards. Similar efforts should be mirrored in the field of auditing, which provide the public with the assurance that accounts are properly prepared. We must ensure that International Standards on Auditing correspond to what we want to apply in the Single Market. We should also allow accountants and auditors to provide freely their services throughout Europe, so introducing more competition and better auditing. To achieve this, we need inter alia closer coordination of rules on auditors' independence, for instance by establishing a core set of common principles.
